I think everyone involved got caught off guard by the ending. I think the man thought he was going to be let off with a warning or ticket and then got shocked when the cuffs were being slapped on....I think the cops thought he was going to go peacefully and got caught off guard when he resisted. This ended up in all sorts of bad decisions.
It's clear as day...You obviously dont know GA law and what the ATL police manual says about it the use of lethal force...Ill clear it up for you.

It becomes a lethal weapon when...
(1) ANY crime against or involving the person of another...And that crime becomes a felony.

"An employee may only use deadly force when"....
(1) He or she reasonably believes that the suspect possesses a DEADLY WEAPON or any object, device, or instrument which, when used offensively against a person is likely to or actually does result in serious bodily injury and when he or she reasonably believes that the suspect poses an immediate threat of serious bodily injury to the officer or others.
