  • 71 percent of the increase in American uninsured since 1989 is the result of immigrants and their children.
  • 57 percent of immigrant households (both legal and illegal) with children use at least one welfare program.
The PBS DVD provides an opportunity to educate friends, family and all kinds of civic and political groups about the ways in which immigration impacts these critical public policy issues. As a reminder, NumbersUSA took no position on the health care reform bill that passed last year.

(Washington, D.C.) -- The PBS program, To The Contrary's with Bonnie Erb (the only woman-owned news analysis program on national television) is pleased to offer, free of charge, DVD copies of its two-part series on immigrations impact on health care reform and the poverty rate. This fact-based coverage examines how immigration reform and health care reform are inextricably linked, and how the record influx of new residents is affecting the poverty rate, particularly among children. NumbersUSA President Roy Beck appeared in both segments. This educational product is distributed free of charge to those looking to learn more about the true impact of immigration, as it is rarely covered elsewhere by US media.

For example, coverage of immigrations impact on the health care system included the fact that while illegal immigrants are not eligible for Medicaid, the US-born children of illegal immigrants are covered. It costs approximately $4.6 billion to insure them.

To The Contrary's coverage of immigrations impact on the poverty rate explained that Census data show an uncanny tie between the rate of immigration and the rate of child poverty. Of the 14.1 million children living below the official federal poverty line in 2008, 4.4 million were either immigrants or US-born with at least one immigrant parent.

Yes, Speaker Boehner (R-Ohio) has some big items hanging over his head (like the debt ceiling), but that can't be an excuse for delaying action on putting Americans back to work by moving illegal aliens out of their jobs.

Please start with ONE of these openings:

(a) I'm calling to urge the Speaker to put millions of Americans back to work by passing a mandatory E-Verify bill this summer.

(b) Please tell the Speaker that Americans need H.R. 2164 to come to the floor for a vote this summer and put unemployed Americans back to work.

(c) Chairman Smith's mandatory E-Verify bill needs to be voted out of the House before August recess.

(d) If Republicans really care about jobs, they need to move a mandatory E-Verify bill out of the House before the August recess.

STEP 4: FINISH YOUR MESSAGE

Just say a couple of things and then get off the call to allow more people to call in. Give one or two of the following talking points.

(a) The Republicans have controlled the House for six months and done nothing about getting illegal aliens out of jobs that unemployed Americans want. It's past time to bring a mandatory E-Verify bill to the floor.

(b) You may think you have lots of time to take up immigration issues, but 22 million Americans who can't find a full-time job are desperate for you to act. Chairman Smith's mandatory E-Verify bill would start opening up the 7 million jobs now held by illegal aliens in construction and service and manufacturing.

(c) If you don't start moving an E-Verify bill next week, you are going to run out of time to pass it before the August recess. Jobless Americans deserve better.

  1. California Senate Approves Financial Aid for Illegals — A bill that will allow illegal aliens to receive financial aid is on its way to Governor Brown's desk to be signed into law. Now illegal aliens in California will be able to finance their in-state tuition, a benefit denied to out-of-state American citizens. The new law will only allow illegals to receive private financial aid, that is until the public aid plan gets approved. They say the bill that will provide public financial aid to illegals has stalled, but does anyone think it will not pass in California? Full Story
  2. City of Denver to Stop Impounding Cars of Uninsured Illegals — Politicians once again demonstrate that they value their "superior intellect" over the will of the American people. The City Council of Denver has taken it upon themselves to overrule a voter-passed initiative that impounds the vehicles of unlicensed drivers. Claiming it targets "innocent" illegal immigrants, the council voted 9 - 1 to dismiss the people's demand, despite recent heartbreaking stories of Denver families being destroyed by illegal immigrants.   3. National Spanish Spelling Bee Held in New Mexico, USA — Bizantismo is the word a 7th grade girl spelled correctly to win the first ever "National Spanish Spelling Bee" this past week. Fitting word too, as it means "excess luxury"—something that will have to be eliminated in order to "redistribute the wealth" when 20 million more "less fortunate" illegal immigrants arrive. Citizens, if we do not stand up to progressive policies and SEAL our border, the previous sentence will soon be reality as our entire country will turn into "New Mexico". Full Story

Dick Durbin Pushes Churches to Push Dream Act — President Obama is getting some help from his fellow Illinois politician Dick Durbin, who is telling churches to start pushing the Dream Act. Even though the legislation is dead in Congress, as it should be, the liberals continue to sound off about the Dream Act so they can convince Hispanics to vote Democrat in 2012. They also continue to paint conservatives as people who would deny innocent children the American dream while ignoring the fact that a wide-open border will make the policy another uber-incentive for immigrants to enter our country illegally.   5. Boston Mayor: Car Theft is "Minor Crime" Illegals Should NOT be Deported for! — People of Massachusetts, there is a person without intelligence running your largest city. This man has already begun to walk back his ridiculous remarks, saying he was sorry and pointing out that "he doesn't have the benefit of a teleprompter when appearing on the morning news." HAHA, ARE YOUR KIDDING ME?!!! My goodness... this is definitely one of Obama's guys. Haha. Despite the apology, there is no hiding his true beliefs, which he let slip in this... UNBELIEVABLE VIDEO!!! We thought we had our hands full with passing H.R. 2164, the 50-state Mandatory E-Verify bill. Well, we DO have our hands full.​
We have hundreds of thousand more faxes to send, tens of thousand more phone calls to place, before we can make E-Verify mandatory in all 50 states.​
But now Pres. Obama is pushing back on illegal immigration enforcement. Now that he has lost the battle to push an illegal alien amnesty through Congress, he's trying to win it by bypassing Congress altogether!
Last month, a memo written by ICE administrator John Morton -- an appointee of Pres. Obama -- was leaked to the press.​
The memo instructs ICE Field Office Directors, Special Agents-in-Charge, and all Chief Counsels NOT to deport illegal aliens unless they are violent felons.
This order amounts to a Backdoor Amnesty for millions of Illegal Aliens who have no legal right to be in the U.S. Obviously, this order flies in the face of decades of clear federal law.​
The memo states that illegal aliens are not to be pursued if they meet any of 19 factors, including:​
  • Serves the community, or
  • Has a job, or
  • Cares for a disabled, infirm, or mentally challenged relative, or
  • Pregnant or breast-feeding, or
  • Brought to the United States as a child, or
  • Graduated from high school, or
  • Has a relative in the U.S. military.
How many illegal aliens do you think can be fit into one of those categories! And these are only 7 of the 19 conditions that protect illegal aliens from being prosecuted by ICE personnel.​
Upset? Me too. We've got to reverse this, fast! Please help us financially today. We're fighting this Backdoor Amnesty with everything we've got.​

One ray of hope -- this Backdoor Amnesty can be reversed! Even Pres. Obama wasn't bold enough to issue all these illegal aliens work permits or citizenship papers. We can turn back the clock, and we're determined to do so.​
Stepping again to champion common sense is Rep. Lamar Smith (R-TX), Chairman of the House Judiciary Committee and the man who leading on H.R. 2164, the 50-state mandatory E-Verify bill. Chairman Smith has introduced a bill that can TRANSFORM the situation!​
Smith's new HALT Act blocks the Obama Backdoor Amnesty. The details are a bit complicated, but in brief the HALT Act would:
  • HALT the Obama Administration from canceling the removal of illegal aliens.
  • HALT the Obama Administration from granting work authorization to aliens on a discretionary basis.
  • HALT the Obama Administration from issuing extended voluntary departure to removable aliens.
Of course, we all assume that Pres. Obama would veto the HALT Act if it came to his desk. The purpose of the bill is to at least get the U.S. House on record to create a highly public showdown in which the President would most likely be embarrassed into backing down.​
So -- now NumbersUSA and our million members are engaged in a Two Front War!
1) We have to guide H.R. 2164, the 50-state Mandatory E-Verify bill, safely through the House and Senate, AND
2) We've got to reverse Obama's Backdoor Amnesty.

Thousands of Phone Calls Keep Immigration on the Front Burner in Congress

We asked you to make a lot of phone calls to House Leadership and Members of the House Judiciary Committee this week, and you responded in huge numbers, keeping immigration issues alive and well on the minds of Congress.
The calls to the House Judiciary Committee were in support of passage for clean passage of Rep. Bob Goodlatte's bill (H.R. 704) to end the Visa Lottery. The committee marked up three bills on Thursday morning, but was called back to the main chamber for votes before it was able to get to Rep. Goodlatte's bill. It should be back on the calendar for markup next week, and as soon as we know the details, Roy will be asking for your calls again.
We also asked you to urge House Leadership to bring Rep. Lamar Smith's mandatory E-Verify bill to the floor for a vote before the August recess, and you had the phones ringing off the hook. On Monday, you brought the Capitol switchboard to its knees, causing many to receive busy signals throughout the afternoon. In the district offices, there were reports of more than 50 calls an hour to House Leadership.
Again, thank you for your efforts. We may not be able to get Chairman Smith's E-Verify bill to the floor before the August recess, but you sent Leadership a strong message that we're not going away until there's a vote on H.R. 2164.
MORE E-VERIFY COSPONSORS: Cosponsors to Chairman Smith's bill continue to add up. This week, 7 more Members cosponsored the bill, bringing the sponsorship list to 38. Check your Action Board for faxes that urge your Members of Congress to cosponsor both Rep. Smith's and Sen. Grassley's E-Verify bills.
BILL TO HALT AMNESTIES: This week, Chairman Smith introduced another piece of legislation that would prevent "backdoor" administrative amnesties.
The Hinder the Administration's Legalization Temptation (HALT) Act would prevent the Administration from using deferred action or parole to set free illegal aliens detained by Immigration and Customs Enforcement. Current federal law allows the executive branch to issue deferred action or parole to illegal aliens on a case-by-case basis, but the HALT Act would prevent the Administration from issuing these "backdoor" amnesties on a massive level.
Sen. David Vitter (R-La.) will introduced the same bill in the Senate. Rep. Smith's bill has 22 cosponsors.

Friday, July 15, 2011Federal judge Amy Berman Jackson dismissed a class action lawsuit filed by foreign nationals who were denied green cards because of a computer glitch during this year's visa lottery selection. The plantiffs were first notified by the State Department that they had won permanent residency in the United States due to the random lottery drawing, but the State Department realized that a computer glitch causes most of the winners to be picked from only a small sample of applicants.

The Administration has discussed ways it can halt deportation of illegal aliens through the use of mass parole and/or deferred action.

Stop Administrative Amnesty by Calling Your Representative and Telling Them to Co-Sponsor the HALT Act!

Immigration and Customs Enforcement (ICE) Director, John Morton, issued two memos last month to ICE Field Office Directors, Special Agents in Charge, and all Chief Counsel instructing them to look the other way when confronted with certain classes of illegal aliens. One of the memos directs them to refrain from enforcing immigration laws against those who would qualify for amnesty under provisions of the failed DREAM Act.
The other memo directs them not to enforce the immigration laws against illegal aliens pursuing "civil rights" lawsuits, such as employment or housing discrimination, as well as against certain aliens identified through the Secure Communities program. And last year, in a memo entitled "Administrative Alternatives to Comprehensive Immigration Reform," senior officials at U.S. Citizenship and Immigration Services (USCIS) offered Director Alejandro Mayorkas a variety of ways to "reduce the threat of removal for certain individuals present in the United States without authorization."
To stop this continuous effort by the Obama Administration to bypass Congress, House Judiciary Chairman Rep. Lamar Smith (R-TX) introduced this week the "Hinder the Administration's Legalization Temptation Act" or the HALT Act (H.R. 2497). If enacted, the HALT Act would prevent the Administration from further abusing its prosecutorial discretion to grant administrative amnesty to certain classes of illegal aliens by suspending its ability to:
  • Grant deferred action to illegal aliens;
  • Grant parole or extended voluntary departure to illegal aliens who do not meet narrowly defined criteria;
  • Cancel the removal and adjust the status of illegal aliens ordered deported; and
  • Grant work authorization to illegal aliens.
Call your Representative and tell them the Administration's actions are an affront to the rule of law. Urge them to limit the Obama Administration's authority to administratively grant amnesty to illegal aliens by co-sponsoring the HALT Act today!

[FONT=arial, helvetica]Alert! Urge Support for Mandatory E-Verify in the Senate[/FONT]Sen. Chuck Grassley (R-Iowa) has introduced S 1196 to require all employers to use the E-Verify system. The bill would make the program mandatory for all employers within one year of enactment and require employers to check the status of existing employees within three years. Grassley is the senior Republican member of the Judiciary Committee, which oversees immigration policy in the Senate.

In some ways, the bill is tougher than Lamar Smith’s HR 2164. The phase-in period is shorter, the required verification of the current workforce is more expansive, and there is no preemption of any state and local laws relating to status verification for unauthorized aliens.

Report: Some illegal immigrants prepare to flee Alabama ahead of new law

Illegal immigrants in Alabama are selling off household items such as microwaves and sofas in preparation to leave the state if a tough new law goes into effect Sept. 1.

The Birmingham News' David White collects anecdotal evidence that some of the estimated 120,000 unauthorized immigrants in the state are considering leaving or have already left because they worry they would be arrested and deported under the new law.

An operations manager for a Spanish-language radio provider told White that people are calling in to try to sell trucks, sofas, microwaves and other household items to listeners. "They say they're leaving. They kind of tell you that at the end, so people feel bad for them and buy the item," Orlando Rosa of Rivera Communications said.

A Spanish-language translator who works with immigrants told White that some are waiting to see if the law will be blocked before the school year begins, because they don't want to school officials to request proof of their children's citizenship under the new law. One illegal immigrant with two children who are American citizens told White he has sold his truck so he can go back to Mexico with some extra money if the law goes into effect.
Like Arizona's controversial SB1070 law, the Alabama legislation requires police officers to ask for immigration papers during routine stops if they suspect a person may be in the country illegally. The Alabama law also criminalizes transporting or "harboring" illegal immigrants and makes it a state crime for an illegal immigrant to seek or perform work. (Under federal law, overstaying a visa is a civil offense, and entering the country without papers is a misdemeanor crime.) The American Civil Liberties Union has sued to block the law.

After Arizona's law passed last year, one research team estimated that 100,000 Latinos left the state, though the researchers were unable to determine what percentage of them were immigrants, legal or illegal. The Mexican government said 23,380 of its citizens moved back from Arizona over the same period. A federal judge blocked the Arizona law before it could go into effect, ruling that it interfered with the federal government's control over immigration law.

There are now nearly one million children, 957,490, aged five to 16, who speak English as a second language.


This is a rise of 150,000 in five years.



On average, 26.5 per cent of primary pupils are from an ethnic minority.


In some London boroughs, such as Newham, only 8 per cent of children up to the age of 11 are from a white British background.

Jobs Bill Passes House Judiciary Committee (would kill the Visa Lottery)

By Roy Beck, Wednesday, July 20, 2011After three years of a Jobs Depression, we saw today the first action by Congress to stop driving up unemployment by importing so many immigrant workers. The House Judiciary Committee voted 19-11 just before noon to pass H.R. 704, the SAFE for America Act, to end the Visa Lottery. (See roll call at bottom of blog.) If we can get this passed on the House floor and then in the Senate and signed into law by Pres. Obama this year, that will mean 55,000 fewer permanent work permits will be handed out next year to immigrants. (And 550,000 fewer over the next decade.)

Rep. Gallegly wrote that E-Verify is efficient, easy to use, and the best bill currently offered in Congress to put Americans back to work.

FMCSA refuses to hold off on cross-border program
The Federal Motor Carrier Safety Administration has refused to hold off on the cross-border trucking program with Mexico pending resolution of a petition for review filed by OOIDA with the court. The Association is asking the court to review the program and to "enjoin, set aside, suspend (in whole or in part), or determine the validity of the implementation of this program."
