Overview
Immigration law falls under federal code, so immigration enforcement falls under the federal government's domain. But several states and local municipalities have taken immigration enforcement into their own hands by passing legislation that prevents illegal aliens from accessing certain public benefits, i.e., in-state tuition rates and driver's licenses.

California City Says "No" to Illegal Aliens

The City Council of Costa Mesa, California, has approved a resolution declaring it would not be a sanctuary city for illegal aliens. The resolution, proposed by Mayor Allan Mansoor, declares Costa Mesa a 'Rule of Law City." Mansoor said:
The resolution states that Costa Mesa is not a sanctuary city and that it is in fact a rule-of-law city when it comes to support for upholding immigration laws
Mansoor has also proposed forcing employers to use the E-Verify system, verify the immigration status of those seeking business licenses, and determine why police sometimes accept the unofficial
matricula consular id card issued by the Mexican government. He also said:
It's important for the public to know that form of ID is being used and accepted, and it raises questions as to why they don’t have driver’s licenses, a passport or some type of ID that says they have a legal right to work here.
Not everyone, however, is pleased with the decision. Silvia Hernandez, who spoke against the resolution, told the
LA Times:
Immigrants are part of America.... We work, pay taxes, go to church and participate in our communities. We need a solution that brings people out of the shadows.

The verification process may include, but shall not be limited to, questioning the person regarding his or her date and place of birth, and entry into the United States, and demanding documentation to indicate his or her legal status. (2) Notify the person of his or her apparent status as an alien who is present in the United States in violation of federal immigration laws and inform him or her that, apart from any criminal justice proceedings, he or she must either obtain legal status or leave the United States. (3) Notify the Attorney General of California and the United States Immigration and Naturalization Service of the apparent illegal status and provide any additional information that may be requested by any other public entity. (c) Any legislative, administrative, or other action by a city, county, or other legally authorized local governmental entity with jurisdictional boundaries, or by a law enforcement agency, to prevent or limit the cooperation required by subdivision (a) is expressly prohibited. Who says they are entitled to do that? The American people do not want illegal aliens to pay taxes on their illegally earned wages nor do they not want a “cut” of that ill-gotten gain (it would be a pennywise and pound-foolish bargain, anyway). What they want is for citizens of other countries to respect our national sovereignty and obey our laws, which means leaving this country immediately if they do not have a valid visa. Asserting that illegal aliens should be granted the right to stay in the US because of their “contributions” is like saying that the “squeegee men” in New York City are entitled to demand money from drivers whose windows they wash whether the drivers want the service or not.
