Listen, there's no doubt that Dems were complicit in this and allowed the Republicans to get them to do this. It passed, so that's obvious. That said, Obama wasn't around so ya can't blame him for this one. McCain was around.

The Financial Services Modernization Act of 1999 (Gramm-Leach-Bliley Act) was initially submitted in the House and in the Senate in different forms. Each of the two bills passed in its own house, but then the bills went to conference committee so that the differences between them could be ironed out. Once the differences were resolved, the now-uniform legislation returned to the House and to the Senate for the final vote. Only after the FINAL FORM of the legislation passed both houses was the bill sent to Clinton, who signed it into law in mid-November, 1999.
