Police said they stopped the man and detained him in the back of a patrol car after receiving reports of 'suspicious activity'. Authorities said the man was thrashing and kicking in the back of the car, and that when the officers stopped to try and secure him, he ran away. The man then allegedly broke into a home before approaching the officers with kitchen knives.

The homicide rate in Memphis this year has nearly doubled that of Chicago and the city is on track to reach 240 killings by the end of 2016.
Memphis' murder rate is about 64 per cent higher than Chicago's, as the city reported 60 killings by the end of March, according the Commercial Appeal.
This time last year, the city recorded 35 homicides.
But this year the homicide rate is around 9.13 victims per 100,000 population in Memphis, which has a population of 656,861, according to the latest U.S. Census estimate.

During the same time period, 151 people were killed in Chicago,which has a population of 2,722,389, putting the city's homicide rate at 5.55.
If the murder rate in Memphis stays steady, the city is on track to reach 240 homicides in 2016, trouncing the highest recorded homicides at 213 set in 1993.
In the first two weeks of 2016 Memphis recorded 12 homicides.
And one day in March, three men were killed within five hours in separate shootings.

Despite the homicide rate reaching new heights, the Memphis Police Department is solving the crimes at a pretty high rate with 77 per cent of the homicides committed this year solved.
Shelby County District Attorney General Amy Weirich told The Appeal that 'it's an emotional strain on everybody right now, the whole community'.
She added that 'these are the most emotionally draining and difficult cases we handle'.
Memphis Police Department Acting Lt. Col. of Investigative Services Caroline Mason said the homicide unit was coping with the influx, aided by solving 46 of the 60 killings.

She told The Appeal that 'the morale is high because they are solving these cases' and 'it's not like it's 60 unknown, or mysteries'.
While police are increasing patrols where crimes have occurred, Councilman Phillip Spinosa said he hopes to put 70 new Sky Cop cameras in neighborhoods across the city.
Crime stats would decide where they go, but each council district would split them evenly.
'I don't think cameras are going to solve all the problems, but I think they are going to help create safer neighborhoods, and help efficiently and effectively deploy officers on the streets,' Spinosa told WREG.
Last year, Memphis recorded 161 homicides.
Several counties in Tennessee, are considered to have a 'very high rate of murder' and in Memphis that county is Shelby.
In 2014, Shelby County alone reported 15.6 murders per 100,000 residents, which is about 2.7 times higher than the rate for Tennessee at 5.7 per 100,000 and 3.8 times higher than the United States at 4.1 per 100,000.

Toxey, of Hot Springs Village, sent out invitations to all 21 of his classmates, but not a single one attended his tenth birthday party on April 2.
After his mom, Angela Andrews, posted a heartbroken message about the party on Facebook, four state troopers decided to surprise the boy two days later on April 4 by showing up at his front door.
'Scared and at the same time trying to figure out why they were here,' Toxey told THV 11 of the moment he saw a group state troopers standing at his door.

The troopers gave Toxey a tour of their patrol cars and play with Rino, the K-9, before seeing the dog's cage

But he didn't have to worry, because the group came bearing gifts and played with Toxey all day.
'They showed me all the keys to do the sirens and the horn. I also got to see the cage with the dog in it,' Toxey said.
Not only did they show Toxey the patrol cars, but they also brought him a cake and played a game of basketball.
'They had come to give me all that stuff and make up their own birthday party for me,' Toxey said.
The gifts brought for the boy ranged from video games to a Frisbee and a razor scooter.
'I cried a little bit because they did that for me,' Toxey said. 'If I am remembering right, this is the only birthday that I have had with people coming.'
Arkansas State Police identified the officers as Cpl David Frothman and troopers Terry Sawyer, Kyle Sheldon, Brandon Cook and Tim Callison, according to WHIO.

Andrews said she was 'heartbroken' after none of her son's classmates showed up for his weekend party.
'Just heartbroken and helpless. It's the last thing you want to feel for your kid, that no one cared enough to come,' Andrews told THV 11.
She hopes that her son's party serves as a message to other parents.
'On Saturday night, I knew no one was coming, and I posted on Facebook just kind of like an outcry to parents. Just please if your kids get invited to birthdays take them,' Andrews said.
After the state troopers left on Monday, Andrews posted a long thank you on Facebook for what they did for her son.
'I don't even know where to start because thank you just doesn't seem good enough!' she wrote. 'After I made a post Saturday about Toxey being disappointed that no one came to his birthday party, an Arkansas State Trooper heard about the post.

'What ensues is the stuff dreams are made of. This afternoon after Toxey got home from school, a caravan of 5 state troopers pulled up at our house, K-9 included.
'Not only did they bring him a birthday cookie cake, but they also brought him all kinds of presents, let him play with Rino, the K-9, and play with the sirens in their cars.
'They ate his cake with him and played basketball with him. All out of the goodness of their hearts. They made this sweet baby's day, his year!!

Critics have long claimed that when the law regulates police behavior it inadvertently reduces officer aggressiveness, thereby increasing crime. This hypothesis has taken on new significance in recent years as prominent politicians and law enforcement leaders have argued that increased oversight of police officers in the wake of the events in Ferguson, Missouri has led to an increase in national crime rates. Using a panel of American law enforcement agencies and difference-in-difference regression analyses, this Article tests whether the introduction of public scrutiny or external regulation is associated with changes in crime rates. To do this, this Article relies on an original dataset of all police departments that have been subject to federally mandated reform under 42 U.S.C. § 14141 — the most invasive form of modern American police regulation. This Article finds that the introduction of § 14141 regulation was associated with a statistically significant uptick in crime rates in affected jurisdictions. This uptick in crime was concentrated in the years immediately after federal intervention and diminished over time. This finding suggests that police departments may experience growing pains when faced with external regulation.
