Welfare reform was passed in the summer of 1996, when Newt put it on Clinton's desk for a third time. It may actually have had some impact, probably did. This was not a policy endorsed by the Democratic Party. Clinton vetoed the bill twice and Newt spilled political blood fighting those fights.

I don't believe increasing federal minimum wage laws, many states have higher standards anyways, increases wealth much. Those are kids wages, or families living below the poverty lines.
