They need to get tougher with enforcing the laws that are on the books.
I'd be willing to wager that the vast majority of these shootings are being done by people who cannot legally possess or carry firearms. Perhaps a number of them are stolen too.
New, stricter gun control laws will only take guns out of the hands of law abiding citizens.

The 90's were pretty bad all over the USA with gangs & guns, etc......I remember in college when I would read about the bloods & crops in Cali & how rap was effecting the younger generations mind, etc......crack was really big & innocent bystander's were being shot down with drivebys & the media was really pumping up the chaos of the street, & let's not forget about but he show Cops......I thought that show was a bit ridiculous with always arresting black people & low income whites.
There's not a single cop or semi-sane person that does not realize people in Chicago can drive couple hours outside the city to purchase weapons. Gun laws are mostly meant to provide the legal authority for cops to confiscate the weapons and arrest the culprit. It's impossible to prove a negative, so no one knows how many murders would occur with out these laws. But one can come up with the logical conclusion that people would still be killing each other in Chicago if there were no gun laws.
Before guns were invented, people used knives/swords, etc......& a lot of people were killed.
The more people we have in the world, the higher the numbers will get with murders no matter if there's a gun around to commit the crime.
Do guns make committing a crime easier? Of course it does......shooting someone from 5 to 10 feet away is easier to do than taking a knife to someone's throat.
Knifing is up close & personal. Guns are noisy while knives are not.
Guns are here to stay in the USA & unless something very drastic happens where the govt starts disarming the public, guns aren't going anywhere.

Of course not, this is a generational type change. Could take 30-40 years. And educate them to develop skills that can be useful in our economy. Inner city kids fail in some of the most basic subjects, like English, basic math, etc. Obviously they are not getting the education they need to develop in this country.
