10. Since there are 14 million unemployed Americans and 22 million underemployed Americans, will you reduce the importation of foreign workers, both permanent and temporary?

11. In California, the unemployment rate is 12 percent. Will you support requiring all employers in the United States to use the E-verify program to reduce the unemployment of legal workers?

12. Each year, the federal government brings in 1.5 million new foreign workers. Since we have massive unemployment here, shouldn’t that number be reduced?

13. Many businesses use the H-1B visas to hire foreign workers at lower wages. Do you support the efforts of Senators Grassley and Durbin to end abuses in the program so that jobs must first go to qualified American workers?

14. Because of high levels of legal and illegal immigration, the Census Bureaus projects that the U.S. population will grow to 440 million by 2050. Is this rapid growth sustainable, and, if not, what will you do to restrain it?

On Tuesday, Oct. 18, the GOP Presidential Hopefuls will debate the issues in Las Vegas, Nevada. CNN, who is broadcasting the debate, is offering you the chance to submit questions for the candidates to answer.

Nevada has the single highest unemployment rate in the nation at a startling 13.4%. This is a great chance to get the GOP Hopefuls on the record on E-Verify.

E-Verify could open up thousands of jobs for unemployed Nevadans and ensure that newly created jobs only go to legal workers.

What Presidential Candidates Should Be Saying About Illegal Immigration

5 EASY STEPS TO
'REVERSE ILLEGAL IMMIGRATION'Last night's Republican presidential debate in Las Vegas was the best yet for candidates pledging tougher action against illegal immigration. (See our web editor Chris Chmielenski's live blog and news summary at www.NumbersUSA.com.)

But all of the candidates remain somewhat tongue-tied when it comes to an overall, coherent plan that would resolve most of our country's illegal immigration problems.

The below plan is simple, reasonable and achievable. A candidate could win the hearts and admiration of a lot of voters by adopting the plan and learning to articulate it.

NOT NEARLY ENOUGH

-- 'REVERSING ILLEGAL IMMIGRATION'
IS GOAL

The federal government's goal with respect to illegal immigration should be to reduce the number of illegal immigrants in our country, over time and in an orderly and systematic way, until the number is as low as it feasibly can be.

Stopping illegal immigration isn't enough. Securing the borders isn't enough.

The country has to cause the millions of illegal aliens in the country to go back home -- so that the United States becomes a net exporter of illegal aliens each year, instead of a net importer of illegal aliens each year.


A responsible approach to illegal immigration would seek to make the number of illegal aliens who leave the country annually greater than the number who enter the country annually. Experts who study the issue believe that we could achieve a net outflow between one million and two million per year by implementing or enhancing a handful of measures that are already known to be effective, and in fact are largely premised on existing law. Namely:
  • turning off the jobs magnet by requiring workplace verification of legal status (i.e., requiring all employers to use the existing but not-yet-mandatory program known as E-Verify);



  • [*]turning off various other magnets such as in-state tuition, drivers licenses and birthright citizenship;



    [*]building an effective, physical fence on the Mexican border;



    [*]deploying a reliable check-in/check-out system for visitors to the United States (i.e., fixing the current program known as US VISIT); and



    [*]enforcing existing deportation laws to perhaps double the effect of current enforcement.
These five measures alone should reduce our illegal alien population by half in less than six years. Let us consider each measure in turn.

THE 5 STEPS

Turning off the jobs magnet.

By far the most important means of reversing illegal immigration is to stop illegal aliens from holding jobs. Without jobs, most illegal aliens will find it difficult to support themselves and will return home.

Candidates would do well to endorse House Judiciary Chairman Lamar Smith's Legal Workforce Act because it does more than require E-Verify for new hires and sets up systems for identifying and firing illegal aliens who have obtained jobs with stolen identities.

We need to hear candidates pledge as President to fully enforce every aspect of this legislation.

Turning off other magnets.

For the same reason the jobs magnet should be turned off, so too should all the other magnets. One example is in-state tuition for illegal aliens. There are others such as the current privilege of not paying for health care in hospitals. The biggest, however, is birthright citizenship: the granting of American citizenship to a child merely because he or she was born here, even if to illegal alien parents.

Building an effective, physical fence.

Effective, physical fencing along the Mexican border (i.e., a wall where that is appropriate, or a double-fence with a barrier road between the fences where that is appropriate) is a well-established and bi-partisan idea. Congress has already authorized the building of an effective, physical fence along about 700 miles of the 2000-mile southern border. Building that 700-mile stretch of fence is a good start. An even better policy would build 1,000 miles of effective fencing encompassing the entire 800-mile ground border between San Diego and El Paso, plus another 200 miles of the most needed river border in Texas. As a practical matter, most experts believe it is not necessary to fence the entire 2,000-mile southern border, but that theory can be tested over time. If 1,000 miles of fencing proves insufficient, we can build more.

And to be effective, fencing must have the appropriate level of Border Patrol and detection technology.

Deploying a check-in/check-out system.

30-40% of illegal aliens first enter the United States on legal visas and then overstay. Although Congress authorized a check-in and check-out system in 1996, no President has fully implemented it. The current US-VISIT system, for example, makes virtually no effort to have the 45 million foreign visitors each year check out. And Congress exempts most Canadians and Mexicans. The problems with US-VISIT can all be fixed without undue expense or genuine controversy.

Enforcing existing deportation laws to perhaps double the effects of current enforcement.

Deportations reduce our illegal alien population directly. They also discourage illegal entry into the United States in the first place, and they encourage illegal aliens already here to leave voluntarily. As of now, we deport less than 4% of the illegal alien population each year (despite 100% of that population being legally eligible for deportation). Under current policy, large numbers of people who are identified by law enforcement as probable illegal aliens are never placed into deportation proceedings. And large numbers of those who are subjected to proceedings and ordered deported abscond or are otherwise allowed by the federal government to avoid their deportation orders. A President could perhaps double the number of illegal aliens who leave the country as a result of existing detection without any change in law by Congress by increasing cooperation between local law enforcement and the feds, by reducing the opportunities for illegal aliens to abscond after deportaton orders and by requesting that Congress provide more funds for ICE agents, immigration judges and detention capacity.

When U.S. Rep. Barbara Jordan (D-Tex.) chaired President Clinton's commission on immigration, she aptly summarized the need for deportations to be part of improved immigration policy: "Credibility in immigration policy can be summed up in one sentence: those who should get in, get in; those who should be kept out, are kept out; and those who should not be here will be required to leave. ... (F)or the system to be credible, people actually have to be deported at the end of the process."

Matthew Denice of Milford, Massachusetts, was struck and killed while riding his motorcycle this summer. The suspect, Nicolas Guaman, is an illegal alien who officials say was driving drunk when his car plowed into Denice and dragged him for a quarter mile. Illegal Immigration Issues Can Defeat Barack Obama

While elite political and media influences do their best to make illegal immigration a non-issue, the truth that the issue is a top concern to voters and that voters are polarized 4 to 1 in favor of enforcement over Amnesty has pushed the issue to the foreground once again.

Battles against legislation in states like Arizona and Alabama have further awakened the public's conscience about the illegal immigrant invasion of America and the global power brokers who are facilitating the invasion via their control over the White House and top leaders in both the Democratic and Republican parties.

Despite the floundering US economy and Obama's eagerness to deploy US troops in more wars, his polling numbers have held steady until the news broke that his administration was creating Amnesty for illegal aliens by memo. Since word has spread of this unconstitutional and illegal move by Obama and his minions, Obama's approval numbers have declined steadily and finally dropped below 40!

This "Amnesty by Memo" scandal and the Fast and Furious Gunwalker scandal combined with Obama's lawsuits to try and stop states like Arizona, South Carolina, Georgia, and Alabama from enforcing existing immigration laws are finally getting through to the public. As more Americans learn about Obama's real positions in support of the illegal alien invasion of America and the media facade falters, Obama loses support.

People often ask me what is all this talk about Fast and Furious?

I simply reply, "Obama has been caught using taxpayer money and a host of federal agencies to supply thousands of assault rifles and grenades to the Mexican drug cartels. These same cartels have been murdering countless Americans and Mexicans while flooding our country with hard drugs and illegal aliens."

It sounds outlandish! It sounds like the plot of some conspiracy novel. Unfortunately, Fast and Furious is a reality and the implications that an American president is using taxpayer resources to arm an invading force are very dire.

The polling data continues to indicate that 80% or more of Americans stand with us on immigration enforcement in opposition to the media and government supported Dream and Comprehensive Amnesty plans.

We predicted that Rick Perry's numbers would plummet after he actively promoted in-state tuition for illegal aliens. When our prediction proved correct, the national media attention for our message evaporated.

The press likes to cover what we have to say when they believe our positions are incredulous compared to their globalist views. They really thought that Rick Perry's support for illegal immigrant "students" was going to fly, and that our concerns were merely the latest ramblings of the "hard right."

We continue to watch pundits and supposed journalists reporting for the major newspapers explain the "Perry Plunge" as they constantly make the false claim that Perry simply offended the "conservative base." This false claim infers that Perry only offended a small segment of GOP voters with his comments.

We need to start sending these propagandists the cross tabulations from the recent Rasmussen poll demonstrating that 81% of Americans oppose in-state tuition for illegal aliens!

I have not seen the breakdown of this particular poll yet, but my experience with these polls tells me that such a high reading would include a majority of Republican voters, Independent voters, and probably even Democratic voters opposing benefits for illegals. I also expect majority opposition in both especially among black and legal Hispanic voters.

Eighty-one percent opposition to in-state tuition for illegal aliens is hardly the conservative base! We need our activists hammering these propagandists with emails both to them and their editors each time this lie is spotted.

Four years ago, we predicted that neither John McCain nor Hillary Clinton would ever be president due to their positions in support of licenses and Comprehensive Amnesty for illegal aliens. We were correct even though a lot of people believed our prediction was incredulous at the time we made it.

Obama became president because he was able to avoid being fully identified as an illegal immigrant invasion supporter. Thanks to the massive amount of active and illegal corporate support Obama received from the high dollar press, these globalists believe they have the controlled demolition of America in the bag!

The only thing that can re-elect Barack Obama is for the GOP to allow another Republican "In Name Only" Amnesty supporting globalist sellout like John McCain to win the presidential primary.

This is the goal of the globalists: they want to use their elite finances to control who wins the primaries. This is in order to trap Americans into supporting an illegal immigrant Amnesty supported by Republicans and Democrats.

In this way, the American public can be led to believe that they voted, they had a choice, and they are in control, when in fact they were deprived of a voice. Those responsible for the illegal immigrant invasion of America and the deaths of tens of thousands of Americans killed by invaders have grossly distorted our political process to the point that average Americans can hardly compete or understand what is really happening.

For now, we need everyone familiarizing themselves with the latest developments on the Fast and Furious Gunwalker scandal, Obama's Amnesty by Memo scandal, and his lawsuits against the states.

Your increasing knowledge about these travesties needs to turn into action as you relay this information to others, call in to talk radio shows to discuss them, encourage talk radio hosts to address the issues, and contact state and federal lawmakers demanding action against these betrayals. Pinpoint and support any and all local, state and federal candidates who are sympathetic to the American Defenders who are fighting back as we are.

Getting the word out and getting Americans to focus is an uphill battle but our efforts continue to be at the center of these issues.

Each day, knowledge on these scandals increases, congressional action becomes more likely, and Obama's approval numbers fall.

If a Republican or third party candidate for president will emerge and assure the public that they will simply "enforce America's existing immigration and border laws as the US Constitution and oath of office requires," then illegal immigration issues will lead to the defeat of Barack Obama.

If another Republican such as illegal alien Amnesty supporter John McCain, Rick Perry, or McCain's best buddy, SC Senator Lindsay Graham, is presented as our only alternative, then Obama will be most likely elected to a second term.

We still have time to avert such a disaster, but it will take a lot of grass roots attention and effort to prevail in the illegal immigration issue. We must overcome the tens of thousands of illegal alien voters who are being organized in western states like California, Nevada, and Colorado, if we are to win.

Roadreeler i work in a town loaded with illegal immigrants, I see whats going on everyday.They are a tax burden on the citizens.5-6 welfare cards each,using multiple names fake ids,selling drus all day long.they dont get married to reap more benefits!Some houses have 3-4 pregnant on the system,more kids,more money!Why is it are politicians wont address the issue? Roadreeler i work in a town loaded with illegal immigrants, I see whats going on everyday.They are a tax burden on the citizens.5-6 welfare cards each,using multiple names fake ids,selling drus all day long.they dont get married to reap more benefits!Some houses have 3-4 pregnant on the system,more kids,more money!Why is it are politicians wont address the issue? Todays paper a small local cop of about 2000 caught another illegal speeding,no license,no insurance and 4 fake ids.He was arressted several times in differant states with different names.ICE said to let him go!! They never pay the fines.He has to kids here on welfare!! They are in school on taxpayers money!Last month he caught a car loaded with illegals.1 of them had 4 access cards with differant names on them. Can you belive this shit!!! Once again ice let them go!!No wonder we have white trash here! I dont want to work my 2 jobs any more,let the taxpayers pay for us too!

Rep. King (R-Iowa) needs your help all day today to help him tomorrow when he plans to use a Judiciary Committee markup session to draw attention to the insanity of our immigration policies that are importing more than a million foreign workers (LEGALLY) each year.

Even Reps who are with us on stopping ILLEGAL immigration tend to be surprised when the subject of CUTS IN LEGAL numbers comes up.

Frankly, we are not expecting to prevail this week, but this is one of those times when we need to leverage the opportunity into a teaching situation to show Members of the Committee just how much support there is for deep cuts in legal immigration. The harvest of these efforts will be down the line.

For each phone call, just follow these steps:
  • Call the phone number which goes to the Capitol Switchboard.
  • Ask for the Representative
  • When the staffer answers the phone, say that you are calling to ask support for the Steve King amendments to H.R. 3012 which will come up in the Judiciary Committee Thursday.
  • Then briefly note that King's amendments would reduce tens of thousands of greencards each year to foreign workers who compete with unemployed Americans for payroll jobs in construction, manufacturing, hospitality and other service industries.
Feel free to say something about the insanity of bringing in hundreds of thousands of foreign workers each year while 22 million Americans can't find a full-time job.

All the names below are Members of the Judiciary Committee which has primary power over immigration issues. Most of them still haven't wrapped their minds around the fact that there is a major movement to cut LEGAL immigration.

MORE BACKGROUND

On Thursday, the House Judiciary Committee will hold a hearing on Rep. Jason Chaffetz's legislation to eliminate country-specific caps on employment-based green cards. Because this legislation would neither increase nor reduce overall immigration numbers, NumbersUSA is not taking a position on this legislation.

However, Rep. Steve King will be proposing three amendments to this bill that would reduce the number of visas available to lower-skilled immigrants. These amendments are:
  • An amendment to eliminate the 10,000 visas for unskilled employment-based immigrants, and reduce the employment cap by 10,000 to 130,000.
  • An amendment to eliminate the 3rd Preference for employment-based immigrants and reduce the employment cap by 40,000 to 100,000. The 3rd Preference includes workers with at least two years of job experience, and workers with a bachelor's degree in a "profession" -- in other words, not a whole lot of skill.
  • An amendment to eliminate the sibling category and reduce the family preference cap by 65,000 visas to 415,000.

As Americans, we know the basics about how our government operates. The Legislative Branch writes the laws and the Executive Branch enacts those laws. Yet our current Chief Executive's Branch is failing to uphold its responsibility to the people – it is blatantly, and might I add audaciously, choosing not to enforce the very laws that Congress has written.
Department of Homeland Security, the very people charged with protecting our borders, has quietly issued official intradepartmental memos essentially ceasing the deportation of illegal aliens! Operating from the shadows, they are creating a hushed back-door amnesty without the approval of the American people.
These DHS policy changes, dubbed the "Morton Memos," are stopping meaningful enforcement of immigration laws on the book by closing current deportation hearings (that billions of our tax dollars have paid for) and only selectively deporting hardened criminals who are here illegally. This leaves millions of illegal aliens here reaping the benefits of our education, health care, housing, and other benefits. Adding insult to injury, the Administration will likely hand out work-authorization permits to people here illegally who DHS refuses to deport.
DHS, in an attempt to explain their covert actions, are trying to brush off this major policy shift as a "re-prioritization" of their enforcement of the law. When you look at who they categorize as low-priority, however, it becomes clear that the only thing they are enforcing is the Administration's back-door amnesty initiative. The Morton Memos boldly proclaims following factors as exceptions to our immigration laws:
  • "The length of an individual's presence in the United States.
  • Potential eligibility for the DREAM Act or other proposed amnesty programs, or other relief from deportation.
  • Lack of a criminal record.
  • Ties to the community.
  • Relationship to a legal permanent resident or a U.S. citizen.
  • Age, with particular consideration given to minors and the elderly."
Our policies, as passed by the Congress, tell potential illegal immigrants, "If you disrespect our borders and come here illegally, there will be consequences." This new enforcement policy says, "If you come here illegally and don't commit an egregious crime, we'll leave you alone." Besides giving a wink to the people already here illegally, we are giving a green light to all those who want to cross in the future.
Because this Administration does not have the support of the American people to change what our elected officials voted into law, they are working behind the scenes to make their own policy. This is now how America operates and we need to send a clear message to DHS and the Obama Administration that they cannot rewrite our laws to fit their political agendas.
If you find this Administration's circumvention of Congress alarming, I urge you to make a contribution of $20 or $30 now. FAIR has already made progress by making a Freedom of Information Act request into all the factors DHS insiders like Janet Napolitano and John Morton considered when rewriting the laws. Help us continue this investigation into a shadow government and restore the rule of law.

Your Faxes & Calls Are Beginning to Dislodge New E-Verify Cosponsors -- Now Is Time To Accelerate The Pressure To Sign Lamar Smith's Bill

Your activism this week has succeeded in putting most offices on notice that Chairman Smith's Legal Workforce Act (H.R.2885) is in play and needs attention.

Look at the "March to 100" progress bar across the top of this newsletter (and atop our Home Page) and you will see that we just about hit the halfway mark this week. (See stories about the latest signers below my memo.)
COMPLETE THE SALE
Since our campaign "March to 100 Cosponsors" began last week, you've sent 209,841 faxes! You've also made 811 phone calls through our toll-free numbers (plus calls made on your own dime)!
That's enough to soften up some offices. But the rest of you who didn't act yet need to do so today by sending your faxes, making your phone calls and completing the sale to get your U.S. Representative to sign up. Only consistent and sustained pressure can get the attention of staffs and Members of Congress who are being pulled a dozen different ways by other issues.
First, check your Action Board for any faxes related to the Legal Workforce Act, and please send them today. When a Congressional office receives hundreds of faxes regarding one bill, they take notice.
Second, look for phone alerts from Roy that contain a toll-free number to the Capital Switchboard along with talking points you can use to urge your Congressman to cosponsor H.R.2885.
