Getting an e-mail from Neteller at this stage should be viewed with some skeptism as they have a vested interest in wanting their customers to feel comfortable to continue to use them.
For what it's worth, I withdrew all outstanding funds early this week that had been deposited into my offshore accounts via Neteller back to my Neteller account and then requested EFT's for all of them. As of today all funds are now safely back in my bank accounts and all remaining funds offshore can be withdrawn using other methods.
If and when the dust settles, I will consider whether or not to use Neteller in the future.
