Question ; If 2 users use same isp, and get dynamic ips,isn't it possible that those ids not necessarily belong to same person despite showing similar ip to more than one user?

Figure horse racing out on your own it is much more fun to read the form and play a horse. No better feeling to pick a winner on your own. Hell whats the fun if you are not even watching the races. I see no point to it. Or are you that big of a degenerate.
