Using you logic, what the greatest football rusher (let's use Jim Brown for example) is greater than what say what Wayne Gretzky did in hockey because the level of competiton is greater in the NFL than the NHL.

It's all good Levi, the point I was just trying to make is, Phelps is to swimming what Bolt is to running.
What both did to each of their sports was not only mind boggling, but historical.
