Well, it depends what the goal is, doesn't it?
The goal should be to break the cycle of dependency and all the social ills that go along with it. Clearly this isn't happening (understatement of the century).
Democrats have different goals, or so they tell their gullible voters. They believe if you sprinkle enough government fairy dust in the ghettos, they will magically transform themselves into healthy middle class communities. They have been preaching this bullshit since the 1960s. One need only look at the evidence and results to see how ridiculous and laughable their government snake oil is.
And no, it wasn't always this way. Big cities once were desirable places to live - until destructive Democrat policies and Big Government intervention began an era of "White Flight" from the cities. Americans voted with their feet.
This was all commonly discussed in the news during the 50s and 60s but you almost never see it mentioned today. Unless you're over 60, you won't remember it, and it's too non-PC a topic for open discussion now because it touches uncomfortably on race.

Dont need to stop it, but make someone work for it. When they are working for the little bit Welfare pays, they will want to better themselves and get better jobs for better money.
Picking up trash on the freeways, parks, streets, Painting city property to cover graffiti, Child Care (for those that go thru training programs and licensed by state), cleaning public restrooms,... just a few ideas....
Go by states minimum wage, and the recipient MUST work for at least 1/3 of their benefits, or enter a government job training program and actively be looking for employment for their their job skills.

You don't scrap an entire program because some abuse it. The truth is many do want to work and better themselves.....unfortunately those like Joe and Dave.....sit back and collect their social security without ever seeing what is actually going on. The system can be improved, that's true, but it's a needed program.
Want to work...blah, blah, blah...talk is cheap. Get rid of the crutch.
Anyone of ANY race with the slightest motivation or ambition will flee YOUR system which caters to the lowest common denominator.
What is left is what you have now: failed inner cities with no solutions or end in sight.

So what is wrong with what I think would work for Welfare recipients? They either work and get job skills, or go thru a government training program to get job skills. Depending on what state they live in, they can help Farmers picking crops (save the government $$ with subsidies), while they earn their benefits... Save the city and county money by painting over grafitti, cleaning public restrooms, picking up trash, or doing lawncare for the parks and schools....
Show them another way to earn a paycheck.... Learn skills.... Save taxpayers $$....
Whats wrong with making them work for 1/3 of their benefits? What better things do they have to do, while they can earn and learn, and have some pride they arent just taking a handout, but actually earning it.

Nothing that remotely adds to the discussion or will solve anything, except yield more Democrat votes by trying to make their party look more 'compassionate', less crazy, the lesser evil etc.
