California "Dream Act" approved for illegal immigrants

LOS ANGELES (Reuters) - California Governor Jerry Brown signed into law on Monday a bill allowing illegal immigrants to receive privately funded scholarships to attend the state's public colleges and universities.

The bill, dubbed the California Dream Act, passed the state Legislature earlier this month and aims at helping illegal immigrants who earned a diploma after attending at least three years of high school in the state.

Enactment of the California measure came three days after opponents of a similar law in Maryland collected enough signatures to force a state referendum seeking its repeal.

"At the end of the day, if we're going to continue as a powerful, equal-opportunity society, we're going to have to invest in our people," Brown, a Democrat, said at the signing ceremony in the library of a Los Angeles community college.

The California law is named after national legislation in Congress to give young, undocumented immigrants who have lived in the United States for at least five years a pathway to citizenship through college or military service.

The federal bill failed to win passage in December 2010, and its chances have dimmed since a newly elected Republican majority took control of the House of Representatives.

Critics say the California Dream Act gives illegal immigrants a false promise because their status will not change after graduating from college and they will remain unable to find legal employment. Former Governor Arnold Schwarzenegger, a Republican, vetoed an earlier version of the bill last year.

But Julian Rivera, 20, a student at the University of California at Berkeley who entered the United States illegally with his parents at age 12 from Mexico, said the measure could make it easier those like him to afford to stay in school.

"It doesn't matter where you come from, it doesn't matter what your background is, it just matters that you have passion for something and you want to do it," he said. "This is a country that has given us that freedom."

OPPOSING "THE DREAM"

Patrick McDonough, a Republican member of the Maryland House of Delegates who helped lead the petition drive for the repeal initiative there, said U.S. citizens who are struggling to pay for college should not have to compete with illegal immigrants for scarce financial resources.

"People would say, 'Why should we, when we're having tough economic times ourselves, pay for someone who is here illegally?'" he said.
The new California law is fairly limited in scope, making undocumented students who qualify eligible for private scholarships. A separate bill under consideration in the legislature would allow illegal immigrants to seek publicly funded scholarships as well.

State law already allows illegal immigrants who qualify for admission to a four-year state university to pay in-state tuition rather than the more expensive out-of-state tuition rate. But four-year institutions are still beyond reach for many undocumented students without financial aid.
Twelve other states also grant in-state tuition eligibility to illegal immigrants based on attendance and graduation from a state high school, according to the National Conference of State Legislatures.

Arizona, Colorado, Georgia, South Carolina and Indiana have laws barring illegal immigrants from in-state tuition benefits.
Passage of legislation in California and Maryland to extend private scholarships to illegal immigrants comes as a number of states, led by Arizona, have taken steps to crack down on the undocumented.

"You're going to see the red states go more the Arizona approach and blue states the California Dream Act approach," said John Skrentny, director of the Center for Comparative Immigration Studies at University of California, San Diego.

Requiring immigrants to speak English 'breaches human rights,' claims couple as they launch legal bid to overturn ruling


A new immigration rule requiring people to be able to speak English to move to the UK to be with their spouse is a breach of human rights, a court heard today.


A couple have launched a judicial review at the High Court to challenge the rule, which they claim contravenes their rights to a family life, their right to marry and constitutes discrimination.


British citizen Rashida Chapti, 54, and husband Vali Chapti, 57, are applying for him to join her in the UK.

The couple have been married for 37 years and have six children together. Mr Chapti is an Indian national and does not speak, read or write English.


Mrs Chapti has reportedly been travelling between India and Leicester for around 15 years but has now applied for her husband to come and live in the UK with her.


But under new immigration rules announced by Home Secretary Theresa May in June 2010, he cannot do so due to a new English language requirement for migrants applying to come or stay in the UK as a spouse.





The rule, which came into force in November last year, is thought to be part of the Government's pledge to reduce net migration.


But the Chaptis, along with two other couples, have launched proceedings to contest it.


At the High Court sitting in Birmingham, Manjit Gill QC, representing the couple, told the court the requirement was a breach of their human rights.


He said it contravenes several Articles of the European Convention on Human Rights - Article 8, the right to family life, Article 12, the right to marry, and Article 14, to be free of discrimination.


Mr Gill said: 'The rule is particularly striking in that it prevents mere residence even though one of the parties is fully entitled to live in this country.'

He went on: 'There may be reasons, where the Secretary of State is concerned, that for those who are already here, before he allows them to gain a benefit such as indefinite leave to remain, or citizenship, that he is entitled to ask that they show some understanding of the language and some knowledge of life in the UK so that at that stage integration is assisted.


'It may be that the Secretary of State is able to show at that point that such a requirement is proportionate interference with the rights in question.'


But he said the measure prevented people who are British citizens and settled in the country from living with their partners, adding: 'That vice is compounded by the fact that the measure does this on grounds which are blatantly, admittedly, racially discriminatory.'

Two Afghan immigrants believed to play the role of enemy warlords as part of army training exercises at a Ministry of Defence base have been arrested for allegedly being in the UK illegally.


The two men, who were given guns that fire blanks to carry out pretend attacks on patrols across Salisbury Plain, were detained at Rolleston Camp, Wiltshire.


They were paid through contractors by the Ministry of Defence along with more than 200 other workers at the site.


Iraq war veteran, Colonel Tim Collins, said: 'The UK is full of illegal immigrants which is a problem created by the last government, and it seems this Army base is no different.

The men were used on Salisbury Plain to train soldiers for the theatre of war in Afghanistan

HR 98 would build on the existing E-Verify system by requiring Social Security cards to include a digitized photo and electronic signature strip to be used by employers to verify instantaneously a prospective employee's eligibility for work. It would thus catch those who engage in identity fraud by using valid, but stolen, documents to secure employment.

Currently, there are 102 combinations of documents that can be used to establish identity and employment eligibility for the I-9 forms. It is time that this nation became serious about stopping illegal aliens from taking American jobs.

The results -- as with nearly every other 2012 Hopeful -- are not pretty.

The governor's biggest problem is that he has been primarily focused on his state and has been silent on most national immigration issues. We hope that if he announces his candidacy that he will quickly begin to let the public know what we can expect on key immigration issues like whether to continue to use Chain Migration and the Visa Lottery to fill jobs with foreign workers instead of with unemployed Americans.

But Gov. Perry's overall grade is also brought down by two "Bad" ratings that negate much of the advantage of his "Good" ratings in three other categories.

Dear Environmentally Concerned Members of NumbersUSA,

Roy was one of three featured "experts" throughout a PBS documentary broadcast nationally this month on whatever happened to the U.S. population movement. As a reminder, lowering annual immigration levels in order to stabilize U.S. population as part of an effort to achieve long-term U.S. sustainability has always been one of our top goals at NumbersUSA.

This was on a weekly show called "Need To Know" which replaced the long-running "Bill Moyers Journal." You can watch the documentary on the PBS website at:

Many of you will recognize the story - and it is a sad one - but at least the long silence on national TV about U.S. population growth has been broken. The Baby Boomer (and olde) viewers of PBS were reminded of what they once had believed and why the issue has been silenced. And younger American viewers may have heard the issue expressed for the first time.

The PBS crew was in our offices for a couple of hours to interview Roy for the program. We were pleased that the outline of the documentary was fairly close to what Roy gave them in his interview and were gratified that PBS portrayed Roy as the fully credible 40-year veteran of the issue that he is. Of course, we wish the producers had included Roy's comments about how much population has been added and where we are headed. But the program at least was respectful and balanced.

The program gives Roy the final comment that the environmental groups dropped population and left it for somebody else to do but "in the end, there was almost nobody else to do it." They did cut out the tag line that he added, "except for NumbersUSA." Of course, you, as a member of NumbersUSA, are continuing the fight. I hope you will feel some encouragement by this PBS special that provides a forum highly credible among elites showing us in our true decidedly mainstream forum.

You may appreciate Roy's comments to me after the show aired:

"I'm learning that one aspect of getting older is that you begin to acquire some uniqueness, as others with similar experiences pass on. The young PBS reporters seemed amazed that I could talk from personal experience about legendary figures like Gaylord Nelson, Ehrlich, Garrett Hardin, Pete McCloskey, and so many other of the early environmental giants and leaders, and from experience of much that has happened in the ensuing decades. I was thankful that I was just old enough to be fully involved in the 1960s when so many leaders came to grips with the idea of limits and the need to tame population growth and that I am part of an organization (NumbersUSA) that provides such a major megaphone for me to continue to spread this message."

Illegal immigrants are boycotting Arizona by the thousands, showing their outrage with Arizona 's controversial new SB-1070 law by moving elsewhere.

In the small town of Guadalupe , AZ , south of Phoenix , Manuel Renaldo is one of those who is punishing Arizona by leaving. As he loaded his stolen car with his stolen belongings and family of ten, Renaldo told this reporter through an interpreter "It's a matter of principle; I refuse to be supported by a state that treats me like a criminal!"

I'll spend my money here thank you...Bought some clothes in Windom,MN last week @ the Pamida store & some stuff for the Grandkids in St Cloud,MN & proud of it...Not Guadalahara or Beijing...Too bad I couldnt find any jeans made in the US though..

So doesnt that if true give us all the more reasons to spend our money here & help ourselves like illegals from Mexico & elsewhere are helping themselves to various freebies & perks here + getting paid under the table ect & paying no taxes?....WTF is the matter with some of you guys?...Even some of the ones I call friends & allies seem almost as looney as some of the lefties here....

Cool, I've seen the e-Verify signs in their stores for a while. It's just one more reason to like Costco. For those in the Cincinnati area, there's one near Tri-County Mall and they're much cooler than Sam's.
