How do you just chalk terrible results like that up to a means to an end though?
More blacks are getting pulled over than whites as a % of population and they are possessing less contrabrand. So these are unsuccessful stops, they're not working and they're fueling extreme biases in the justice system (since some blacks will have contraband and have to then deal with that whereas whites get away with it) Big reason you are like 3-4x more likely to get arrested for weed if you are black than white.
STL is its own animal but the results do show this happens in other areas of the state as well.

So blacks who aren't committing crimes and just living their life need to get pulled over at disproportionately higher rates than whites?

Tim Scott the senator from SC needs to get pulled over 6 times? I'm not an expert on criminal justice and crime fighting techniques, but this seems extremely inefficient and sub-optimal to me. Basically closing your eyes hoping to get lucky.
I think it's unintended consequences of some bad policies, more than a culture of hating black people in our police departments. But either way I agree it's a legitimate problem.

1st time pulled over he had a headlight out
6 others times he was speeding 'some of the times'..some means at least 2 right?
However he then says 'the vast majority' of the time it was for driving a new car in a bad neighborhood.
Now when a guy says in his own words that < or = 4/7 is 'the vast majority' i dont believe a fucking word he sats. At best hes a hyperbolic lying politician...
Maybe he did have the illegal tint, who knows. He is 1 person but the study shows it happened regularly where blacks were getting pulled over more than whites and the results were terrible. Any organization that has that bad of results and inefficiencies would be wise to conduct an internal review of why it is happening and fix the matter.
Obviously I think many of these blacks are extremely misguided but that doesn't mean there aren't some legitimate gripes to be had and issues to be looked at. Even if most may struggle to articulate why.
