I made a deposit with NETeller at 6:30 EST and pulled up their site. It wasn't there so I called and spoke with customer service and was told they had received it and that it would be in my account in a couple of minutes. I then went to refresh my screen and could not get in; infact it my computer was acting the same way as when I tried to get into Hollywood all weekend. This incident took place between 6:55 and 7:15 I would say. I have now been on hold waiting for customer service fo 25 minutes.

I tried neteller.com, and no luck. However, I can't DNS resolve the name either. I check with Network Solutions domain records, and they list 205.233.109.39 (F02S01.TAC.NET) as the dns server. I can't reach the DNS server. So, it could be that TAC.NET server is the one with the problem.
I just spoke with a guy at NETeller that I have dealt with before. He was unaware of the problem and was able to log in using his computer. He was going to his supervisor to find out what was going on and then e-mail me.

That is consistent with theory that DNS is down. Internally they would be able to log in.
Also, some ISP have DNS-caching, so they don't keep checking with DNS server every time. This means that some people may be able to get through because the address was cached from earlier in the day.
For the linux guys:

Clarification.... The Costa Rica NETeller office is closed FOR THE DAY, not permanently.
I called NETeller, and they seem to not yet know exactly why they are down... They think it is one of the main Internet routers. Guess it's just sit and wait time.
