Both untrue, since neither requires such manpower.

Clean needle exchange can be done now without adding a single additional "clerk". Simply mandate that current sellers (pharmacies nationwide) actively promote and encourage free exchange of syringes.
And such programs should expand to include ALL injection drug users - notably Americans with diabetes who inject insulin daily.

Meanwhile, LEAP has made massive inroads on about a $400K per year budget over past five years. A couple million per year more would suffice.

But you do have some smart thinking on the need to reduce US military spending by upwards of 80%.
