As a candidate, Donald Trump promised rural towns and states hit hard by opioid addiction that he'd solve the epidemic ravaging their communities. "We will give people struggling with addiction access to the help they need," Trump vowed in October.
Trump won many of those communities — often overwhelmingly. But as president, he's proposing deep cuts to research and treatment in favor of funding a border wall to stop drug traffic, while hinting at bringing back policies like criminalization of drug misuse — and announcing Wednesday yet another big presidential commission to study the problem.

When Donald Trump unveiled his latest executive order, titled “Buy American and Hire American,” he made only the barest effort to conceal the fact that the announcement was nearly entirely one of theatrics and not of substance. He held his talk in Kenosha, Wisconsin, at Snap-on Tools, a firm that buys Chinese and hires Chinese, Argentinian, Brazilian, and Swedish. Seventy per cent of Snap-on’s sales are in the U.S., but many of its plants are in other countries. There is nothing wrong with Snap-on putting its factories overseas, it just makes it an odd place to hold a Buy American announcement. It’s reminiscent of President Trump’s celebration of jobs at a Boeing plant while the company was laying off workers.

The executive order itself is even more puzzling. It’s not clear what, if anything, it will change. The order states that “it shall be the policy of the executive branch to maximize, consistent with law . . . the use of goods, products, and materials produced in the United States” without setting any measurable definition of “maximize.” This is followed by a confusing timeline—in sixty days, the Secretary of Commerce will lead a team, advised by the Secretary of State and others, that will issue guidance. Then, within a hundred and fifty days, the heads of agencies will explain what they are doing in keeping with that guidance. Sometime in mid-September, we will (or we won’t) hear what the hundreds of agencies in the federal government are doing to meet a confusing mandate, with no obvious targets, that will (or won’t) mean that more Americans have jobs.

WASHINGTON — President Trump told Russian officials in the Oval Office this month that firing the F.B.I. director, James B. Comey, had relieved “great pressure” on him, according to a document summarizing the meeting.


“I just fired the head of the F.B.I. He was crazy, a real nut job,” Mr. Trump said, according to the document, which was read to The New York Times by an American official. “I faced great pressure because of Russia. That’s taken off.”


Mr. Trump added, “I’m not under investigation.”


The conversation, during a May 10 meeting — the day after he fired Mr. Comey — reinforces the notion that Mr. Trump dismissed him primarily because of the bureau’s investigation into possible collusion between his campaign and Russian operatives. Mr. Trump said as much in one televised interview, but the White House has offered changing justifications for the firing.



The White House document that contained Mr. Trump’s comments was based on notes taken from inside the Oval Office and has been circulated as the official account of the meeting. One official read quotations to The Times, and a second official confirmed the broad outlines of the discussion.



Sean Spicer, the White House press secretary, did not dispute the account.


In a statement, he said that Mr. Comey had put unnecessary pressure on the president’s ability to conduct diplomacy with Russia on matters such as Syria, Ukraine and the Islamic State.

“By grandstanding and politicizing the investigation into Russia’s actions, James Comey created unnecessary pressure on our ability to engage and negotiate with Russia,” Mr. Spicer said. “The investigation would have always continued, and obviously, the termination of Comey would not have ended it. Once again, the real story is that our national security has been undermined by the leaking of private and highly classified conversations.”




The day after firing Mr. Comey, Mr. Trump hosted Russia’s foreign minister, Sergey V. Lavrov, in the Oval Office, along with the Russian ambassador to the United States, Sergey I. Kislyak. The meeting ignited controversy this week when it was revealed that Mr. Trump had disclosed intelligence from an Israeli counterterrorism operation.


A third government official briefed on the meeting defended the president, saying Mr. Trump was using a negotiating tactic when he told Mr. Lavrov about the “pressure” he was under. The idea, the official suggested, was to create a sense of obligation with Russian officials and to coax concessions out of Mr. Lavrov — on Syria, Ukraine and other issues — by saying that Russian meddling in last year’s election had created enormous political problems for Mr. Trump.


The president has been adamant that the meddling did not alter the outcome of the race, but it has become a political cudgel for his opponents.

My fellow Americans,

This weekend I begin my first trip overseas as president – a trip with historic significance for the American people.

I will be visiting with the leaders in many different countries to strengthen our old friendships, build new partnerships, and unite the civilized world in a fight against terrorism.

In that spirit of unity, I will travel to lands associated with three of the world's great religions.

My first stop will be Saudi Arabia – the heart of the Muslim World. There, I will address a historic gathering of the leaders of more than 50 Muslim nations. I will represent the views of the American people frankly and clearly.

Many of these leaders have expressed growing concern about terrorism, the spread of radicalization, and Iran's role in funding both. Now it appears Muslim leaders are ready to take more responsibility and a much bigger role in fighting terrorism in their region. It’s about time we do it, we’ll do it together, but it has to be done.

America cannot solve all of the world's problems, but we can – and we must – help any nation willing to join in the common cause of eradicating terrorism from the face of the earth.

Next, I'll travel to the ancient city of Jerusalem to talk with my good friend, Prime Minister Netanyahu, about bringing peace and prosperity to both our nations. Israel is an important American ally, but in recent years we haven't always treated them that way. It's time to renew our friendship.

While I'm there, I'll also meet with President Abbas of the Palestinian Authority in Bethlehem to discuss ways to advance peace between Israel and the Palestinians.

From there, I'll head to the Vatican, where I will have the great honor of an audience with Pope Francis. I look forward to speaking with the Pope about how Christian teachings can help put the world on a path to justice, freedom, and peace.

I will also meet with friends and allies in Europe at a gathering of NATO in Brussels and at the G-7 Summit in Italy. Finally, I will close my trip by saying thank you to some of the courageous men and women of the United State Military serving their nation overseas.

In my Inaugural Address, I pledged to strengthen America's oldest friendships, to seek new partners in pursuit of peace, and above all – to always put American people first.

I also pledged that our partners must show that they’re partners, they must show that they’re friends, and they must contribute financially to the tremendous cost – the money that we’re spending – is so big; it’s so much; and it’s not fair for our nation. They have to help and I’m sure they will. The fact is that I'm excited about new possibilities for peace and prosperity – and I hope you are too.
