Well on my book it says Tor ML -101 and Ari -109 but i can still play Tor PL -1.5 if i want. So what should I do here Ecc?

I have the same bottom teams but can't figure out why my unit base is different. are you skipping bottom teams when they play each other? I played car vs cbj yesterday. why wasn't that a play. was it because there both bottom teams?
