I know Simon well and admire his work because he has access to intell that has the highest security clearance.

Although my sources are reliable I would trust Simon's over mine if there was ever any contradictions.

They are from the states and controlled by that state's governor.
President has zero control over them, so unless there are troops actually controlled by Trump hiding out somewhere in Washington then
he has no military under his control in Washington...
