The opposite actually: this is a common violation, so much so that the refs aren't even mindful to be checking balls, that many qbs have said goes on throughout all levels of football and there is really no way of proving premeditation on Bill's part and not even Tom's.

I'm pretty sure now the NFL orchestrated this to increase ratings. Why else does Brady and The Pats drag this on when he could have squashed it easily and the fine is clearly $25,000 (and possible loss of draft pick) why does the NFL not just fine, penalize and move on?
