GROSSLY MISLEADING CLAIMS ABOUT BLACK TEENS BEING “VASTLY MORE LIKELY TO BE KILLED BY POLICE THAN WHITES EVEN AFTER ADJUSTING FOR CRIME RATES”




Sometimes racial discrimination is occurring and should be pointed out, but sometimes false information is being used to unjustifiably inflame concerns. The claims being put forward by Slate and Pro Publica are simply very misleading. From Slate:




The 1,217 deadly police shootings from 2010 to 2012 captured in the federal data show that blacks, age 15 to 19, were killed at a rate of 31.17 per million, while just 1.47 per million white males in that age range died at the hands of police.” . . .
Could higher rates of crime commission by black teens relative to their white peers explain that difference? . . . The data suggest that the answer is no. . . . it looks like black Americans are between two and three times as likely to commit a violent crime as white Americans. But even assuming that black male teenagers are three times as likely as white teenagers to legitimately threaten the life of a police officer doesn’t explain why they’re twenty times more likely to be killed by police.



For the sake of argument, let’s assume that the material in the first quoted paragraph is correct. But it doesn’t make a lot of sense to look at rates of killings by police of young black and white men but then compare it to violent crime for all blacks and whites. If you look at offender data and assume that 92 percent of murders are committed by males, you find that young black males were about 8 times more likely to commit murders than similarly aged white males. However, a lot of murders occur where the offender isn’t identified and that this problem is greater for gang related murders. To try to deal with this, we have made some calculations using victim data. Adjusting the data by the rate that blacks and whites kill members of their own and other races, young black males were 9 times more likely to commit murders than similarly aged white males. The Slate piece claims that after adjusting for violent crimes by race, police still kill young blacks at 7 to 10.5 times the rate they kill young whites. Making this one adjustment would still leave a difference, but it would imply that police are killing young blacks at 2.3 times the rate that they kill young whites — about one-fifth to one-third the difference being claimed.

Yet, apparently the reporters at Slate and Pro Publica don’t understand the data that they are using, and even this difference could very well be the result of biases in the data that they use.
— Pro Publica acknowledges that police-involved death data is not complete. But there is a systematic bias in what data is missing. Generally most of this data is collected from urban areas. Obviously most deaths occur there, but these areas also tend to be heavily black. The percent of the population that is black in areas reporting justifiable police homicides were 50.3 percent more black (17.8/11.8) than those jurisdictions that didn’t report these homicides.

— If black murders are more likely to involve gangs and gangs are more likely to get into shootout with police, young black males would be more than 9 times more likely to commit murders than similarly aged relevant white males.

  • Making research and data available to researchers, the public, policy makers, and journalists by maintaining a comprehensive website.
  • Engaging in other related activities consistent with the mission and goals of CPRC.


Founder and President
CPRC was founded by Dr. John R. Lott, Jr., an economist and a world recognized expert on guns and crime. Lott has held research or teaching positions at various academic institutions including the University of Chicago, Yale University, the Wharton School of the University of Pennsylvania, Stanford University, and Rice University, and was the chief economist at the United States Sentencing Commission during 1988-1989. He is currently a Fox News columnist. He holds a Ph.D. in economics from UCLA.
Lott is a prolific author for both academic and popular publications. He has published over 100 articles in peer-reviewed academic journals and writteneight books, including “More Guns, Less Crime,” “The Bias Against Guns,” and “Freedomnomics.” His most recent book is “Dumbing Down the Courts: How politics keeps the smartest judges off the bench.”
Nobel laureate Milton Friedman noted: “John Lott has few equals as a perceptive analyst of controversial public policy issues.” He has been one of the most productive and cited economists in the world (during 1969 to 2000 he ranked 26th worldwide in terms of quality adjusted total academic journal output, 4th in terms of total research output, and 86th in terms of citations). Dr. John E. Whitley is an economist and public policy expert. Whitley was Director of Program Analysis and Evaluation at the Department of Homeland Security from 2008 to 2010 and more recently has been a Senior Fellow at the Institute for Defense Analyses. He has taught at the University of Adelaide and George Washington University. He worked as an Operations Research Analyst at the Office of the Secretary of Defense and served in the U.S. Army from 1988 to 1992. Whitley holds a Ph.D. in economics from the University of Chicago.

J. Scott Armstrong is a professor at the Wharton Business School of the University of Pennsylvania. He is internationally known for his pioneering work on forecasting methods. Most recently, his research activities have involved forecasting for terrorism and conflicts. He is author of Long-Range Forecasting, the most frequently cited book on forecasting methods. He is a co-founder of the Journal of Forecasting, the International Journal of Forecasting, the International Symposium on Forecasting, and forecastingprinciples.com. Arthur Z. Berg, M.D. is a Distinguished Life Fellow of the American Psychiatric Association and former member of the APA Violence Task Force. He was founding Psychiatrist-in-Chief at Beverly Hospital (emeritus) and former Associate Professor of Psychiatry at Harvard Medical School. A recent article that Dr. Berg had in the Wall Street Journal on multiple victim public shootings is available here. Tim Groseclose is the Marvin Hoffenberg Professor of American Politics at UCLA. He holds appointments in the political science and economics departments at the university. In 1987, he received his B.S. in Mathematical Sciences from Stanford University. In 1992, he received his PhD from Stanford’s Graduate School of Business. He is the author of over two dozen scholarly articles as well as the book Left Turn: How Liberal Media Bias Distorts the American Mind. Jonathan M. Karpoff is the Washington Mutual Endowed Chair in Innovation Professor of Finance at the University of Washington Foster School of Business. Joyce Lee Malcolm is the Patrick Henry Professor of Constitutional Law and the Second Amendment at George Mason University Law School. She has a Ph.D. in history and is internationally known for her books Guns and Violence: The English Experience, Harvard University Press (November 24, 2004), and To Keep and Bear Arms: The Origins of an Anglo-American Right, Harvard University Press (March 2, 1996). Guns and Violenceprovides a comprehensive history and examination of changes in murder rates in England from the middle ages to the current day. She is a Fellow of the Royal Historical Society, and she has held positions at Princeton University, the Massachusetts Institute of Technology, and Cambridge University. Malcolm also served as the Director, Division of Research Programs for the National Endowment for the Humanities during 2005-2006.
Scott E. Masten is Professor of Business Economics and Public Policy in the University of Michigan Stephen M. Ross School of Business, where he has been a faculty member since 1984. A leading scholar in the area of transaction cost economics, Professor Masten’s research focuses on issues at the intersection of law, economics, and organization. In addition to his primary appointment, he has held appointments as the Louis and Myrtle Moskowitz Research Professor in Business and Law at Michigan, John M. Paul H. Rubin is the Samuel Candler Dobbs Professor of Economics at Emory University, and Editor in Chief of Managerial and Decision Economics. He has beenpresident of the Southern Economic Association. His research interests have included crime, the death penalty, and gun control. He received his B.A. from the University of Cincinnati in 1963 and his Ph.D. from Purdue University in 1970. He is a Fellow of the Public Choice Society, a Senior Fellow at the Progress and Freedom Foundation, an Adjunct Scholar at the American Enterprise Institute and the Georgia Public Policy Foundation, and former Vice President of the Southern Economics Association. Dr. Kesten C Green, a senior fellow with the CPRC, is a researcher at the University of South Australia Business School. Jack McCauley is a senior fellow with the CPRC and a private consultant on Public Safety and Crime Enforcement Strategies. Jack is a retired Captain from the Maryland State Police with 23 years of service. Jack spent the majority of his career as a criminal investigator and manager of several elite investigative units. Jack managed hundreds of death investigations as a Homicide Investigator and later commanded the Gang Enforcement Unit and the Firearms Enforcement Unit. Prior to leaving the Maryland State Police in 2013, Jack was the Commander of the State Police Firearms Licensing Division. Since his retirement, Jack McCauley has worked to share his experiences as the manager of several investigative units whose sole mission was to develop and implement enforcement strategies to combat violent crime. He is currently working to help educate Maryland lawmakers and various citizen groups on the true causes of violence.

FACT: Despite the fact that black people commit an equal or greater number of violent crimes than whites, whites are almost TWICE as likely to be killed by police officers.


FACT: Despite making up just 13% of the population, blacks commit around half of homicides in the United States. DOJ statistics show that between 1980 and 2008, blacks committed 52% of homicides, compared to 45% of homicides committed by whites.
More up to date FBI statistics tell a similar story. In 2013, black criminals carried out 38% of murders, compared to 31.1% for whites, again despite the fact that there are five times more white people in the U.S.




– FACT: From 2011 to 2013, 38.5 per cent of people arrested for murder, manslaughter, rape, robbery, and aggravated assault were black. This figure is three times higher than the 13% black population figure. When you account for the fact that black males aged 15-34, who account for around 3% of the population, are responsible for the vast majority of these crimes, the figures are even more staggering.




It’s clear that the greater propensity for black people to commit violent crimes is a driving factor as to why blacks are becoming involved in more violent confrontations with police than their 13% population figure suggests they should be. If the 911 calls are coming from black areas and are related to black people committing violent crimes, then of course black people are more likely to be involved in violent confrontations with cops.
