3 theories:

1. Its a Photoshop
2. The clock is wrong, and the “leader” of the greatest nation of the world does not have access to correct time readings.

Usually these types of clocks are connected to a central time server(with multiple redundancies), and my guess is that the entire USMIL is using the same servers to be sure they’re all synchronised. For the clock in Camp David to be wrong is highly unlikely.

The led in the left corner of the first number is broken, and the “leader” of the greatest nation of the world does not have access to correct time readings.

I’ve worked 20+ years in an operational environment where correct time readings are a matter of life and death. For the “leader” of the free world to not have correct readings are not on the map.
So number 1 is imho, the most plausible scenario.
