Illegal Immigrants' Care Costs Texas $677 Million

A new survey conducted by the Texas Health and Human Services Commission says that an estimated $677 million was spent providing health care to illegal aliens. The survey indicated that most of the money - $597 million - was spent during the fiscal year that ended August 31, 2006.
In the fiscal year ending August 31, 2007, the state spent $80 million providing life-saving care to patients living in the U.S. illegally. The money spent was part of the Texas Emergency Medicaid program. Federal law also requires hospitals and ambulance services to provide care regardless of citizenship status or their ability to pay.

<!-- end floating resource box -->AUSTIN — The state of Texas and local hospital districts spent an estimated $677 million to provide health care to illegal immigrants in a year, a new study says.
The survey, issued by the Texas Health and Human Services Commission, said that most of the money — $597 million — was spent by local hospital districts for the immigrants' care during the state's fiscal year that ended on Aug. 31, 2006.
Lawmakers from both parties said they were not surprised by the millions spent and expressed hope that the report, required by the 2007 Legislature, will help prompt Congress to pass comprehensive immigration reform legislation.
State Rep. Garnet Coleman, D-Houston, said the study only tells half of the story.
He noted that the immigrants contribute to government coffers by paying sales and property taxes.
The report said that in the fiscal year ending Aug. 31, 2007, the state spent $80 million under the Texas Emergency Medicaid program, which pays hospitals to provide life-saving care, including labor and delivery services, to patients living here illegally. The state also paid $1.2 million to provide services to undocumented immigrants in family violence shelters.
Federal law requires hospitals and ambulance services to provide care to anyone needing emergency treatment regardless of their citizenship, legal status or ability to pay.
Harris County's cost
The Harris County Hospital District provided $203.5 million in uncompensated care to illegal immigrants in 2006, the report said.
But county hospital district officials disputed the report's numbers, noting that they were calculated on the basis of charges instead of costs. They said charges are inflated, typically double the actual costs of services to taxpayers.
"The cost of health care to undocumented immigrants is something we worry about, something we monitor, but we don't want to overstate it," said David Lopez, president and CEO of the Harris County Hospital District. "It's not an overwhelming percentage of our budget."
Lopez said the actual cost is 10 to 14 percent of the hospital district's budget, or about $100 million to $120 million.
About 80 percent of the district's illegal immigrant patients were women and children, and most were pregnant women. Lopez said the hospital district was not consulted for the report.
In another sense, the report underestimated the cost of care to illegal immigrants because it did not include figures for the University of Texas Medical Branch at Galveston, which functioned like a hospital district by providing safety-net services. It spent $140 million annually on undocumented immigrant care, an official said Thursday.
Gov. Rick Perry is reviewing the report, but had no comment Thursday, a spokeswoman said. Likewise, Sen. Kay Bailey Hutchison, R-Texas, who is considering challenging Perry in 2010, declined comment until she studied the information.
Hoping to send a message
State Rep. Warren Chisum, R-Pampa, the House Appropriations Committee chairman, said the report puts a number on health care costs that the state cannot do anything about.
"Show it to our congressman, I guess. Tell him, 'Merry Christmas,' " Chisum said. "This is something we can look at the federal government and say, 'You guys ought to do a better job of guarding your borders or at least pay for 'em if you're going to allow them to come over here.' "
One of the most prominent critics of illegal immigration, Rep. Leo Berman, R-Tyler, said he is glad that Congress is getting the report.
"I'd like to bill the United States government," he said, "and have them pay Texas for the cost of the benefits that they require us to provide to illegal aliens."
But a report issued two years ago by then-Comptroller Carole Keeton Strayhorn said undocumented immigrants helped to support the state's economy. She said illegal immigrants in 2005 paid $1.58 billion in taxes while the state spent a total of $1.5 billion. Strayhorn said local governments spent $1.3 billion on indigent health care.
Rep. Coleman said he agreed with critics of illegal immigration that the report should be sent to Congress.
"Anything that can move the federal government to have a comprehensive immigration policy that works for this country is extremely important," he said.

What the anti-immigrant loonies never acknowledge, is that these immigrants are tax-payers, and they contribute more than they ever receive in services. On average, immigrants are younger and healthier than the general population. In fact, the majority of people flooding the emergency rooms are US citizens, many with insurance, but our healthcare system is so bad that even they have to rely on the emergency room.

A 9-11 rescuer developed kidney disease from his search and recovery efforts but was denied a transplant because he amassed 250 dollars in medical expenses and couldn't afford the procedure but illegal aliens are receiving kidney transplants from the UCLA medical campus again paid for by taxpayers. An elderly US citizen died from cardiac arrest while waiting in an ER flooded with illegal aliens with non life threatening conditions. Our hospital CEO told the media he many have to close our level one trauma center (only one of four in our state) because of uncompensated costs from illegal immigration. Amid all this Pelosi and Boxer tried to provide 6 billion dollars for illegal alien health care while Americans are losing their health care and are forced to file for bankruptcy in creasing numbers when faced with major medical events.
Taxpayers spend 400 billion dollars annually on illegal alien health care, welfare, food stamps, education and birthright citizenship. Much of that is through fraud as 75 percent are involved in identity theft (Justice Department Statistics) to illegally obtain employment, food stamps, welfare and other benefits using multiple stolen social security numbers with many applying for food stamps from multiple locations, falsely claiming 5 children when they have only one and claiming social security including SSI while illegally employed (I have folders full of this as one incident where Maryland state auditors found 52,000 receiving cash assistance, food stamps, welfare and other benefits costing taxpayers 500 million dollars a year). Many clerks have told us they are aware of this but are threatened with disciplinary action if they blow the whistle as one in Oklahoma who actually did, revealing widespread fraud committed by illegal aliens. The LA county supervisor told the media illegal immigration costs county taxpayers 1 billion dollars annually. The Labor Department and IRS estimates 65 percent of illegal aliens are paid under the table in cash with employers and employees not contributing to any payroll or any other taxes. Seventy five percent are using stolen social security numbers so they cannot possibly be paying taxes, and any that do are using an innocent American's identity resulting in numerous Americans billed by the IRS for taxes accumulated by illegal aliens as a lady out of the work force for over 10 years but billed by the IRS for 1.5 million dollars in taxes accumulated by 200 illegal aliens working jobs in 10 different states. Another disabled lady was denied SSI because an illegal alien using her social security number fraudulently applied for social security disability. Americans have lost homes, jobs, seniors were denied medicare, one man was denied unemployment insurance when his job was outsourced and another lady was denied social security when her husband died because 39 illegal aliens used her social security number and now has to beg for money from relatives. Others had property seized due to illegal aliens using their identities to open lines of credit to buy homes (HUD estimates 5 million illegal aliens defaulted on their subprime loans), cars and other major purchases. (I also have folders full of incidents as this too).
I haven't even touched on the impact of crime and resultant incarceration costs (estimated to be over 6 billion dollars annually) and the crimes against Americans. The Justice department estimates 71,000 Americans were killed by illegal aliens through murder, drunk driving, manslaughter and other crimes with many more raped, robbed, molested kidnapped and whose identities were stolen. Border patrol estimates 5,000 to 10,000 illegally cross the border each week with 100 sex offenders daily along with drug cartel, MS-13 gangs and other criminals. Many previously deported returned through our open borders supported by LaRaza, LULAC, MALDEF, big business, The Chamber Of Commerce and Congress only to inflict more pain and suffering on the American people.
Illegal aliens are taking jobs as evidenced by raids throughout the country as the Leather factory in MA, Harris Electrical in MS, Swift Packing, a Parachute manufacturing facility in NC, a Nuclear Power Plant and various military installations near flight lines and other sensitive facilities endangering military personnel and other resources used to fight the war on terror. I don't know about you but I don't have any warm fuzzies when illegal aliens using stolen identities are found on the grounds of nuclear power plants like the ones doing exterior facility maintenance again during a war on terror. But open borders advocates as Sanchez don't feel that is a problem. These raids occurred in high unemployment areas where the vast majority of illegal aliens were found with stolen social security numbers, fraudulent documents and child labor, mental, physical and sexual abuse were prevalent like the illegal aliens at the leather factory disciplined for leaving the line to use the restroom. Americans lined up outside those facilities for vacated jobs stating they supported those raids with many saying they were reapplying for jobs because they were fired and replaced with illegal aliens. Employers also offered higher wages and benefits including retirement at the parachute facility supporting our military. Do we want illegal aliens with stolen identities providing critical support including life sustaining equipment for our military? This facility and the leather factory were DOD contractors. Tell me how legalizing 20 million illegal aliens who will bring their immediate and extended families who will all compete with Americans for what few jobs there are including any arising from the proposed stimulus will help the American people. Those unable to work will be added to our welfare and social security rolls when it faces 53 trillion dollars in unfunded liabilities. Others unable to find work will be added to our unemployment rolls when state unemployment insurance trust funds are running out of money due to the increasing number of unemployed American requiring assistance. Congress is about to pass the Totalization Agreement with Mexico which will give social security to illegal aliens who were required to pay only 18 months into the system while Americans are required to pay at least 10 years into it and illegal aliens would receive the same level of benefits.
The border contrary to DHS is out of control. Drug cartel violence is spilling into the country and is quickly spreading throughout the US resulting in major drug distribution, identity theft and other crime rings in all our major cities run by the Mexican drug cartels and MS-13. Under manned, out gunned and under resourced border patrol agents and law enforcement authorities are coming under increasing assault from heavily armed Zetas (Mexican military units aiding and escorting drug and illegal alien smugglers) using rocket and grenade launchers, bazookas, high powered automatic weapons, bottles, rocks, Molotov cocktails and other weapons resulting in hostile fire and over 200 incursions on our soil which constitutes an act of war especially during a so called war on terror. Drug cartels have infiltrated our national parks and other federally protected lands posing a danger to hikers, hunters and other outdoor enthusiasts as a park ranger murdered by drug cartel members because he unknowingly wandered onto territory controlled by them on our soil. Border Patrol agents also found prayer rugs, uniforms and other clothing with Al Qaeda badges and other insignia depicting aircraft flying into towers (this was found last year) along with parts of IED's bombs, bomb making equipment and weapons as a stash of AK-47's found by a group of children playing nearby. An undercover government security team successfully sneaked enough simulated fissile material to make a nuclear device across an unguarded part of our southern border using a backpack (like the thousands who illegally cross our border every week) right up the steps of the Federal Building in Phoenix. Mexico and other countries are providing financial and other logistical support to Al Qaeda, Hezbollah and other groups who have established a network of training camps throughout Mexico and other parts of central and South America supported by drug cartels and rogue dictators as Chavez who are supplying them with passports and fake visas to gain access to the US. I don't even want to talk about the Cross Border Trucking initiative as that is even scarier as no trucks are inspected. The virtual border fence is a failure as sensors and cameras are constantly out of service for months at a time. Border patrol agents constantly tell us they apprehend hundreds of illegal aliens miles north of the virtual fencing and know they can't catch all of them, saying for every one they catch, four or five evade capture. Why the silence again Sanchez and other open borders advocates? Tell me why it is racist to secure our borders to protect the American people from the scourge of drugs, gangs and prevent another attack like 9-11.
Obama supported social security for illegal aliens who used stolen social security numbers (S-2611 Comprehensive Immigration Reform) and voted against an amendment sponsored by Senator Ensign prior to cloture that would have prohibited illegal aliens from receiving social security and other benefits using stolen social security numbers and would have labeled their use a felony which it already is (class C) resulting in the imprisonment of Americans for 20 years in my area who unlike illegal aliens are separated from their families. Obama also supports taxpayer funded immigration attorneys for those fighting deportation for crimes and others just for illegally being here who are applying for legalization. Americans should not be held morally and fiscally responsible for the conscious, deliberate decisions and actions of those illegally here who violated our borders, sovereignty, laws, use stolen identities and have children at taxpayer expense. Tell me how this is racist? If Obama legalizes the 20 million already here will he legalize the 5,000 to 10,000 on our doorstep the next week, the 5,000 to 10,000 the following week and so on as he will not secure our borders. Rewarding those illegally here by allowing them to stay which is why they violated our laws will only send a signal to the rest of the world that we are not a nation of laws, have no respect for them and will not enforce them resulting in a stampede of untold proportions for the border resulting in a population increase of at least 100 million in the next 20 years (that is if illegal immigration is stopped now)
Our health care, land, food, water, energy and other resources are limited. Unfettered illegal immigration places a tremendous strain on those resources, increases our pollution and adds to our so called collective carbon footprint (why the silence from Gore and other conservation hawks). We cannot sustain the rest of humanity who desires to come here; for a nation without borders cannot exist as a sovereign entity with a never ending flood of humanity destroying our sovereignty and ultimately our way of life.
