I can tell you this with absolute certainty because I've been there on the ground in Afghanistan. There are very uneducated men and women that have blown up large amounts of people for no other reason other than for money or the very fact Americans are there and they want to kill us. Most of these people don't have a high school education nor do they have any clue about politics as they barely have cable or internet. It's not always political at all. You're giving terrorists too much credit.

A woman is dead, and at least 5 are in critical condition. If you witness a murder, do you have to wait for the police to conduct their instigation before you are a witness to a murder?
