I'll take this point by point as I'm talking to a guy who thinks he knows everything about the Federal Government. Keep in mind, I've worked in the Federal Government for 20 years while you're a hairdresser that believes Sandy Hook was a hoax.

1) McCain believed in comprehensive immigration reform. He pushed for comprehensive reform in 2006, 2007 and 2013 but couldn't get anything passed. In 2013 specifically, he helped draft a bill that balanced a massive investment in border security with a path to citizenship which would also update an outdated visa program for foreign workers. He said once "anyone can become an American if they embrace our values." He believed in smart enforcement and flexible legal immigration.
So, he didn't want a wall. Ok, I don't care if there's a wall or not as long as we keep out illegal immigrants. But, you can't say the guy didn't work tirelessly to pass immigration reform. It was something he pushed year after year as I alluded to above.

2) Again, let me repeat, he can be an advocate for better VA medical care in his state for his constitutes. He can make phone calls and visit federal VA offices in D.C. but he has zero control over improving their VA healthcare.
So, you say he turned down better care for Veterans whatever that means.
You know what's really funny? In May of this year a new VA Healthcare bill was sent to the President's desk that was actually named after John McCain. That bill expanded VA options to seek healthcare outside of the VA Medical system. The bill also provided $5.2B to the VA choice program which ensured veterans did not see disruptions in their care. This bill was championed and pushed by Sen. John McCain.
He also proposed a 125 page bill in 2017 called the Veterans Community Care and Access Act of 2017 with a goal of modernizing the VA healthcare system which allowed a provision to allow doctors to treat VA patients no matter what their geographic location is.

Federal law mandates that military pay raises be equal to the change in the Labor Department's annual employment cost index, for private sector wages. The POTUS can specify an alternative pay adjustment that supersedes the automatic adjustment and congress can pass legislation that would override the automatic adjustment and/or any presidential adjustment if it were enacted.
A sitting state senator can't waive his/her magic wand and raise the wages of Title 10 Active Duty Military members.
