Thus the "Punish Them HARDER" mentality he expresses as being a useful social response.
If anyone wants to see why inner-city schools suck watch Hard Times at Douglas High on HBO on Demand in the documentary category. It is about an inner city Baltimore high school that has over 500 ninth graders (many of whom are 17 and 18 yrs old) and a graduating class of well under 200. Here were some interesting things I saw.
-The kids are so disrespectful that a young english teacher packs his shit up and quits at the end of one quarter. Leaving a substitute to finish the year. The school was losing many good teachers who were moving on to other schools and they had a high % of subs teaching everyday who were less qualified.
-Parent-teacher conference day. Teachers who have over 100 kids in classes through the course of a day. The most face to face meetings of the teachers-parents was one teacher had four. Of course the four that showed are the ones who give a shit and their kids were all passing.
-Kids come to school and roam the halls all day and don't go to a single class. When the security tries to send them to class they sneak to another level and hang out all day.
-There is even a scene where a high school boy is fist-fighting hardcore about three or four girls and actually throwing haymakers at each other.
I would bet that a higher percentage of these boys will do prison time than graduate. These kids are mostly from single family homes and have extremely poor morals and work ethic. This community is in poor shape and I see why no teacher would want to teach this group of thugs in Baltimore. It starts with the parents instilling values and work ethic at a young age. These thugs obviously had none of that and will be a burden on society.
