-.5 means if USA ties Algeria, bet loses. wherever you are seeing USA to win -120, its the same thing as -.5 USA must win the game. If they tie you lose your bet

The two bets are the exact same. The reason for the discrepancy is most likely related to syndicates trying to get around limits by betting on moneylines before they bet the spread to avoid moving both lines. Most online books have computers move moneylines based on certain people betting on them, but will not move the spread. The syndicate will then also bet the spread. Just bet the one with the less juice.
