It's difficult to quantify the degree of openness when comparing data. However in Ontario, given that the Ford government (provincial government equivalent to your states) ushered in stage 3 re-opening at the same time (July 14, 2020 and July 16, 2021 links provided in other post) an accurate comparison can be made. Our population is nearly 15 million. Our fully vaccination rate is 76% last time I checked, yet when you look at the number of deaths from Aug-Sept of 2020 and the number of deaths from Aug-Sept 2021 there's nearly double the deaths these past two months as opposed to last year!
I can't post the chart, but here's the link from Ontario public health, page 7. It clearly shows that there's much more deaths this past August and September than August and September of 2020, with the exact same lockdown/openness in place! Currently we're at 76% double vaxxed.
