I don't know if it has been mentioned here, but no golfer should have to incur a penalty stroke if he grounds his putter and the ball moves. This is a rule that hurts a golfer even though it was no fault of his own. They are basically penalizing someone because of mother nature or the conditions of the greens. Not the fault of the golfer. If the ball should move back and the putter stop the ball from rolling, the player should be able to play it as it lies. If the winds are that bad or the greens that fast on the stempmeter, this is the fault of the PGA not the golfer, and play should be stopped. Instead, the blame gets passed down to the player. Not a good rule.
