California mulls text tax on mobile messages© CBS News

Californians may or may not type OMG at the news, but texting may soon come with an extra fee on their mobile phone bills. State regulators are weighing a tax on the popular communications tool to help fund a program that makes phone service available to low-income residents.

A texting surcharge could help sustain the Public Purpose Program budget, which has risen to $998 million in 2017 from $670 million in 2011, according to a report from the California Public Utilities Commission. Revenue from the telecom industry that funds the program has declined to $11.3 billion last year from $16.5 billion in 2011, the CPUC report stated.

"Parties supporting the collection of surcharges on text messaging revenue argue that it will help preserve and advance universal service by increasing the revenue base upon which Public Purpose Programs rely. We agree," CPUC stated in its findings.

The agency could vote on the issue as soon as Thursday. But the wireless industry and business groups are fighting the proposal, which if enacted, would likely show up as a surcharge in the small print of bills.

The California Chamber of Commerce and other trade organizations estimate the proposed fee could cost wireless customers $44.5 million a year, according to the Mercury News in San Joss, Calif

"From a consumer's point of view, surcharges may be a wash, because if more surcharge revenues come from texting services, less would be needed from voice services," a CPUC spokesperson told the newspaper in a statement. "Generally, those consumers who create greater texting revenues may pay a bit more, whereas consumers using more voice services may pay less."

The CTIA, a trade group representing wireless companies, said in legal filings to the commission that texting is an information service akin to email, as opposed to a telecommunications service subject to the agency's authority to tax services.

What is California's debt for start of 2019? I would assume they are disguising the number.
People say "we might turn into Venezuala, or Cuba..."
I say "we might turn into California".
That is where we are going unless something incredible occurs.
Simple demographic dynamics, we will be a one party country (like California) by 2028, maybe sooner.

We might? There is no question we will. The only question is how long is it going to take?
Our debt is staggering and no one and I mean absolutely no one seems to care.

California’s Gavin Newsom Proposes Tax on Drinking Water in First Budget

California Governor Gavin Newsom proposed his first budget for the state on Friday, and it includes a tax on drinking water.

The budget, titled “California for All,” declares drinking water a “fundamental right,” and adds: “The Budget includes short-term measures to bring immediate relief to communities without safe drinking water and also proposes an ongoing sustainable funding source to address this problem into the future.”

That source is a new fund, the “Safe and Affordable Drinking Water Fund”:

Safe and Affordable Drinking Water Fund—Establish a new special fund, with a dedicated funding source from new water, fertilizer, and dairy fees, to enable the State Water Resources Control Board to assist communities, particularly disadvantaged communities, in paying for the short-term and long-term costs of obtaining access to safe and affordable drinking water. This proposal is consistent with the policy framework of SB 623, introduced in the 2017-18 legislative session. The Budget also includes $4.9 million General Fund on a one-time basis for the State Water Resources Control Board and the Department of Food and Agriculture to take initial steps toward implementation of this new Safe and Affordable Drinking Water Program, including (1) implementation of fee collection systems, (2) adoption of an annual implementation plan, and (3) development of a map of high-risk aquifers used as drinking water sources.

The San Francisco Chronicle notes: “The details of the proposed tax are unknown, but a similar proposal was abandoned by then-Governor Jerry Brown last year after failing to garner enough support in the legislature.”


Critics have already slammed the plan, with former Republican gubernatorial candidate Travis Allen urging fellow Republicans to “take back” the state, and the Howard Jarvis Taxpayer Association and the Association of California Water Agencies saying the state should tap into its budget surplus to pay for the needed clear water supplies.

The state of California currently enjoys a budget surplus of approx $30b, an inverse number to the approx $30b deficit in 2011 when Jerry Brown was sworn in for his first of two four year terms.

That surplus could of course evaporate depending on how public officials elect to spend money in coming years much as the federal budget surplus at end of Bill Clinton's eight years quickly evaporated when GW Bush and his crew took over in 2001.

Do you know the difference between deficit and debt?

No, you do not.

You are referring to a deficit or surplus as it relates to the annual budget.

DEBT refers to the accumulated money owed.

Like if you were earning, net, $50,000 a year, and spending $ 49,000... good, a surplus! But have a credit card debt of $300,000. And interest rates are going up...

What is California's DEBT? And please include the pensions owed... debt over / under is $950 billion.
