They are tougher by a mile. Most NFL guys would run for cover if the gloves came off.
No NHL player could ever do anything when the skates come off. At least some ex-NFL players have won matches in UFC; Herchel Walker went 2-0 for strikeforce at age 49. Has never been a single NHL player who could ever come close to that.

Just because an act is "part of the game" doesn't make it legal to do without some kind of penalty. Clipping is part of the game in football too. It happens all the time in almost every game at least once. But that doesn't mean it's legal to do. You get penalized if you do it. Cross checking, tripping, slashing are all part of the game in hockey but that doesn't mean it's legal to do. If something is legal to do it means you can do it without some type of penalty. I agree that fighting is part of the game in hockey but that doesn't make it legal to do without being penalized. Keep in mind we are not talking "law legal" here, we are talking about legal pertaining to rules of hockey.Fighting in hockey is strategy, and NOT illegal... its part of the game. If the NHL made fighting illegal (Like the NFL did) then the NHL would go down slowly, but surely, cause most people enjoy that PART of the game.
Watch the movie GOON (decent hockey movie about an ENFORCER), to get a semi-decent look into how fighting is part of the game.
And it isnt illegal, its like paying a tax to get some momentum going, and hopefully get an edge vs your opponent.
