Yes, I do because at times USC would be very lazy on offense. Usc's defense is tops and Penn St's is also very good although they allow more thru the air. Maybe not a straight-up win, but could cover the spread.
You might look at the first half or even first quarter bet with Penn St. as the defenses should dominate early. Then come back at halftime.

ATTN!!! Wait as the line is going up! It is at -10 now
