I didn't read through all 5 pages, but California just passed a new law that makes intentionally infecting someone w/ HIV (i.e. knowing you have it and not telling your sex partner) a misdemeanor (vs. a felony). The reason: they don't want people w/ HIV or AIDS to feel bad. "They're people too". And now that HIV is "treatable" it's not as bad as it used to be.
