HOORAY FOR HILLARY -- (she's sending the right message to potential Haitian boat people)

Sec. of State Hillary Clinton appears to be putting out the perfect signal to try to prevent thousands of Haitians from risking their lives in leaky boats to enter the U.S. illegally.
Ordinary and regular immigration laws will apply going forward, which means we are not going to be accepting into the US Haitians who are attempting to make it to our shores.

This kind of message is especially important after the Obama Administration offered TPS (Temporary Protected Status) to hundreds of thousands of Haitians who already are in the U.S. illegally. Otherwise, Haitians back in their own earthquake-ravaged country could easily assume that they also could get work permits and legal status if they could just manage to illegally enter the U.S.
Flotillas of Haitian boat people in the past have drowned thousands of Haitians. It is of utmost humanitarian concern to discourage any Haitian from taking to a boat. Sec. Clinton couldn't have made it clearer about what will happen to any boat people:
They will be interdicted, they will be repatriated.

Sec. Clinton stressed one of the core humanitarian principles of NumbersUSA that the 5 billion people living in impoverished countries must be helped to live securely and bloom where they were planted -- in their own countries. No resettlement program to wealthy countries could ever help more than a small fraction of the populations of these countries, so there is no use in expending money and energy into foreign resettlement that could be much better put to use in better settling people in their own countries.
To her credit, Clinton said the place for resettlement of Haitians is within their own country, stressing U.S. determination to help Haitians fleeing their capital for relatively safer areas in the countryside.
We also know that so many people are leaving Port-au-Prince into the surrounding countryside. We're trying to get more aid out there, more shelter, food, medicine, certainly water. People feel safer in the countryside and we want to support them.

Clinton's message to the Haitian people was most welcome after rumors early this week from inside the U.S. Department of Homeland Security that contingency plans were underway for diverting boat people to Gitmo in Cuba to be processed for entry into the U.S. We don't know if our inside sources were just badly interpreting what they were hearing or if this is a case of pragmatic heads winning out in an internal debate.
The issuance of 18-month work permits to hundreds of thousands of illegal Haitians is putting a bigger strain on the unemployment crisis where they are congregated.
The Florida legislature's chief economist Amy Baker warned that the illegal Haitians who do not already hold a job will find it very difficult to find one now in a state economy with an 11.5% unemployment rate, a 35-year high. Obviously, every illegal Haitian who finds a job will be keeping an American worker unemployed.
I have been quoted fairly widely in the media as saying that the Obama Administration made the right decision to suspend all deportation of illegal aliens back to Haiti at this time. It would make no sense to send anybody into that chaos and anarchy unless they were part of a rescue and aid effort.
However, I have not been pleased in the granting of the TPS status. My main objection is that Pres. Clinton and Pres. Bush -- and now Pres. Obama -- have repeatedly shown that they lack the will to ever end Temporary Protected Status. Once the status is given, it gets renewed over and over again, long after the original reason for it has passed. Unless we get a different kind of President than the last three, the TPS issuance this week is a de facto amnesty for the illegal aliens who will be allowed to live and work here the rest of their lives.

PRES. OBAMA APPEARED AFRAID TO MAKE HIS SUPPORT FOR AMNESTY CLEAR TONIGHT

Pres. Obama's obtuse sentence on immigration in his address to the nation revealed a great fear of how the American people would react if he directly called for more foreign workers and for permanent jobs for the estimated 8 million illegal foreign workers.

He seemed to be trying to signal to the supporters of amnesty and "comprehensive immigration reform" that he was still behind them but in words that the voters watching on TV wouldn't understand.

If the President really believed that putting Americans back to work were an emergency that called for tough measures, he would have announced a suspension of most new immigration of foreign workers and mandated E-Verify verification to keep illegal aliens out of U.S. jobs.

Ed Koch Commentary: Illegal Aliens Now in Federal and State Prisons and Municipal Jails Should Be Deported To Their Countries of Origin Immediately By Edward I Koch

I have a proposal which I hope the Obama administration will consider and implement.

Immediately or as soon as possible the United States should deport all illegal aliens who are now in our federal and state prisons, and in our municipal jails, to their countries of origin. In 2005, the Government Accountability Office (GAO) issued a report on the number of illegal aliens incarcerated in the United States. The report stated, “They were arrested for a total of about 700,000 criminal offenses, averaging about 13 offenses per illegal alien. One arrest incident may include multiple offenses, a fact that explains why there are nearly one and half times more offenses than arrests. Almost all of these illegal aliens were arrested for more than 1 offense. Slightly more than half of the 55,322 illegal aliens had between 2 and 10 offenses. About 45 percent of all offenses were drug or immigration offenses. About 15 percent were property-related offenses such as burglary, larceny-theft, motor vehicle theft and property damage. About 12 percent were for violent offenses such as murder, robbery, assault, and sex-related crimes. The balance was for such other offenses as traffic violations, including driving under the influence; fraud – including forgery and counterfeiting; weapons violations; and obstruction of justice. Eighty percent of all arrests occurred in three states – California, Texas and Arizona. Specifically, about 58 percent of all arrests occurred in California, 14 percent in Texas, and 8 percent in Arizona.”



The GAO reported that the number of convicted criminal aliens incarcerated in federal prison on December 27, 2003 was 46,063 and the number incarcerated in state prisons and local jails was 262,105.

According to the Colorado Alliance for Immigration Reform, “Today, criminal aliens account for about 30 percent of the inmates in federal prisons and 15-25 percent in many local jails. Incarceration costs to the taxpayers were estimated by the Justice Department in 2002 to be $891 million for federal prison inmates and $624 million for inmates in state prisons [annually].” Every year, about 600,000 of those incarcerated, not limited to illegal aliens, are released and within three years, two-thirds become recidivists and are back in prison.

My proposal would make many of these people the problems of their countries of origin. Those countries would be given the authority to put whomever was turned over to them back in prison or fine them or place them on probation or otherwise free them. Since many of these people are drug offenders, and Mexico and several other Latin American countries have changed their laws and decriminalized the personal use and possession of hard drugs like cocaine and heroin, many of those turned over to them who received harsh Rockefeller drug laws sentences of four to 16 years may qualify in Mexico and elsewhere for instant release. Why should we care? In the Netherlands, they legally sell marijuana in coffee shops. Each country today makes its own rules, irrespective of international treaties governing the issue. Our approach to controlling drug use is certainly not a phenomenal success that would allow us to lecture the rest of the world on how to control substance abuse.

Of course, a determination would have to be made on not releasing those who were convicted of acts of terror against the United States, who remain a danger to us. Even there we have released to friendly countries those we considered terrorists and seen them released in their own country, rather than serving out their prison terms in their country of origin. Of course, there would need to be special U.S. courts provided where applications could be heard from those believing that they should not be expelled because of special circumstances and mitigating factors such as family, particularly American-born children and American spouses in the U.S. There should be provision for hearings and right of appeal to a federal circuit court. I suggest the rules of evidence be softened so as to allow hearsay evidence to make it easier for the individual being expelled to their own country to make their case for the application of compassion or simply to correct facts.

If it is possible to do this by administrative action and as quickly as possible, I would hope President Obama would take that course. If it is not solely within his power, then the President should ask the Congress to provide him with the powers needed.

The State of California has been ordered by a federal circuit court to reduce its prison population by 40,000 inmates within two years. If it does not, California may face the situation when it will be forbidden by federal court order from imprisoning any new persons until it has reduced its prison population by that number. We know that California has just seen a prison riot which injured hundreds of inmates – mostly by the acts of other inmates – and attributed by many commentators to overcrowding and racism exhibited by the inmates towards one another. If the Congress cannot by law place the state prison systems into this program, then allow states the option of participating.

Perhaps there are states who will not want to participate and would prefer keeping the illegal aliens in their state prisons and jails, ultimately to be freed and allowed to return to society, but I doubt it. I don’t expect to see those who believe in the concept of open borders join me in supporting this proposal. Those who believe that illegal aliens are simply migrants with the right to come and go across borders as they choose and those who are opposed to our building a security fence on our borders to help control those borders and those who believe the Secretary of Homeland Security, Janet Napolitano is currently too harsh in arresting illegal aliens in their workplaces, will oppose those proposals as well.

Nevertheless, I believe the proposal is reasonable and practical. Why didn’t people think of it a long time ago? They probably did and the country wasn’t ready for it. Today, we are.

Federal legislation would end the in-state tuition subsidy for illegal aliens! </TD></TR><TR><TD height=5 colSpan=2></TD></TR></TBODY></TABLE>Representatives Brian Bilbray (R-CA) and Todd Tiahrt (R-KA) have introduced the Fairness for American Students Act, HR 4548, to end the discrimination against American students imposed by some states.


Under a loophole in the 1996 Immigration Act, California and nine other states have extended in-state tuition benefits to illegal aliens who reside in the states, providing them with a subsidized education unavailable to out-of-state American students.

This bill would remedy the situation, requiring such states to provide the same tuition break to all American students. It would also provide standing for students to sue to enforce the law. By making it more expensive for these states, the law could lead them to end their subsidy of illegal immigration.



A California state appellate court has upheld a challenge to the California law that gives in-state tuition to illegal aliens, and the California Supreme Court has heard, but not ruled on, that challenge.

Illegal Immigration will be one of the top issues fueling a historic political backlash in the 2010 elections and Americans for Legal Immigration PAC (ALIPAC) is launching their endorsement campaigns early this cycle with an unprecedented 65 candidates from 17 states in the first wave.

This initial group of endorsed candidates represent incumbents in Congress that ALIPAC has supported in 2006 or 2008 and challengers the organization supported in 2008 that lost by narrow margins. Candidates are selected and endorsed, if ALIPAC's research indicates they are aligned with the popular views of voters on immigration issues as measured by scientific and certified polls archived at alipac. us, which indicate a super majority of Americans support immigration and border enforcement instead of comprehensive path to citizenship amnesty.

"The 2010 elections must become a true populist revolution that restores the self governance of the American public and puts We The People back in charge of our own nation," said William Gheen President of ALIPAC. "A candidate's stances on the issue of illegal immigration are the true litmus test voters can use to determine who represents the people and who is a traitor that represents the special interests which have hijacked Washington, DC and are driving America down a road of destruction."

ALIPAC has launched candidate endorsement and support efforts earlier in the election year than ever before for three reasons. One, the 2010 elections are expected to help defeat the Comprehensive Immigration Reform AMNESTY legislation H.R. 4321 supported by President Obama, Congressman Luis Gutierrez (D-IL) and 90 Democrats in the House. Two, Republican and Democratic leadership out of DC are working overtime to try and field candidates who support the same Globalist agenda to trap voters and deprive them from a true choice on immigration issues. Three, ALIPAC intends to contribute more funds, send in more volunteers, and promote endorsements online, more than ever before.

"Americans are going to get one last chance to get things right at the ballot box in 2010" said William Gheen. "Many of us have fought hard to stop these nation destroying Amnesty bills to give voters one more chance to get it right. For 30 years, the U.S. Chamber of Commerce and other national lobbying organizations have made a lot of Americans hate business because they have been the primary reason annual immigration numbers have quadrupled and illegal immigration has grown out of control.

How nice to find out that most business executives are far more patriotic, commuity minded and concerned about the effect of immigration on regular working Americans.

SMALL BUSINESS OWNERS AGREE WITH US EVEN MORE

Their answer to the choice was:
  • 67% said to increase enforcement at the workplace and elsewhere to cause the illegal aliens to go home over time.
    [*]22% agreed with business lobbyists that the best solution is to legalize the illegal workers and put them on a path to citizenship.
The one national business group that has stood with Americans and represented its own constituents has been the NFIB (National Association of Independent Business).

Unlike most other business lobbying groups, the NFIB will only lobby if an overwhelming majority of its members agree. For years, it has polled its members on immigration and found pretty much what Zogy just found.

Because of that, NFIB has never lobbied for amnesty or more foreign workers. And it has been an endorser of Rep. Heath Shuler's (D-N.C.) SAVE Act to force all businesses to use E-Verify to keep illegal aliens from getting jobs.

The Zogby poll, though, shows that all Chambers of Commerce (local, state and national) should be working with us to pass SAVE and to reduce overall immigration -- if they are representing the majority of their members.

UNION HOUSEHOLDS THINK LIKE BUSINESS EXECUTIVES ON IMMIGRATION -- THEY WANT LESS OF IT

Starting a decade ago, national union leaders stopped protecting American workers from the wage depression and job loss of high immigration and began lobbying for amnesties alongside the Chamber of Commerce.

But we have always known that American union households have not agreed with the switch.

Zogby found that likely voters in union households gave this response to the choice about what to do with 12 million illegal aliens:
  • 58% said to increase enforcement at the workplace and elsewhere to cause the illegal aliens to go home over time (compared to 59% for business executives).
    [*]28% agreed with business lobbyists that the best solution is to legalize the illegal workers and put them on a path to citizenship (compared to 30% for business executives).
By the way, the poll of ALL likely voters in America found them favoring enforcement over amnesty by 61% to 26%.

Friends, the business and union lobbyists have incredible influence as they walk the halls of your state Capitol and of the U.S. Capitol here in Washington.

An effort in the state’s House would apply the same rule for all other drivers who want to be licensed in the state.
At least nine states now limit licensing tests to English only. The Show-Me State is one of at least eight states to have taken on the task of looking to ensure that aspiring drivers have a firm grasp of the English language before they obtain their licenses.
The Missouri bill would require both portions of the driver’s examinations – written test and skill test – to be administered only in English.
Applicants’ ability to understand traffic signs and signals written in English also would be required. They would be prohibited from using translators while taking the tests.
Supporters say they are concerned that people are allowed to drive on Missouri roads without a command of the English language.
Opponents say there are no studies that suggest English proficiency makes better drivers.
Advocates for the English standard say it’s a matter of safety.
The bill – HB1231 – is awaiting consideration in the House International Trade and Immigration Committee.
Georgia
A bill would make English the only language for a driver’s license exam. Georgia’s license exam consists of two written knowledge exams, a road rules test and a road sign test, and a driving test. The road rules test is available in 11 foreign languages.
The Georgia Senate and House approved the bill a year ago, but they weren’t able to agree on wording in the legislation before the session wrapped up. Lawmakers can continue their discussion on SB67 during the 2010 session.
Idaho
The state driver’s license exam is offered in eight languages. A Senate bill would restrict all written tests to English.
S1303 also would prohibit the use of translators to help with tests. The bill is in the Senate State Affairs Committee.
Minnesota
The pursuit of English-only license testing is also underway in the Minnesota statehouse. HF585/SF577 would require prospective drivers to complete the written exams in English, without the assistance of interpreters.
The bills are in committee.
New York
A bill in the Assembly Transportation Committee would require that all examinations for licenses be conducted in English. A5349 would prohibit interpreters from providing assistance.
South Carolina
Multiple efforts would require all state agencies and local governments to “offer all services, publications, printed, audio, and video materials, and test in an English-only format” unless directed otherwise by federal law or regulation. The requirement would apply to people applying for commercial driver’s licenses.
Senate Pro Tem Glenn McConnell, R-Charleston, is calling for changes in South Carolina because the Department of Motor Vehicles offers driving tests in German, French and Spanish despite the fact that regulations on CDLs require applicants to be able to understand and to speak the English language.
McConnell’s bill – S3 – and a similar House bill – H3771 – are in committee.
South Dakota
Driver’s license tests are offered solely in English, but interpreters are permitted to assist test takers. The Senate Transportation Committee has advanced a bill that would forbid the use of interpreters. SB72 specifies that a person applying for a driver license prove “the ability to read and understand simple English” as used on traffic signs.
The bill is awaiting consideration on the Senate floor.
Tennessee
Legislation in the House and Senate would require English-only driver’s licensing. HB2940/SB2660 would mandate that all written driver’s exams to be offered solely in English. The bills are in committee.
Tennessee now permits exams to be conducted in English, Japanese, Korean and Spanish.

ALIPAC has a lot of criticism from other anti-immigration organizations, especially its leader William Gheen. The allegation is that it is primarily a fund raising organization and that most of these funds go to Gheen himself.

The most reputable organization I know of is American Border Patrol:

This possibly sounds like a war between 2 organizations...I appreciate your commennt..I do not donate money to them but I have mentioned them in this thread & I get their newsletters...I post mostly free fax sites like www.numbersusa.com calls to action & other info sites & let the thread readers decide if they'ed like to donate or not...Thanks for the post again... The State of California will spend $1 billion in 2010 to jail illegal aliens, and there's little the state can do since the federal government is responsible for securing the nation's borders. The state will receive $90 million in reimbursement from the State Criminal Alien Assistance Program, but Pres. Obama is cutting the program's budget.
"The federal government reimburses us literally pennies on the dollar what it costs us," Los Angeles County Sheriff's Lt. Mark McCorkle said in an article in the Los Angeles Times.
California houses approximately 19,000 illegal aliens in its state prisons. Facing a major budget crisis, state officials are asking the House Appropriations Committee for more funding.
"Because SCAAP reimburses previously incurred undocumented criminal alien incarceration costs, every dollar of incarceration costs not reimbursed by SCAAP adds a dollar to state and local budget shortfalls that must be offset by reductions in other essential services," L.A. County Sheriff Lee Baca wrote to the Committee.

We have half-assed token border enforcement with an insufficient number of Border Patrol Agents, a partially completed fence, and a "virtual fence" that cost billions but doesn't work yet and is under review.

So do you want these half-assed measures to be brought up to effective levels, or do you want them to be abandoned completely so that anyone in Mexico who wants can just walk across our southern border?

If the latter, then you are a traitor. Please tell me you aren't Hispanic.
