That's not what is says Smokey. It says payouts will be
based on actual track payouts, not that they will pay you exactly what the track pays you. We used to run a poker game and we paid out wagers based on actual track prices but did not have the same limits either. A $10 win ticket on the 8 dog paid the same at our place as it did the track though we never paid out more than a nickel on any $2 dollar wager. Limits were different but payouts were
based on actual track payouts. They put that there so bettors are aware their payouts are not based on any outside/inside paramutuel pool they belong to or a morning line etc.... but will be based on the actual track payouts. It does not say their limits are the same, just the payouts are
based on actual track prices, that is what is confusing you. For example a local bookie may
base his payout odds on standard Vegas parlays but the limits may not be the same.
I feel for the guy, I really do, I am sure he was unaware of it when he made the bets. Truth is though even a casual horse player should be aware of the limits that most of these books have on horses. Lot of regular horse people here don't want to get involved but they know the book did nothing wrong. A close friend got snockered at Cascade the same way, he never realized there was a limit to what he could get paid. He later read the rules and realized it was his mistake, nobody else's. I can tell you from experience every single year there is a least one or two problems when these special events come up like the Kentucky Derby, you get a ton of people making bets on something they are not familiar with. That in addition to a lot of people who regularly (I am one of them sometimes) do not read the rules they are playing under and this is what happens. On a lot of the payouts the limits do not even come into play so folks do not get punished, unfortunately for you they did.
My advice is to knock off all the threats Smokey. Number one you are not going to shut down WSEX over something that has been a known part of their rules for the last decade. Number two I don't think anyone is going to extort anything out of them that they don't owe. And even if they wanted to make a small goodwill gesture of some sort you are sure making it hard at this point. Instead of threatening them with USA Today, NBC and Stern, the best bet is to acknowledge you didn't read the rules and move forward from there with them. I don't blame you for being mad, I think you are so mad at yourself right now that the only other person you can take it out on is the book. I think you will get further with a better attitude then with the hardline approach you are using.
Sorry it happened to you, I really am sir, but that has been a standard part of the offshore horse world for a long time, play horses at Pinnacle if you are going to bet them. And BTW Jay C is not going to be able you on this matter, he will tell you the same thing Steve told you. Good luck.
