This isn't sloppiness. Putting them last is correct in this case. The initial list was alphabetical. Once a team is assigned a rotation number, it doesn't change. If Oklahoma State was inserted after Oklahoma, all teams following them would have to be assigned a new rotation number (assuming they want to preserve numerical orderings). It just doesn't work that way. The initial WSOP lines were alphabetical. Later entries were added at the bottom. Standard practice.
