CIS Estimates DREAM Act Would Cost American Taxpayers $6.2 Billion Per Year

The Center for Immigration Studies says passage of the DREAM Act would cost American taxpayers at least $6.2 billion per year. According to CIS, at least 1.2 million illegal aliens would enroll in public colleges and universities, qualifying for in-state tuition rates. The average $6,000 in-state tuition benefit would be subsidized to the taxpayers.

Essentially, there are 12 legislative days until Christmas ends the amnesty threat. The title of this blog is the name of our remaining grassroots mobilization campaign of the year. Our activist members will be working through these 12 days to make 2010 the 9th year in a row that the grassroots will have completely killed off all attempts to pass any kind of amnesty. After all this week fighting the possibility of an amnesty vote the next day, we think we can now tell you that we are unlikely to have that first amnesty vote until next Wednesday.

Essentially, there are only 12 legislative days until Christmas ends the amnesty threat.

So, we are going to do everything the rest of this year under the banner of our campaign title:

12 Days Until Christmas Ends Amnesty Threat

Our activist members will be working through these 12 days to make 2010 the 9th year in a row that the grassroots will have completely killed off all attempts to pass any kind of amnesty.

This is what my team sees and believes at this moment:
  • Sen. Reid did NOT file cloture on DREAM yesterday.
  • The Senate is working on taxes today and tomorrow. The Republicans have refused to go along with a Unanimous Consent agreement on tax votes, so unless an agreement on that is reached today, they will be voting tomorrow morning on that and then, presumably, leave town.
  • In any case, Reid could file cloture on amnesty either today or tomorrow, which would mean that the earliest a vote could come would be Tuesday (or more likely Wednesday). However, he could wait until next week to file.
  • House Members have fled Washington for the comfort of home. When they come back next week, it looks like the leadership is hoping to have an amnesty vote on Wednesday.
  • Most Hill people now think the Senate won't vote on the amnesty until after the House passes it. If the House takes up the bill on Wednesday and passes it, the Senate might take up the bill on Friday.
  • Although passage in the House is far more likely than in the Senate, Democratic leaders obviously are having a hard time lining up 218 votes, as they continue to punt the roll call deeper into December.
  • There are only about 12 legislative days left before Christmas. When Congress goes home for Christmas, everybody seems to agree, this Lame Duck will fly away with them and the amnesty threat will be over (if it hasn't been passed by then.)

Obama's massive grassroots operations are setting up phone banks across the country tomorrow to try to give the appearance of popular support for another amnesty.

Yes, some of these look like hopeless causes. But they just saw five dozen Democratic seats in Congress flipped to GOP in November. They may not feel so secure any more.

Plus, we're stuck with these Senators for at least two more years. They need to feel just how unpopular their pro-amnesty ways are. Our past experience is that we oten can get 10-20% of these kinds of politicians to pleasantly surprise us when the vote actually occurs if we push hard enough.

Of course, things can change, but these votes have really been scheduled, finally.

The moment of truth is here. And the truth is that the only thing stopping the triumph of amnesty on Wednesday will be the vigorous direct opposition from citizens like you. Pres. Obama has thrown the full power of the White House behind passing the DREAM Act amnesty by deploying virtually every Cabinet secretary to lobby, as well as activating his massive, national grassroots organization with its nearly unlimited spending power.

MOST LIKELY SCENARIO RIGHT NOW

In the House, leaders want to vote first because it is assumed the best chance of passing an amnesty is in the House. This could happen late Wednesday morning or in the afternoon. They want to build momentum for the Senate to take up the amnesty perhaps Wednesday evening.

If the amnesty fails in just one of the chambers, WE win.

Generally, Speaker Pelosi would not schedule a vote on a bill that she doesn't believe she can get the 218 votes to pass it.

Does that mean she has assurance of 218 YES votes? I don't think so. But she must be close. And she figures that if she holds the vote Wednesday she can force enough on-the-fence Democrats to take her side. Your job is to pull those Democrats over to the NO side.

Our road to victory depends on holding all but about 6 of the Republicans as NO votes and to get about 45 Democrats to vote NO.

About 75 Democrats are still in play. I'll be coming to you about them Tuesday morning.

In the Senate, we have better prospects of winning. In the House, they only need 50% plus one vote to pass the amnesty. But in the Senate they have to get 60% of the 100 votes.

Incredible pressures are being exerted on Republican Senators who have supported the DREAM amnesty in the past to do so again. Thus far, only Senators Lugar of Indiana and Bennett of Utah has committed to a YES. But at least 10 other Republicans need a lot of your support to vote NO, even though we feel relatively good about most of them. If they are your Senators, you will get an alert Tuesday morning.

We also are continuing to exert as much pressure as possible on about a dozen Democratic Senators who are up for re-election in 2012 and have shown a distaste for amnesty at some time in the past.

YOU HAVE HELD OFF AN AMNESTY FOR JUST SHORT OF 2 YEARS AGAINST INCREDIBLY BAD ODDS -- DON'T LET VICTORY SLIP AWAY AT THE LAST MINUTE.

1. Sen. Olympia Snowe (R-Maine) has just announced she will vote NO!

The pro-amnesty forces' battle plan for being able to get to 60 votes to pass the DREAM Act amnesty always depended on Snowe voting YES.

Snowe said: "Millions of illegal immigrants could attempt to become legal residents as a result of this proposal, according to some estimates, and it is incumbent upon the Senate to ensure our policies never again lead to a situation where we are confronted with upwards of 12 million illegal immigrants residing within our borders."

I suggest you quote Snowe to some of the offices you continue to call today.

2. Pro-amnesty activists are reporting they are 10 votes short in the HOUSE (but we are more than many votes short, ourselves).

The good news is that your phoning and faxing these last months (and especially this week) have guaranteed that almost all Republicans in the House will vote NO and that many Democrats will vote NO, while you are also keeping many, many Democrats still uncommitted either way.

The pro-amnesty people are claiming they have 208 of the 218 needed to pass.

Congress Votes Today on Millions of 10-Year Work Permits for Illegal Aliens

When the House and Senate (presumably) vote this afternoon, I think it is important to frame the issue in terms of giving out millions of additional 10-year work permits.
You see, even people who don't qualify in the first place or who do qualify for the provisional amnesty but never meet the educational criteria later -- all of them can get a 10-year work permit from the start.
Here's the way it would work under the latest DREAM amnesty bill introduced in the Senate (and coming up for a vote today):
THE 10-YEAR WORK PERMITS FOR PEOPLE WHO DO NOT QUALIFY
1. Application: The DREAM amnesty begins with illegal aliens filling out applications. They merely have to claim -- not provide evidence -- that they meet criteria of having been brought to the U.S. before age 16 and being under the age of 30 at time of enactment and being present in the U.S. at least 5 years before enactment of the amnesty, among other criteria.
2. Work Permits Given: Once they allege these minimal criteria, the illegal aliens are given "conditional lawful permanent resident status" and are given a 10-year work permit to compete directly with the 22 million Americans who want a full-time job but can't find one.
Estimates suggest that up to 2 million illegal aliens could legitimately qualify for the opening application, and perhaps a couple million more might be or look young enough to fraudulently apply.
Those millions would immediately be able to legally compete for any U.S. job.
3. Ten Years of Work Before Education Required: Despite all the talk about how this amnesty is just for people who go to college or serve in the military, the illegal aliens don't have to do much of anything in that regard to have the legal right to work for 10 years.
Everybody who applies and gets the work permits has 10 years to complete two years of college or two years of military. Ten Years!
By the way, despite the fact that some media outlets have taken to referring to the potential recipients of the amnesty as "the best and the brightest" and "stars," illegal aliens can get the 10-year work permit merely by completing a GED and enrolling in a single course in a community college or trade school.
4. When 10 Years Are Up, What's The Chance of Anybody Being Asked to Leave? At the end of 10 years, illegal aliens who have not compiled two years of college or military would finally lose the right to compete legally with unemployed Americans for a job.
But they also would have sunk 10 more years of roots into their communities, building up an even bigger claim that it would be a hardship to be forced to leave this country. In addition, their advocates in the open-borders groups can say that they aren't really illegal aliens since they have just spent 10 years living and working as legal residents.
Fortunately for them, the DREAM amnesty allows those who fail to meet any of the criteria after 10 years to file a claim of hardship. The US Citizenship & Immigration Services agency is given the right to issue waivers and allow these illegal aliens to stay. By the way, they can get a waiver if the hardship is to them, or if it would be to a spouse, one of their children or one of their parents.
In the end, it is not only the 2 million potential qualified opening applicants but millions of potential fraudulant applicants who will get 10 years of legal competition against unemployed Americans. The only way the frauds can lose their work permit is if the government brings individualized cases to prove that they lied on the applications. Want to guess how many of the millions of fraud cases the government would have time to investigate and prosecute -- one by one?
Are any of the pro-DREAM amnesty supporters thinking about that?
Aside from all the issues of rewarding or encouraging law-breaking, there is the question about why this Lame Duck Congress at this time of 9.8% unemployment would feel the need to greatly increase the job competition for unemployed Americans.

House amnesty leaders are desperately seeking some kind of Hail Mary pass to pull out a last-minute victory.

They apparently still can't persuade 218 Representatives to vote YES on the DREAM amnesty, so they are talking about combining it with the AgJobs amnesty for a few million illegal aliens who can claim some past agricultural work. Their thought is that they can attract some extra Republicans who won't be willing to vote against something that big agri-business wants.

Of course, their plan would also create an amnesty that is twice the size to attract politicians who are squeamish about DREAM being too big.

Your phone calls Wednesday need to keep everybody in Congress as squeamish as possible.

Reid Plans Vote On House-Passed DREAM Amnesty Next Week
As He Hopes To Use Time To Gain More Votes

SORRY, BUT WE NEED MORE CALLS AND FAXES TO THE SENATE


All of you who watched our live web-streaming this morning during the Senate proceedings know that it was a complex and confusing mess. But here is where we are in several nutshells:
  • Our NumbersUSA Hill Team was convinced that we had enough votes to kill the DREAM amnesty if there had been a vote at 11 a.m. as promised.
  • Reid obviously knew pretty much what we knew. He didn't want to accept that his amnesty dream was lost and moved to buy another week of time, showing that one of his top priorities continues to be adding millions more foreign-born workers with work permits to compete with unemployed Americans.

    He moved to table the Senate's DREAM amnesty bill.
  • A motion to table only required a majority vote. It passed 59-40.

    It is very difficult to read into what each individual YES and NO vote meant. Each Senator seemed to have different ideas in mind. We had several strong anti-amnesty Senators voting with Reid to table and some strong pro-amnesty Senators voting against tabling.
  • The result, however, is that we were not able to kill the DREAM amnesty once and for all today.

    The pro-amnesty side is crowing that it has another week to change the minds of some Senators to pass this next week.

    If Congress can't come to an agreement on the tax issue by the end of next week, passage of the amnsty will be pretty much impossible.

    But if there IS a tax agreement, the pro-amnesty people are hoping to peel off a number of Senators who now are saying they plan to vote NO.
ACTION: We need you to continue to come back to your customized Action Board every day to take action until Congress adjourns or deals with the amnesty.

We Had The Amnesty Beat In The Senate This Morning But Now Have To Hold The Line Another Week

First, something that virtually everybody concedes -- If the Senate had voted this morning (as had been promised), the DREAM Act amnesty would have been defeated. So, Senate Majority Leader Harry Reid decided to buy another week of pro-amnesty lobbying from the White House and the rich pro-amnesty advocacy groups. Many news outlets immediately put out reports that the amnesty bill was now dead. But not so fast. The news is not that good . . .
The pro-amnesty groups still have millions of dollars in their war chests that they haven't spent yet. Their emails are now rallying their troops for another week of pounding Senators to vote to give millions of additional work permits to increase the competition against unemployed Americans.
In the crazy, anything-can-happen climate of the final days of a Congress, don't bet on whether they can pull a victory out of what would have been sure defeat if the vote had occurred today.

Senate Vote on DREAM Act Amnesty Likely to Come Next Week

The pro-amnesty coalition has bragged that it processed 40,000 phone calls this week into Congress in favor of amnesty. Anti-amnesty Americans who want to protect U.S. jobs for unemployed Americans will need to phone their Senators again today. Yesterday, the Senate tabled S.3992 (Senate DREAM Act), so it can instead consider the version passed by the House (H.R.5281). The PRO-amnesty groups have virtually unlimited funds to solicit phone calls and run them through their expensive call services so they can monitor. I am guessing that their claim of 160,000 phone calls may be accurate. I'm sorry to say this in the middle of the holiday season and just before Christmas, but your calls are the only things keeping a couple more Senators from jumping onto the amnesty bandwagon.

HERE'S THE UPDATE IN BRIEF FOR TODAY:
  • Pro-amnesty forces claim they are only one vote short of victory. I really believe this is part of their two-year-long bluff to try to make themselves seem like they have momentum in order to perhaps frighten some Senators to join the "winning" team. Nonetheless, their claim is unnerving. We can't afford to do anything but take it seriously. The pro-amnesty TV network Univision is reporting 4 votes short of 60, with several still Undeclared. That is scary enough.
  • Sen. Brown says NO! That's the best news from yesterday. He was the Republican whom the pro-amnesty forces claimed was going to get them to the 60-vote victory mark. (See more details below.) Congratulations to all you activists in Massachusetts.
  • Senate isn't going home at end of week. Senate Majority Leader Reid had earlier indicated he wouldn't keep Senators in session until Christmas Eve like he did last year. Typically, Congress adjourns before Thanksgiving to allow the nation to feel safe at least for the month of December. Reid was supposedly going to let the Senate go home at the end of this week. (The newly elected Congress takes over Jan. 5.) If the Congress adjourned at the end of this week, it was going to be hard to shoe-horn the DREAM Act amnesty debate and vote in between all the giant have-to business. But now, it looks like the Senate is staying in session until next week and maybe until next Thursday the 23rd. Bad news for us.
  • Amnesty vote unlikely before LATE this week. Yesterday, we were saying the amnesty vote might happen as early as Wednesday (tomorrow). With the extended Senate session, it is difficult to see the amnesty coming up before this weekend and probably next week. That gives the various contingents of illegal-alien students and clergy coalitions a lot more time to lay guilt trips on Undeclared and squishy-NO Senators back home. More bad news.
  • We have only one chance instead of two to defeat on cloture votes. Previously, Sen. Reid had to get 60 votes to pass cloture to START debate on the DREAM amnesty. If we lost that one, we would have another chance to keep him from getting 60 votes to pass cloture to STOP debate and have a final vote. That has changed. Because the House has sent over its own DREAM amnesty, Reid can bring it up for debate at any time WITHOUT a cloture vote. We expect that he will immediately file cloture to STOP the debate even before it begins. Once he does that, he can't hold the cloture vote until two days later. This isn't a big deal, but the change does disadvantage us somewhat from our ability to kill the amnesty.

Sen. Murkowski (R)
No statement on her web site and no media quotes. Daily Kos says multiple whips counts have her as a likely supporter. Most of the PRO-amnesty groups are counting her as a YES.

LOUISIANA
Sen. Landrieu (D)
She indicates that the House bill needs to be considered because it has some changes (suggesting that she will claim the House bill closes loopholes). She talks of major concern for the "children."

MICHIGAN
Sen. Stabenow (D)
She was a certain YES on cloture to start debate. But she has not indicated whether she would vote YES to end debate and thus pass the bill. She is up for re-election in 2012 in a state that turned sharply Republican in the 2010 elections. Now (as noted above), we are facing only a cloture vote to END debate. PRO-amnesty forces count her as theirs. But I don't think she has to be at all.

MISSOURI
Sen. McCaskill (D)
McCaskill has a wide-ranging interview on her web site. Appears to be leaning toward yes but its non-committal. She says (1) we have never punished children, (2) this is a different bill than the one I voted against, and (3) if this bill is more narrowly drawn, I will take a serious look at it. She needs to be reminded that any amnesty support will certainly show up when she tries to be re-elected in 2012 by a state that went sharply Republican in the 2010 elections.

NORTH DAKOTA
Sen. Dorgan (D)
He was a certain YES on cloture to start debate. But he has not indicated whether he would vote YES to end debate and thus pass the bill. Now (as noted above), we are facing only a cloture vote to END debate. In the past, he has been one of our most reliable NO votes on amnesty. But he is retiring and acting squishy. PRO-amnesty forces are counting him as theirs. I don't think that has to be true at all.

These Senators' staff continually tell our members that they will vote NO. But for some reason, all media and political whip counts are calling them Undeclared. Thank them and encourage them to go ahead and publicly declare themselves a NO.

KEY MESSAGES IN ALL PHONE CALLS TO SENATORS WHO ARE SYMPATHETIC TO THE DREAM ACT POSTER CHILDREN

Keep this in mind about Senators who are Undeclared, or who say they will vote NO but are squishy, or who say they will vote YES but are potentially movable to NO:

They all are sympathetic to the poster children of the DREAM Act -- those are the minority of potential amnesty recipients who were brought to the U.S. by their parents when they were infants or toddlers and who are now good high school or college students.

You will gain nothing with the Senators we are trying to reach today by being negative about these students.

Instead, you have to approach these Senators on the basis of practicality. Perhaps the poster children do deserve consideration in the future but not before the enforcement is put in place to stop future illegal immigration. Your argument is that it is not possible in this rushed Lame Duck session to create and pass an amnesty that is limited to the deserving and which will stop future unfair illegal labor competition to unemployed Americans.

My thought is that it would be helpful today for every phone call to make the same pitches to Senators who are sympathetic to the poster children of the DREAM amnesty:
  • No matter how sympathetic these students may be, you can't give out another mass amnesty without fixing the weak enforcement that allowed their parents to bring them here and keep them here for years and years. DREAM has ZERO enforcement.
  • The DREAM Act amnesty includes no requirement that jobs be shut off to the millions of future illegal aliens who will bring THEIR children and put them in this exact same predicament that DREAM puports to resolve. It is totally irresponsible to the 22 million unemployed Americans to give out a big amnesty without requiring mandatory verification to keep illegal aliens from holding jobs.

    SENS. BROWN (R-Mass.) & LeMEIUX (R-Fla.) SHOW THE PRACTICAL RESPONSE TO EMOTIONAL APPEALS

    Perhaps no two Senators have been subjected to as much emotional pressure to bow to amnesty. The PRO-amnesty forces have bet the farm on moving these two because of special political circumstances in their states.

    In its report of Sen. Brown's declaration of opposition to DREAM amnesty yesterday, the Associated Press reported:

    Brown's remarks came as a coalition of educators, religious leaders and immigrant advocates made a last ditch appeal Monday asking him to support the proposal. Brown also had been a target of a national campaign by advocates.

    For months, supporters of the bill and illegal immigrant college students, who call themselves "DREAMers," have staged sit-ins, rallies and marches outside Brown's office. Students have left hundreds of signed letters from supporters and young immigrants who said they would enlisted in the military if the bill passed.


    Imagine if you were under that kind of emotional pressure? Imagine having all those clergy suggesting that you are inhumane, anti-Hispanic and even immoral if you don't legalize these young adult illegal aliens!

    I have to tip my hat to Sen Brown for having the confidence of his convictions and a sense of that morality of standing up for 22 million Americans who want a full-time job but who can't find one. He once again declared his opposition to the DREAM amnesty at a Salvation Army charity event in downtown Boston!!!!!

    Sen. LeMieux has been under similar pressures. After the Senate voted to postpone the amnesty vote last week, he put out this statement:

    I am very sympathetic to the young people who entered our country illegally by no fault of their own, but I will not support consideration of the DREAM Act without addressing border security. I recently visited the US-Mexico border in Arizona and witnessed the progress toward securing the border. Fully funding and replicating our security successes across the border would allow us to address the DREAM act. However, we are still far from achieving a level of border security that is acceptable to me or to the American people.

    I would have liked to see Sen. LeMieux set a higher standard of pre-conditions, including mandatory workplace verification and an end to chain migration, but his standard works just fine for the few weeks until he leaves office.

    This is the line in the sand you are asking every Senator to draw . . .

    . . . . . The line is that whatever one's feelings about the merits of some illegal aliens for an amnesty, no amnesty should be even talked about until the border is secure against continued mass illegal immigration and our jobs are secure from illegal aliens being able to take them from Americans.
