In classic Trump-style cryptological fashion, the order requires the Director of National Intelligence to complete, within 45 days of an election (Trump being the 45th president) "an assessment of any information indicating that a foreign government, or any person acting as an agent of or on behalf of a foreign government, has acted with the intent or purpose of interfering in that election." December 18th marks the 45th day -- although the report itself does not have to be released until January.
As for the sanctions listed in the order -- to make a long story short -- should any "United States Person" (which includes corporations!) be found to have taken part in, covered up, or aided and abetted such "foreign interference," well, they are screwed!

Foreign Election INTERFERENCE (how did he know in advance?) -- repeatedly and vociferously warned not only the criminals, but also the cowards NOT to certify the 2020 fraud
