Afghanistan worked out not too bad, but the locals are still in charge, and the opium trade continues relatively unmolested.
Theres plenty of radical dudes there too.
With Iraq, attempts are being made to impose a totally different system, instead of using the locals to police themselves.
Aid could be focussed on the more successful self-governing areas, plus it would make exporting oil much easier if they were in charge of it.
