It was part of the government's effort to selectively target illegal immigrants who may be a threat, according to Immigration and Customs Enforcement agents, who made the arrests and invited reporters to accompany them.
The sweep began after 5 a.m., when a half-dozen agents staked out apartments at two complexes. They were looking for two men who they said had drug and burglary convictions and were in the country illegally.
After three hours, agents had arrested one of their targets, and rounded up four others associated with the targets. One of those caught up in the sweep had previously been convicted of drunken driving and another of theft, and both had ignored previous deportation orders.
"We don't just round up everybody. ... We try to target the worst of the worst," said Robert Alfieri, assistant field office director of ICE in Charlotte. "And sometimes you encounter other people."
ICE fugitive teams working the Charlotte area arrest about 500 suspected illegal immigrants a year, Alfieri said, most of whom have ignored deportation orders.
Wednesday morning, agents gathered in bullet-proof vests to plan their strategy, then piled into three SUVs with tinted windows and headed for the Pinetree Apartments off South Boulevard.
Parked outside their target's apartment, agents waited for Santiago Villeda-Ramirez, who they say was convicted of drug trafficking in Idaho during the 1990s before being deported to Mexico.
Agents never found their target, but they arrested two other men who lived in the apartment. One was the target's brother, Francisco Villeda-Briseno, who admitted to agents he was in the country illegally.
"I came here to work, not sell drugs," Villeda-Briseno, 41, said in handcuffs.
As the sun rose, other tenants - many of them Latino - watched the bust warily from a distance. One man ran away after he climbed out of a van and spotted the agents.
"We don't chase people just because they run," Alfieri said. "We're not here to do that."
Another agent said they could fill vans every day with illegal immigrants if they rounded up those they come across each day who raise their suspicions.
Agents had been led to the Pinetree apartment, they said, because their target had used his brother's identity during a previous arrest. Now the brother faces possible deportation, while the man they targeted has reportedly returned to Mexico.
Also arrested at the Pinetree complex on suspicion of being in the country illegally were Villeda-Briseno's other brother and his roommate.
At the second raid, the Sailboat Bay Apartments off Albemarle Road, agents arrested Luis Antonio Fuentes, 30, as he got into a car with an acquaintance. Agents said they targeted him because he had been deported to El Salvador twice before, in 1998 and 2005, after burglary convictions in Texas.
Agents also arrested the man driving the car. He's accused of having a fake ID card.
ICE would only release the names of the two men they had targeted because agents consider them a public safety risk. The target's brother, Villeda-Briseno, consented to having his name released.
All five men now face deportation proceedings​

I'm a life-long liberal Democrat, but I'm neither a lemming nor a fool; I can actually think for myself. Yesterday I received a call from the Andrew Romanoff campaign asking me who I planned to vote for in the upcoming Colorado primary election.
I told them I was not going vote for either him or Senator Bennett as both of them cared more about illegal aliens than they did about American citizens — particularly those out of work while 8 million illegal aliens had jobs. I was then asked if Mr. Romanoff won the primary to be the Democratic senate candidate would I vote for him in the November general election.
I told them that no I would not vote for Mr. Romanoff because he seems to be unable to distinguish between RIGHT and WRONG — it's completely WRONG to hurt American citizens for the benefit of illegal aliens. I told them that if the election were held today, I would do something I have never done before, I would vote for every Republican candidate that commits unequivocally to oppose all amnesty bills and to use all the power of their office to block such legislation.

According to The Associated Press, agents at the Interstate 35 checkpoint inspected the truck, which was driven by a 72-year-old man. In the locked trailer, agents found 48 individuals.
The driver reportedly faces alien smuggling charges. The condition of the passengers was not reported, though temperatures that night were reportedly in the 90s.

Survey: Immigration ranks first in survey of constituents' concerns

Constituents contacted their representatives more frequently about immigration than any other issue during May, a new survey found.

Defense ranked second after holding the top spot in April. Next were environment, financial services, budget and Medicare. Technology ranked ninth, edging out Social Security.


The "Congressional Conversation Index" collects and averages data from House offices (three offices currently participate on a voluntary basis) about which issues constituents sound off on the most.

It was built by the software provider Fireside21, which was founded by former congressional staffers and the public relations firm Adfero Group.

The index tallies and averages how many contacts the offices have made on each issue. Contacts include letters, phone calls, emails and in-person meetings. They survey began in January.

The data can be a meaningful gauge of what's on peoples' minds, according to Jeff Mascott, a managing partner at Adfero Group. For instance, environmental issues rose from the seventh spot to the third spot in May, possibly corresponding with the Gulf of Mexico oil spill.

Meanwhile, health dropped from the top position in March to eighth last month, corresponding with the debate over healthcare legislation.

A caveat: Interest groups often inundate offices with contacts when they want to boost attention on an issue, potentially skewing the numbers.

Ken Ward, the head of Fireside21, noted that data on constituent contacts have not previously been made public. Additional congressional offices are being sought to participate.

WASHINGTON (AP) - The White House says its staffers will meet with Arizona Gov. Jan Brewer June 28 - on her turf this time - to provide more detail on sending National Guard troops to the border.

Brewer met with Obama at the White House two weeks ago where promises were made for the follow up meeting.

Further details are expected from the meeting on plans for deploying 1,200 National Guard troops to border states to help with border security and Obama's request to Congress for $500 million for border security.

Obama is not planning to attend.

The FBI has arrested three people, including two state Department of Licensing employees, in connection with schemes to sell driver's licenses and IDs to illegal immigrants for cash.

The FBI has arrested three people, including two state Department of Licensing employees, in connection with schemes to sell driver's licenses and IDs to illegal immigrants for cash.
A fourth man is a fugitive, according to federal prosecutors.
The two cases are similar but do not appear to be related, said U.S. attorney's spokeswoman Emily Langlie.
Both employees worked as customer-service representatives at Department of Licensing (DOL) licensing counters. Melanie Yoder worked at the Bellevue office, where prosecutors say she was paid $500 for every fraudulent license she issued, most of which were given to Brazilian immigrants funneled to her through a co-defendant, Rodrigo Moura.
She was arrested without incident outside the Bellevue office Friday. Moura was arrested Friday in Kirkland.
Lacy Jones Jr. worked at the DOL office in Federal Way, according to court papers. He was allegedly working with a Mexican national named Israel Velasco Diaz, who also was charged. Both face a count of conspiracy to illegally sell identification documents.
Jones, who allegedly also demanded cash for licenses, resigned in May, according to the DOL. Jones was arrested; the FBI is looking for Velasco Diaz.
A news release said the FBI has been investigating the cases since September 2009, when it received tips on both schemes. An informant said Moura was arranging for unqualified people to obtain driver's licenses. The tip alleged that people were coming to Washington from all over the U.S. for identification because the state does not require proof of legal immigration to obtain a driver's license. Applicants must, however, have proof of residency, and that's where Moura allegedly focused his scheme.
A driver's license would enable its holder to open bank accounts and rent property.
The charges state that for $3,000 apiece, Moura would pick up clients at the airport, providing them with an address to use during the license-application process and all answers to the written driver's test. He would then arrange for them to be processed by Yoder.
In one month last year, according to DOL records, Yoder issued 45 licenses to people from Brazil, an unusually high number, the department said.
Jones was allegedly working with Diaz to obtain licenses or ID cards for Mexican nationals. Diaz would charge as much as $1,500 to arrange for a driver's license or about half that for an official state ID card. Jones would be paid up to $600 in cash, the charges state.

The FBI used two paid undercover operatives to arrange identification purchases. Agents recorded conversations, including one in which Jones tells Diaz that one of the men needs more convincing paperwork before coming to visit him at the DOL counter.
"They need an envelope with some phony paper or something in it," Lacey says in the recording, according to the charges. "So tell him he needs to go to the store and get a brown envelope and put some phony paper so I can make it up."
