HERE'S THE SCOOP
FROM OUR CAPITOL HILL TEAM

  • THE BILL: Rep. Grijalva (D-Ariz.) has a bill that is supposed to come up for a vote on Wednesday: H.R. 324 - the Santa Cruz Valley National Heritage Area Act.

    This would cover a gigantic area of Arizona, including much of the illegal entry area that reporter Leo Banks chronicled in his article "Following the Amnesty Trail".
  • THE AMENDMENT WE NEED: Rep. Rob Bishop (R-Utah) is trying to offer an amendment to preserve border enforcment in the huge new park area.

    The amendment simply says that nothing in the bill shall prevent the Border Patrol from performing their duties to secure the border in this newly designated area.
  • THE DANGER: The Border Patrol is increasingly being limited in its enforcement on various park lands. Promoters of illegal immigration inside the federal government seem to be on a trend of turning parks into sanctuaries for illegal alien traffic.

    The fear is that the H.R. 324 designation will be used to prevent the Border Patrol from setting up communication towers, cameras, sensors and so on, on the massive land included under the bill.

    The land included under the bill covers some of the primary smuggling corridors in Arizona.

    It also covers Highway 19, where the Border Patrol has a temporary checkpoint that is scheduled to become a permanent checkpoint--at which the BP seizes huge amounts of drugs and apprehends large numbers of illegal aliens each year--within the next year. It is entirely possible that the designation could be used to reverse that decision, especially since Rep. Grijalva is a vocal opponent of checkpoints (or any other activities that deter illegal immigration).

    In addition, the private group that is designated to help administer the designation is led by a person who has been very active in opposing the building of the fence.

    For the most part, Rep. Grijalva has opposed efforts to stop illegal traffic across the southern border and is a huge supporter of amnesties and other rewards for illegal immigration. His Immigration-Reduction Grade is F-minus!
  • GRIJALVA'S OPPOSITION TO THE AMENDMENT: Rep. Grijalva opposed Bishop's amendment at the committee level on the grounds that "the designation doesn't carry any restrictions that would affect the Border Patrol, so the amendment is unnecessary."

    We have to assume that his assurances can't be trusted, given Grijalva's track record. And even if he is telling the truth, why would it hurt to confirm in the bill that no border control activity will be restricted?
  • ANOTHER VERIFICATION ISSUE: Remember our motto?

    TRUST IS EARNED THROUGH VERIFICATION

    The only way we can trust that Grijalva's bill will allow all border security activity is for there to be language guaranteeing it in the bill.

    The way we verify that Grijalva is telling the truth is to insist on the Bishop amendment.
  • YOUR MESSAGE: If you are from the same state as the Rules Committee Members listed below, please call them and insist that they allow a vote on the amendment.

    There is some possibility that the amendment will also be offered by Rep. Roskam (R-Ill.)

    So, just ask for a vote on the "Bishop/Roskam amendments to ensure that the H.R. 324 Santa Cruz Valley bill does NOT restrict the full operations of the Border Patrol and immigration enforcement."

    Another even quicker statement might be: "Make sure there is an amendment to H.R. 324 that guarantees full border security operations on the Arizona border."

  • THWARTING THE CONTINUING DRIVE FOR AN AMNESTY: See my blog today on the Home page about why we are thanking Pres. Obama for backing down on health plan coverage for illegal aliens even as we continue to prepare for his amnesty push.

    The pro-amnesty forces know that a blanket amnesty is going to be very, very difficult to pass.

    So, they are trying to provide the amnesty in a hundred pieces. First, the idea was to include the illegal aliens under the federal health plan. We/you rose up in rage and apparently have blocked it.

    Now, it appears that Grijalva's bill would provide a kind of amnesty by severely weakening enforcement along Arizona's border.

    We must rise up today and stop it.

    We must cause every leader in Washington to understand that unless their bills guarantee no benefit to illegal immigration, the public will rise up against them.

    It is most important that we try to focus our energies in one place to have the impact we need. Today and tomorrow, it is the Bishop/Roskam amendments that will verify in this bill that no border enforcement efforts in Arizona will be curtailed.

Your phone calls yesterday have moved our border security concerns to the top of the agenda today.

After showing no particular awareness at all in the border-crisis issue entailed in H.R. 324 (the Santa Cruz Valley National Heritage Area Act), the U.S. House Republican leadership has taken it as its major effort today. Ensuring immigration enforcement was a key topic of the meeting of all Republican Congressmen this morning. And the Democratic leadership is scrambling to avoid this bill becoming the next national immigration controversy.

I'll explain more in a minute.

I'm calling about H.R. 324, the Santa Cruz Valley bill.

I am asking that Rep. xmxmxmx vote FOR the Motion to Recommit the bill to add language that will guarantee that this bill will not weaken border security enforcement.

My understanding is that the language currently proposed for the bill is not strong enough and is filled with loopholes. Take the time to be sure.

The vote on this Motion to Recommit will measure which Members of Congress are truly dedicated to border security.


No. 1: If you have a Democratic Representative, phone him/her with the message listed below.

No. 2: If you have a Republican Representative, we are being told that the Republicans will vote nearly unanimously for the Motion to Recommit for better border security.

WE HAVE NO PROBLEM WITH THE SANTA CRUZ VALLEY DESIGNATION ITSELF. But the sponsor's refusal to guarantee border security enforcement has thrown it into controversy.

  • GRIJALVA RESPONDS:
    After your phone calls lit up the switchboards throughout Congress yesterday, the supporters of H.R. 324 realized that what they had hoped would be a routine vote was becoming a litmus test on border security.

    The sponsors rushed to write new border security language that they could support on the floor and defuse the explosion that NumbersUSA members were threatening to set off during floor debate today.

    But our Hill Team tells me that the new language is not clear and appears to be full of loopholes. It is not the straight assurance that Rep. Bishop had proposed in his amendment in committee that was voted down.

    Rep. Bishop has decided -- and the Republican leadership has thrown its full weight behind his decision -- that the only way to protect full border security enforcement in much of Arizona is to vote for a MOTION TO RECOMMIT H.R. 324 so the right language can be added.

    • THE BILL: Rep. Grijalva (D-Ariz.) bill is H.R. 324 - the Santa Cruz Valley National Heritage Area Act.

      THE MOTION TO RECOMMIT would instruct that language be added not only to protect all current border security activity but would make the essential Highway 19 checkpoint permanent.

      It was a Republican who kept these checkpoints from becoming permanent. Former Rep. Kolbe (R-Ariz.) constantly thwarted checkpoint efforts in Arizona. The Motion to Recommit apparently would finally erase his legislative mischief.

      TRUST IS EARNED THROUGH VERIFICATION

      The only way we can trust that Grijalva's bill will allow all border security activity is for there to be language CLEARLY guaranteeing it in the bill.

And everybody on all sides in the U.S. House was surprised. You caused what may have been a watershed vote today. Thanks to every one of you who made phone calls as we requested the last two days.

You handed the open-borders leadership of the U.S. House of Representatives a huge defeat today. And what a margin!

259-167!

H.R. 324 (the Santa Cruz Valley National Heritage Area Act) late this afternoon was amended to ensure that nothing about the designation would affect the ability of the Border Patrol to carry out its enforcement duties. Without that language, there was a huge loophole that very well might have been used to block efforts to stop the movement of illegal aliens across that huge Arizona area.

Republicans voted unanimously 174-0 in favor of the pro-enforcement change. Even the usually-open-borders Republicans felt compelled to vote for it.

But Republicans can't make anything happen on their own. And they almost never persuade the necessary 40-45 Democrats it takes to win on anything the last three years.

But the Republican leadership won today because it rallied behind an immigration-enforcement measure that the public would overwhelmingly support.

This change of language won because your barrage of phone calls yesterday and today caused 85 Democrats to know that their constituents really care about border security, that they are paying attention to even obscure legislative happenings and that they very well might punish them if they continue to vote with the open-borders leanings of their Party leadership.

85 Democrats voted with us.

BREAKING OPEN-BORDERS ARROGANCE

One reason this vote was so important is that it may have sent a message to Speaker Pelosi and all her team that they cannot afford to continue to be on the wrong side of the immigration issue on any bill they care about.

Pelosi's response to concerns about illegal aliens and the federal health plan was to demand that those concerns NOT be addressed. The result -- thanks to incredible work of NumbersUSA activists and others throughout August -- was that those concerns became a huge public negative on the health bill. Even Pres. Obama had to dissassociate himself from Pelosi's position.

THE INSIDE STORY OF YOUR VICTORY

It is always good to savor a victory. The NumbersUSA culture for 13 years has been to roll around in the victory, and then start fighting the next battle the next day.

In committee, Rep. Bishop (R-Utah) expressed a concern about the H.R. 324 Arizona bill undercutting border security efforts, the leadership suspended the rules and refused to even allow a vote on a Bishop amendment.

Tuesday morning, we learned from Rep. Bishop that he was going to take on an uphill battle to persuade the House Rules Committee to allow his amendment to come up for a vote on the House floor Wednesday. There once was a time under both Parties that Members of the House were given lots of opportunity to amend and perfect a bill on the floor. Now, very few amendments are ever allowed unless the House leadership favors them.

We mobilized our members across the nation Tuesday mid-day, and within an hour had phones ringing throughout the House, asking that the Bishop pro-enforcement amendment be allowed a vote.

By Tuesday evening after hours of phoning that raised this issue to top visibility on the Hill, Rep. Grijalva (D-Ariz.) was ready to tell the Rules Committee that he would offer to change his bill to have language to meet the concerns of Bishop and the phone callers. We appreciated his new-found sensitivity.

By Wednesday morning, Rep. Bishop saw that the new Grijalva language was too loose but that the addition would preclude the Rules Committee from letting the Bishop amendment come to a vote. With the high visibility that your phone calls were giving this issue, Rep. Bishop was able to get the attention of Republican leadership which agreed to mobilize all the Republicans behind the one tool still available to the minority -- the Motion to Recommit.

At mid-Wednesday -- once we knew we had the Republican votes because of leadership support -- we mobilized NumbersUSA's members to phone Democratic Members to try to persuade 40 to vote for the Motion to Recommit (which generally is seen as a slam against the majority Party's leadership).

Frankly, when the voting started late Wednesday afternoon, we assumed we would lose by 10-25 votes. Early voting suggested we were right.

I think Bishop and the Republican leadership primarily hoped to make a statement, not to actually win.

But with only about 20 votes (mainly Democratic) still out, we had a basically tied vote at around 205-205. At that point, 37 Democrats were voting YES. Our experience is that Speaker Pelosi allows as many politically vulnerable Democrats as possible to vote with us but pressures others to either vote the other way or hold their votes until the end and then vote based on what will eek out a one-vote victory for the Speaker. So, we prepared ourselves for the Democratic vote staying just below the 40 it looked like we would need.

Suddenly just before the end of the voting, we saw that two or three Democrats who had voted NO were switching their votes to YES.

Then, all but three of the rest of the Republicans arrived and cast YES votes.

The Democratic tally went up to 40.

And then the dam burst, with the rest of the Democrats finally casting their votes, with most of them voting YES! Several more Democrats who had voted NO earlier now saw that the amendment was going to pass anyway and switched to YES because they knew their constituents would prefer a YES.

In those final frenzied minutes of voting, the tally went from around 205-205 to 259-167. A total of 38 Democrats changed from NO to YES. The number of Democrats voting for pro-border-enforcement went from 37 to 85. (I know what you are asking and the answer is that I don't know a way to find which 38 of the 85 YES-Democrats changed their votes after first voting NO.)

After our victory in approval of the Motion to Recommit, Rep. Grijalva accepted the language to guarantee no prohibitions on border enforcement and to make permanent a key highway checkpoint. After a series of quick parliamentary procedures, the bill came up for a vote and passed quickly, with the strong language intact. He could have avoided the whole controversy by allowing a vote on Rep. Bishop's amendment in committee. Rep. Grijalva claimed that the amendment was not needed and did not change anything about the bill. Perhaps sponsors of bills in the future will decide that it is just easier to accept our side's language that essentially verifies that what is promised on enforcement actualy happens.

Unfortunately, the Republican leadership at the last minute messed up the original deal which had the Motion to Recommit being only about immigration. It added a small amount of language about another issue and ruined our ability to score the vote as a clear immigration vote on our Grade Cards. That is why you won't see the vote showing up in the individual records or the Members.

WHAT DID WE LEARN AND ACCOMPLISH?

First, we escaped a potential disaster in which much of southern Arizona would be largely off-limits to intense Border Patrol activity -- while becoming more and more ON-limits to drug trafficers and human smugglers.

Second, we sent a clear message to the Pelosi regime that it can't count on its Democratic Members to deliver majorities to the open-borders agenda.

I don't believe for a minute that Pelosi isn't able to continue to arm-twist, threaten and make promises to keep a lot of those 85 Democrats in line. But we learned today that 85 Democrats definitely want their constituents to see them on OUR side.

I also think most of the first 37 Democrats who voted YES not only need to be seen with us for political reasons but are philosophically with us. They WANT to be with us or they NEED to be with us so badly that they aren't going to be taking any dives for Speaker Pelosi.

For those entities trying to force Speaker Pelosi and Senate Majority Leader Reid to bring comprehensive amnesty up for a vote, their job got a lot harder today. How does Pelosi get a majority for an amnesty when 85 Democrats wouldn't hold with her on an obscure issue that was getting ZERO media attention today?

Finally, we learned a lot about all of you in the NumbersUSA membership. This was a situation in which NONE of our allied organizations got involved in this brief 30-hour battle. NO talk radio show joined in the mobilization. NONE of the Members of Congress took to the airwaves to promote this Motion to Recommit.

THE ONLY ENTITY MOBILIZING AND PUBLICLY PROMOTING PASSAGE OF THE MOTION TO RECOMMIT TODAY was NumbersUSA's army of committed volunteer citizen activists.

That was quite an admission by the President on yesterday's talk shows about having to create 150,000 jobs each month to keep up with the growing working population. Do you suppose we now have a chance of getting him to question why we are giving out 160,000 new green cards and new temporary work permits each month to working-age foreigners? In July, the U.S. Senate considered numerous amendments to the DHS Appropriations bill, H.R. 2892. Fortunately, four positive immigration-related amendments were passed! They are:

  • The Sessions amendment to permanently reauthorize E-Verify and mandate its use by all government contractors and subcontractors;
  • The DeMint amendment to force DHS to complete the 700 miles of border fencing which has already been approved and funded;
  • The Vitter amendment to force the Social Security Administration to continue their "No-Match" program (DHS Sec. Napolitano recently ended the program); and
  • The Grassley amendment to allow all businesses that use E-Verify to run all of their current employees through the E-Verify system
The DHS Appropriations bill was passed by the Senate and will now go to a Conference Committee comprised of Members of both the House and the Senate so that the differences between the House and Senate versions of the bill can be ironed out. Your Republican Senator is on the Conference Committee and needs to stand up for the E-Verify provisions of this bill!

Please send a fax to your Senator on the Conference Committee and urge him/her to protect and fight for the E-Verify provisions added to the DHS Appropriations bill. Remind him/her that Sen. Reid and Rep. Pelosi have killed similar E-Verify provisions in the past and will try to kill the ones in the DHS bill.

Also, please use this phone note call your Republican Senator and urge him/her to support the E-Verify provisions.

Believe it or not, all these denominations are moving forward on the basis of their claim that illegal immigration occurs because we don't allow enough permanent legal immigration to deal with U.S. labor shortages.

That's right LABOR SHORTAGES!

As you can see, the church leaders have been hoodwinked by the open-borders business groups into thinking that we have a labor shortage in the middle of this deep recession!

Seriously, the church leaders need your factual help. I hope you will choose parts of the statistics below and in my blog to emphasize in all your communications with local and national church leaders.

Following are excerpts from my blog today. I hope you will read the blog in its entirety so you are better equipped with the arguments against religious leaders siding with exploitative employers in favor of foreign labor importation.

DENOMINATIONAL LEADERS TALK OF LABOR SHORTAGES AMIDST 'U-6' UNEMPLOYMENT RATE OF 17%

Now -- except for the Southern Baptist Convention -- all the country's substantial Mainline Protestant, Catholic and Evangelical denominations are endorsing huge new increases in permanent work permits for foreign workers. (Read my blog on the National Association of Evangelicals' latest dive into the pro-amnesty coalition.)

Accepted by progressives and conservatives alike as the best measure of suffering, the U-6 Unemployment Rate for everybody in the U.S. had risen to nearly 17% by mid-summer! It counts not only those actively looking for a job but discouraged workers who have recently given up looking as well as people involuntarily forced into part-time work.

CHURCH LEADERS PREFER FOREIGN WORKERS OVER YOUNG LESS-EDUCATED AMERICANS

The effect of church leaders' high-immigration advocacy is even worse for young adults trying to enter the labor market. These are the people most likely to be starting families. Hurting them means especially being just plain mean to young struggling families.

The U-6 Unemployment Rate for U.S.-born high school graduates who are between 18 and 29 is an incredible 30%.

Almost one of every three young adults with a high school degree who wants to work CAN"T FIND A FULL-TIME JOB! But the church bishops and presidents and executive directors want millions more permanent work permits for citizens of other countries -- including illegal aliens.

The inability to get a job, to hold a job or to earn a decent wage and benefits contributes heavily to low marriage rates, high rates of children without fathers in the home, to the joining of gangs and to other criminal and dependency pathologies during these formative years.

But our national church leaders ignore the mounting hardship of our young, non-college adults, lobbying for more foreign workers to compete in their occupations. The people in this high school graduate category who are hurt most by church leaders' lobbying are:

U.S.-born Hispanics (33%)
Black Americans (37%)

CHURCH LEADERS PREFER FOREIGN WORKERS OVER AMERICAN HIGH SCHOOL DROPOUTS

The people in this high school dropout category who are hurt most by church leaders' lobbying are:

CHURCH LEADERS PREFER FOREIGN WORKERS OVER AMERICAN TEENAGERS SEEKING A JOB

In communities with high immigration, adult foreign workers typically take most of the jobs in fast-food, lawn care and other service jobs where teenagers traditionally have first learned a work ethic.

The percentage of teenagers working at all has never been lower.

The U-6 Unemployment rate for U.S.-born teens (age 16-17) is 41%.

The people in this teen category who are hurt most by church leaders' lobbying are:

U.S.-born Hispanics (48%)
Immigrants already here (55%)
Black Americans (67%)

Do the church leaders know that the latest government data indicate that while the economy eliminates hundreds of thousands of jobs a month, the feds are issuing around 160,000 new permanent and temporary work permits each month?

NumbersUSA since last November has advocated cutting the 160,000 as close to zero as possible. THAT would create a little more opportunity for a just society as repeatedly advocated in the Bible.

Please protect the nation's religious leaders from acting out the folly that results from their ignorance of the issues at hand. Millions upon millions of Americans without a job or barely holding on to their job are at danger if the religious crusade for amnesty and more foreign labor importation continues.

This, in turn, determines the composition of the Electoral College that elects the President.

As presently planned, raw numbers of residents, citizen and foreigner alike, will be used to determine congressional districts. This is patently unfair since some districts with a large number of foreigners and a smaller number of citizens will receive the same representation as districts composed almost entirely of citizens.

An amendment offered by Senators David Vitter (R-LA) and Bob Bennett (R-UT) to the spending bill for the departments of Commerce and Justice (CJS) seeks to remedy the situation. It would add an additional Census question asking about citizenship. This would build a foundation for changing how Congressional seats are apportioned so that illegal aliens and other non-citizens could no longer affect the results of U.S. elections.

Doesnt matter where they come from or what color they are THEY are FLOODING our job market & our infrastructure & lowering our standard of living to the whopping tune of the equivalant of a City the size of Philadelphia (2 1/2 million) or to put it on our terms here at the RX 25 100,000 seat football stadiums) LEGALLY every 2 years & THEY MULTIPLY & this has been going on since I think the late 70s early 80s or so (not including the Illegals) .. THEY are the ones that have to be grateful & respectful.. NOT US! www.numbersusa.com/video is where the facts & figures are...
