Two illegal aliens, Ralphel Resindez, 23, and Enrico Garza, 26,
probably believed they would easily overpower home-alone 11 year old
Patricia Harrington after her father had left their two-story home.

It seems the two crooks never learned two things: they were in
Montana and Patricia had been a clay shooting champion since she was
nine.

Patricia was in her upstairs room when the two men broke
through the front door of the house. She quickly ran to her father's
room and grabbed his 12 gauge Mossberg 500 shotgun.

Resindez was the first to get up to the second floor only to be
the first to catch a near point blank blast of buckshot from the
11-year-old's knee crouch aim. He suffered fatal wounds to his abdomen
and genitals.

When Garza ran to the foot of the stairs, he took a blast to
the left shoulder and staggered out into the street where he bled to
death before medical help could arrive.

It was found out later that Resindez was armed with a stolen 45
caliber handgun he took from another home invasion robbery. That
victim, 50-year-old David Burien, was not so lucky. He died from stab
wounds to the chest.

Ever wonder why this good stuff never makes NBC, CBS, PBS, MSNBC,
CNN, or ABC news....?

Mara Salvatrucha 13 (MS-13) gang, which is the main importer of illegal aliens, meth, and cocaine into the United States has vandalized a veteran's memorial in New Haven, CT.

It appears that MS13 has set up shop in New Haven, to import illegal aliens and service them with documents, drugs, prostitutes, etc...

Many of us wonder why the Southern Poverty Law Center and Anti-Defamation League (ADL) refuse to declare the murderous MS-13 as a hate group, since they are killing black and white Americans for racist reasons.

Cristobal Silverio emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently.

But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian.

The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies."

While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor public support and uninsured medical costs.

In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons.

"The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen."

According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system.

"Anchor babies," the author writes, "born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income."

In addition, the report says, "many illegal aliens harbor fatal diseases that American medicine fought and vanquished long ago, such as drug-resistant tuberculosis, malaria, leprosy, plague, polio, dengue, and Chagas disease."

While politicians often mention there are 43 million without health insurance in this country, the report estimates that at least 25 percent of those are illegal immigrants. The figure could be as high as 50 percent.

Not being insured does not mean they don't get medical care.

Under the Emergency Medical Treatment and Active Labor Act of 1985, hospitals are obligated to treat the uninsured without reimbursement.

"Government imposes viciously stiff fines and penalties on any physician and any hospital refusing to treat any patient that a zealous prosecutor deems an emergency patient, even though the hospital or physician screened and declared the patient's illness or injury non-emergency," says the report. "But government pays neither hospital nor physician for treatments. In addition to the fiscal attack on medical facilities and personnel, EMTALA is a handy truncheon with which to pummel politically unpopular physicians by falsely accusing them of violating EMTALA."

According to the report, between 1993 and 2003, 60 California hospitals closed because half their services became unpaid. Another 24 California hospitals verge on closure, the author writes.

"American hospitals welcome 'anchor babies,'" says the report. "Illegal alien women come to the hospital in labor and drop their little anchors, each of whom pulls its illegal alien mother, father, and siblings into permanent residency simply by being born within our borders. Anchor babies are citizens, and instantly qualify for public welfare aid: Between 300,000 and 350,000 anchor babies annually become citizens because of the Fourteenth Amendment to the U.S. Constitution: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and the State wherein they reside."

Among the organizations directing illegal aliens into America's medical systems, according to the report, are the Ford Foundation-funded Mexican American Legal Defense and Education Fund, the National Immigration Law Center, the American Immigration Lawyers Association, the American Bar Association's Commission on Immigration Policy, Practice, and Pro Bono, the Immigrant Legal Resource Center, the National Council of La Raza, George Soros's Open Society Institute, the Migration Policy Institute, the National Network for Immigration and Refugee Rights and the Southern Poverty Law Center.

Because drug addiction and alcoholism are classified as diseases and disabilities, the fiscal toll on the health-care system rises.

When Linda Torres was arrested in Bakersfield, Calif., with about $8,500 in small bills in a sack, the police originally thought it was stolen money, explained the report. It was her Social Security lump sum for her disability -- heroin addiction.

"Today, legal immigrants must demonstrate that they are free of communicable diseases and drug addiction to qualify for lawful permanent residency green cards," writes Cosman, a medical lawyer, who formerly taught medical students at the City University of New York. "Illegal aliens simply cross our borders medically unexamined, hiding in their bodies any number of communicable diseases."

Many illegals entering this country have tuberculosis, according to the report.
"That disease had largely disappeared from America, thanks to excellent hygiene and powerful modern drugs such as isoniazid and rifampin," says the report. "TB's swift, deadly return now is lethal for about 60 percent of those infected because of new Multi-Drug Resistant Tuberculosis. Until recently MDR-TB was endemic to Mexico. This Mycobacterium tuberculosis is resistant to at least two major anti-tubercular drugs. Ordinary TB usually is cured in six months with four drugs that cost about $2,000. MDR-TB takes 24 months with many expensive drugs that cost around $250,000 with toxic side effects. Each illegal with MDR-TB coughs and infects 10 to 30 people, who will not show symptoms immediately. Latent disease explodes later.

TB was virtually absent in Virginia until in 2002, when it spiked a 17 percent increase, but Prince William County, just south of Washington, D.C., had a much larger rise of 188 percent. Public health officials blamed immigrants. In 2001 the Indiana School of Medicine studied an outbreak of MDR-TB, and traced it to Mexican illegal aliens. The Queens, New York, health department attributed 81 percent of new TB cases in 2001 to immigrants. The Centers for Disease Control and Prevention ascribed 42 percent of all new TB cases to 'foreign born' people who have up to eight times higher incidences apparently, 66 percent of all TB cases coming to America originate in Mexico, the Philippines and Vietnam."

Other health threats from illegals include, according to the report:

Chagas disease, also called American trypanosomiasis or "kissing bug disease," is transmitted by the reduviid bug, which prefers to bite the lips and face. The protozoan parasite that it carries, Trypanosoma cruzi, infects 18 million people annually in Latin America and causes 50,000 deaths. The disease also infiltrates America's blood supply. Chagas affects blood transfusions and transplanted organs. No cure exists. Hundreds of blood recipients may be silently infected.

Leprosy, also known as Hansen's disease, was so rare in America that in 40 years only 900 people were afflicted. Suddenly, in the past three years America has more than 7,000 cases of leprosy. Leprosy now is endemic to northeastern states because illegal aliens and other immigrants brought leprosy from India, Brazil, the Caribbean and Mexico.

Dengue fever is exceptionally rare in America, though common in Ecuador, Peru, Vietnam, Thailand, Bangladesh, Malaysia and Mexico. Recently, according to the report, there was a virulent outbreak of dengue fever in Webb County, Texas, which borders Mexico. Though dengue is usually not a fatal disease, dengue hemorrhagic fever routinely kills.

Polio was eradicated from America, but now reappears in illegal immigrants as do intestinal parasites, says the report.

Malaria was obliterated, but now is re-emerging in Texas.

The Journal of American Physicians and Surgeons report includes a strong prescription for protecting the health of Americans:

Closing America's borders with fences, high-tech security devices and troops.

Rescinding the U.S. citizenship of "anchor babies."

Punishing the aiding and abetting of illegal aliens as a crime.

Pell Grant

This is a subject close to my heart. Do you know that we have adult
students at the school where I teach who are not US citizens and who get the
PELL grant, which is a federal grant (no pay back required) plus other
federal grants to go to school? One student from the Dominican Republic
told me that she didn't want me to find a job for her after she finished my
program, because she was getting housing from our housing department and she
was getting PELL grant which paid for her total tuition and books, plus
money left over.
She was looking into WAIT which gives students a CREDIT CARD for gas to come
to school, and into CARIBE which is a special program for immigrants and it
pays for child care and all sorts of needs while they go to school or
training. The one student I just mentioned told me she was not going to be
a US citizen because she plans to return to the Dominican Republic someday
and that she "loves HER country." I asked her I if she felt guilty taking
what the US is giving her and then not even bothering to become a citizen
and she told me that it doesn't bother her, because that is what the money
is there for!
I asked the CARIBE administration about their program and if you ARE a US
citizen, you don't qualify for their program. And all the while, I am
working a full day, my son-in-law works more than 60 hours a week, and
everyone in my family works and pays for our education.

The Dark Side of Illegal Immigration: Nearly One Million Sex Crimes Committed by Illegal Immigrants

Introduction:


After conducting a 12-month in-depth study of illegal immigrants who committed sex crimes and murders for the time period of January 1999 through April 2006, it is clear that the U.S. public faces a dangerous threat from sex predators who cross the U.S. borders illegally.

There were 1,500 cases analyzed in depth. They included: serial rapes, serial murders, sexual homicides, and child molestation committed by illegal immigrants. Police reports, public records, interviews with police, and media accounts were all included. Offenders were located in 36 states, but it is clear that the most of the offenders were located in states with the highest numbers of illegal immigrants. California was number one, followed by Texas, Arizona, New Jersey, New York, and Florida.

Based on population numbers of 12,000,000 illegal immigrants and the fact that young males make up more of this population than the general U.S. population, sex offenders in the illegal immigrant group make up a higher percentage. When examining ICE reports and public records, it is consistent to find sex offenders comprising 2 percent of illegals apprehended. Based on this 2 percent figure, which is conservative, there are approximately 240,000 illegal immigrant sex offenders in the United States.

This translates to 93 sex offenders and 12 serial sexual offenders coming across U.S. borders illegally per day. The 1,500 offenders in this study had a total of 5,999 victims. Each sex offender averaged 4 victims. This places the estimate for victimization numbers around 960,000 for the 88 months examined in this study.

Victims:

Of the 1,500 cases reviewed, 525 (35 percent) were child molestations, 358 (24 percent) were rapes, and 617 (41 percent) were sexual homicides and serial murders. Of the child molestations, 47 percent of the victims were Hispanic, 36 percent were Caucasian, 8 percent were Asian, 6 percent were African American, and 3 percent were other nationalities. In most instances, the offenders were familiar with their victims. In fact, 82 percent of the victims were known to their attackers. The other 18 percent were molested by strangers. In those instances, the illegal immigrants typically gained access to the victims after having worked as a day laborer at or near the victimsÂ’ homes. Victims ranged in age from 1 year old to 13 years old, with the average age being 6.

In rape cases, the offenders were less likely to know their victims. Only 64 percent of the victims knew their attackers. Furthermore, rape victims proved to be more diverse than child molestation victims. Hispanic and Caucasian victims were identical at 35 percent each.

The next most likely victims were African-American women, and other nationalities comprised the remainder. These women suffered brutal attacks. Commonly, a weapon was used to control the victims. These weapons were most often sharp instruments. And the victims were beaten during the rapes over 70 percent of the time. Offenders engaged in sodomy in 67 percent of the attacks, and gang rape took place in .007 percent of the cases. Rape victims ranged in age from 16-79 and averaged age 23.

Serial rapists accounted for 3 percent of all illegal immigrant rapists. Each serial rapist averaged 5 victims, with the number of victims ranging from 2 to 11. Two serial rapists were confirmed HIV positive, and another offender had a venereal disease.

The murders were the worst of the sex crimes and were especially vicious. The most common method was for an offender to break into a residence and ambush his victims. Not only were victims raped, but some (6 percent) were mutilated. The crime scenes were very bloody, expressing intense, angry perpetrator personalities. Specifically, most victims were blitzed, rendered incapable of fighting back, and then raped and murdered. The most common method of killing was bludgeoning, followed by stabbing. Caucasians were more likely to become victims of sexual homicide committed by illegal immigrants. Hispanics were second, and African-Americans were third. Victims of sexual homicides averaged age 42. However, victims ranged in age from 16-81.

Serial killers accounted for .005 percent of the sex crimes. The serial killers averaged 9 victims per offender. Victim choice centered on victims the offenders did not know. Each serial killer targeted men and women, but females were higher, making up 73 percent. Illegal immigrant serial killers were more likely to strike in the West and the Southern United States.

Victim socioeconomic status changed for each type of crime. Those who fell victim to child molestation tended to be from a lower socioeconomic status than those who were raped and those who were raped and murdered. In fact, 57 percent of those rape/murdered were from the upper middle class.

There was an especially disturbing finding that in 22 percent of all sex crimes committed by illegal immigrants, victims with physical and mental disabilities were targeted. These disabled victims were each under age 18. In those cases, the perpetrators knew their victims.

Offenders:

The average age of illegal immigrants who were sex offenders was 27, but they ranged in age from 16-69. Child molesters tended to be older, averaging age 32. The average age of rapists was 26, and murderers averaged age 28. There is a trend that these offenders are becoming younger. For example, in 2006, the average age of sex offender illegal immigrants was 20. The highest number came from Mexico. El Salvador was the original home to the next highest number of sexual offenders. Other countries of origin included: Brazil, China, Ecuador, Guatemala, Honduras, Jamaica, Nicaragua, Puerto Rico*, Russia, and Vietnam.

They averaged 4 victims per offender. Nearly 63 percent had been deported on another offense prior to the sex crime. There was an average of 3 years of committing crimes such as DUI, assaults, or drug related offenses prior to being apprehended for a sexual offense.

Alcohol and drug use seemingly played a large role in these crimes. In fact, 81 percent of offenders were drinking or using drugs prior to offending. Rapists and killers were more likely to use alcohol and drugs consistently than child molesters.

Offenders had the use of a vehicle in 78 percent of the cases. However, the vehicles were only owned by those offenders 54 percent of the time. In the other instances, the offenders either borrowed or stole the vehicle.

Many offenders were unkempt in appearance and worked with their hands. They were transient in that they went where work took them. Therefore, only 25 percent were stable within a community. Further, in 31 percent of the crimes, the offenders entered into the communities where they offended within 2 months of the commission of their sex offenses. However, many, 79 percent, had been in the U.S. for more than one year before being arrested for a sex crime, and they were typically known to the Criminal Justice system for prior, less serious offenses before they molested, raped, or murdered.

There was a trend to be single while offending, as only 23 percent were married at the time of their crimes. Most were known to date quite a bit and have derogatory views of females. Domestic violence was common as well, as nearly half of those with spouses or significant others had a history of domestic abuse.

Nearly 35 percent were considered religious and even more, 59 percent had been raised in a religious home. Their work consisted of manual labor in industries such as agriculture, construction, restaurant, and tourism. Residences were rented and usually shared with several other illegal immigrants. Many were partially bi-lingual with a preference for their native languages.

Education levels were typically low. Only 22 percent had graduated high school. As such, there was a pattern of irresponsible, impulsive behavior in offender backgrounds. Solutions to their problems entailed moving, i.e. running away. Most simply ran to the southern U.S. border after being connected with their sex offenses.

Conclusions:

Illegal immigrants who commit sex crimes first cross the U.S. border illegally. Then they gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. Only 2 percent of the offenders in this study have no history of criminal behavior, beyond crossing the border illegally. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly. They are highly mobile, work in low skilled jobs with their hands, use drugs and alcohol, are generally promiscuous, have little family stability, and choose victims who are easy to attack. Their attacks are particularly brutal, and they use a hands-on method of controlling and/or killing their victims.

Note: Nearly 30 percent of the victims were illegal immigrants themselves. The remainder were U.S. citizens.

*One offender came from Puerto Rico. He had entered PR illegally from DR and then came to the mainland. He was charged with child molestation.

More Members Sign Onto SAVE Act

Rep. Heath Shuler’s (D-N.C.) SAVE Act (Secure America with Verification Enforcement [H.R. 4088]) now has 133 bipartisan signers in the House, with two versions also in the Senate. Speed bust nets $1.5 million in cocaine A Tennessee State Trooper stopped one truck last weekend for exceeding the speed limit. He later found cocaine in the driver’s trailer and learned the driver had been deported to Mexico 10 years ago after previous drug arrests.

On Jan. 13, Trooper Mark Self saw a 2005 Freightliner heading eastbound on Interstate 40 at 85 miles per hour, 30 miles above the speed limit. While talking to the driver and a passenger, Self said he learned the driver was hauling produce from California and Arizona to Bronx, NY with a 14-hour layover.

Self noticed the driver was in violation of the federal hours-of-service regs because he did not take required sleep time, according to a news release from the Tennessee Department of Safety. Also, troopers checked the driver’s CDL and learned he’d been deported to Mexico in 1998 after drug possession arrests.

Officers reported that the truck’s passenger “began to exhibit nervous behavior,” before telling Self there were drugs in the trailer.

Troopers found 63 kilos of cocaine in one pallet, hidden among loads of organic lettuce. The drugs’ estimated street value is $1.5 million, the release stated.

The driver, Mario Melgar, 46, of Moreno Valley, CA and passenger Jose Alberto Aquirre, of Bakersfield, CA, were taken to the Jefferson County Justice Center in Tennessee.

Neither have I.� When it comes to securing our borders, the left-wing press -- and our elected officials in Washington -- sees no evil, hears no evil, and speaks no evil.
Recently, however, Judicial Watch obtained a government report that documents not one, not two, but HUNDREDS OF INCURSIONS BY ARMED MEXICAN SOLDIERS AND MEXICAN POLICE.�
Here are some excerpts from the report, describing specific incidents:
"As the boat proceeded to go down river towards the scene, the [U.S. Border Patrol] Agent on board advised via radio that several Mexican soldiers were pointing their rifles in his direction.� The Agent decided for his safety and the safety of the crew to turn back, but advised that the soldiers were still aiming at them."
Invaders aimed their guns AT AMERICAN BORDER PATROL AGENTS ON AMERICAN SOIL -- knowing that U.S. agents aren't allowed to pursue them.� At other times, they actually fired on Americans.
"[Troopers] attempted to apprehend three vehicles believed to be smuggling contraband on I-10 . As the vehicles approached the border, [troopers] stated that a Mexican Military Humvee armed with a .50 caliber weapon and several soldiers were seen assisting smugglers return to Mexico. Officers then noticed several armed subjects dressed in fatigue type clothing unload the contraband into the Humvee."
Unfortunately, Mexico seems to be run by corrupt politicians, a rogue army, and dirty cops.� It's a cauldron of poverty, lawlessness, and corruption.�
"This boat, which appeared to be a Mexican Military boat, was providing security and escort for the two others that were later found to be transporting 2,716.53 pounds of Marijuana."

Hundreds Of Armed Incursions...

What Happened To The Fence?
Remember that fence?� The one that was mandated and funded when Congress passed the Secure Fence Act (SFA) in 2006 and President George W. Bush signed it into law.
You had to send hundreds-of-thousands of Blast Faxes before Congress would act, but they finally got the message: Build that fence on the border or else!
Now?� Forget the fence!� It's gone!� Last month -- when they thought you weren't looking -- the U.S. Senate passed a $555 billion omnibus spending bill that contained a tiny amendment revoking the mandate that the fence be built as originally specified.
And guess who slyly slipped in the amendment to gut SFA:� Senator Kay Bailey Hutchison of Texas -- a state that has been ravaged and savaged by illegal immigration.
Her amendment reads: "Nothing in this paragraph shall require the secretary of homeland security to install fencing, physical barriers, roads, lighting, cameras and sensors in a particular location along an international border of the United States, if the secretary determines that the use or placement of such resources is not the most appropriate means to achieve and maintain operational control over the international border at such location."
Those who had fought to stop illegal immigration were stunned and angry.
Chris Simcox, with the Minutemen, said: "Congress truly pulled the rug out from under us while we were doing our last-minute holiday shopping, deceiving the American people and only showing goodwill to the 12 million lawbreakers living among us."
Congressman Duncan Hunter said: "If Congress is to reverse its border stance after just one year, what message does that send to illegal immigrants and drug smugglers who are watching to see how serious we are about protecting America's borders ."

The Fence As Specified Will Do The Job
Congressman Hunter was the driving force behind the building of the border fence in San Diego.
That fence consists of two layers with a Border Patrol access road separating the layers.
Congressman Hunter says the fence has reduced the smuggling of drugs and illegal aliens into San Diego BY A PHENOMENAL 90 PERCENT!
"If you get over my fence," he says, "we sign you up for the Olympics immediately."
In fact, he wrote the Secure Fence Act, which originally required a double layer border fence, just like the one in San Diego.� The Hutchison amendment killed that requirement too.�
TWO-FACED POLITICIANS -- REPUBLICANS AS WELL AS DEMOCRATS -- HAD NO INTENTION OF BUILDING A FENCE WHEN THEY PASSED THE ACT.

Three Alarming Conclusions...
The report on the invasions and the actions of the U.S. Senate reveal several alarming things about our government.
First -- while instituting precautionary measures at airports and seaports -- the federal government is negligent in its policing of our southern border, the most dangerous strip of earth on the North American continent.
Illegal aliens pour across daily, and Washington politicians smirk, shrug their shoulders, and say: "Who cares, as long as the special interests that fund our campaigns get cheap labor."
You have to ask yourself; how many of these illegal aliens are from Iran or Syria or Saudi Arabia?� All three are breeding grounds for terrorists yearning to smuggle a weapon of mass destruction across the border.
Only a few days ago, two Mexican border cities erupted in violence as drug dealers and Mexican troops and federal agents engaged in fierce firefights on the streets of Rio Bravo and Reynosa. Five died in a hail of bullets.� "We're very concerned that the Mexican military controls its violence," said Hidalgo County Judge J.D. Salinas.
Maybe next year the Mexican drug cartels will be shooting one another on the streets of Ft. Worth or Oklahoma City or Minneapolis.�
Second, our elected officials seem oblivious to the growing strain that 12-20 million illegal aliens place on our social institutions.
Illegal aliens have glutted our schools, our welfare programs, our courts, our prisons, and our hospitals -- costing U.S. taxpayers BILLIONS and BILLIONS of their hard-earned dollars!����
Some hospitals have already closed their doors because they could no longer afford to serve the hordes of illegal aliens who came to them, demanding free health care.� (It's against federal law for hospitals to turn away anyone.)
Hillary Clinton and other liberals in Congress claim they are alarmed at the rising cost of health care and the inability of middle-class Americans to afford quality health care...
I've got a solution... instead of advocating socialism and reducing the quality of health care across the board... let's secure our borders...
In some states, the English-speaking children of U.S. citizens have been assigned to schools where all the classes are taught in Spanish.
English is rapidly becoming the "second" language in towns and cities across the Southwest? �In fact, some businesses in Texas are even accepting pesos instead of dollars.
Illegal aliens currently comprise 29 percent of all inmates in federal prison.

A delegation of nine state legislators from Sonora was in Tucson on Tuesday to say Arizona's new employer sanctions law will have a devastating effect on the Mexican state.
At a news conference, the legislators said Sonora - Arizona's southern neighbor, made up of mostly small towns - cannot handle the demand for housing, jobs and schools it will face as illegal Mexican workers here return to their hometowns without jobs or money.
The law, which took effect Jan.1, punishes employers who knowingly hire individuals who don't have valid legal documents to work in the United States. Penalties include suspension or loss of a business license.
Its intent is to eliminate or curtail the top draw for immigrants to this country - jobs.
The Mexican delegation, members of Sonora's 58th Legislature, belong to the National Action Party (PAN), the party of Mexico's president, Felipe Calderón.
They spoke at the offices of Project PPEP, a nonprofit that provides job retraining for farmworkers and other programs.
The lawmakers were to travel to Phoenix for a Wednesday breakfast meeting with Hispanic legislators.
They want to tell them how the law will affect Mexican families on both sides of the border.
"How can they pass a law like this?" asked Mexican Rep. Leticia Amparano Gamez, who represents Nogales.
"There is not one person living in Sonora who does not have a friend or relative working in Arizona," she said in Spanish.
"Mexico is not prepared for this, for the tremendous problems" it will face as more and more Mexicans working in Arizona and sending money to their families return to hometowns in Sonora without jobs, she said.
"We are one family, socially and economically," she said of the people of Sonora and Arizona.
Amparano said the Mexican legislators are already asking the federal government of Mexico for help for Sonora.
Rep. Florencio Diaz Armenta, coordinator of the delegation, represents San Luis, south of Yuma, one of Arizona's agricultural hubs, which employs some 28,000 legal Mexican workers.
"What do we do with the repatriated?" he asked. "As Mexicans, we are worried. They are Mexicans but they are also people - fathers and mothers and young people with jobs" who won't have work in Sonora."
He said the Arizona law will lead to "disintegration of the family," as one "legal" Mexican parent remains in Arizona and the other returns to Mexico.
Rep. Francisco Garcia Gámez, a legislator from Cananea and that city's former mayor, said the lack of mining jobs there has driven many Mexicans to Arizona to find work. He said they depend on jobs in Arizona to feed their families on both sides of the border.
Gov. Janet Napolitano, in her State of the State speech Monday, said the new law needs some modifications, including a better definition of what constitutes a complaint.
Barrett Marson, director of communications for the Arizona House of Representatives, said Speaker Jim Weiers, R-Phoenix, "has some concerns about how the law will be administered and applied."
He said the speaker sought testimony from the business community last fall "to get ideas about how to make following the law easier. In the end, that's what he wants - compliance, but make it as easy as possible to do."
Marson said Weiers is "waiting for the governor to come out with her idea of what she wants to do" before he makes his own recommendations.

BENSON, N.C. — Juan Perez had stomach pains for a month before deciding to visit a health clinic here that is open Thursday nights so migrant farmworkers don't miss a day working in the fields.

As an illegal, uninsured immigrant, Perez has had problems in the past — not only with his health, but with navigating the U.S. health care maze. In Michigan, there was no interpreter at his local health clinic, the bills had to be paid in installments, and co-workers warned that a visit to a doctor could lead to deportation. In North Carolina, he's found a health care home at Tiffany Revels' weekly clinic — providing he can hitch a ride there.

"The biggest concern is getting sick, because you don't have anyone here," Perez says after Revels, a family nurse practitioner at the federally funded clinic, prescribes two antibiotics and Pepto-Bismol tablets for his bacterial gastritis. "You are here by yourself."

As the debate over the residency status of the nation's estimated 12 million illegal immigrants boils, another battle is simmering over what — if any — benefits they deserve while they're here. Some of the most heated arguments on the issue focus on health care. So far, immigrants are losing:

•In Texas, where the state comptroller estimates illegal immigrants cost hospitals $1.3 billion in 2006, the University of Texas Medical Branch in Galveston is considering denying cancer care to such immigrants.

•State legislatures across the country are seeking to limit the costs to taxpayers of illegal immigration, including health care benefits. In May, Oklahoma lawmakers restricted illegal immigrants from receiving most public benefits; other states, such as Nebraska, are seeking to follow suit. A bill introduced in Indiana this month would make hospitals report how much they spend on illegal immigrants.

•On a national level, an effort to add legal immigrant children to the State Children's Health Insurance Program was blocked in the Senate last year. Instead, lawmakers added language to ensure that illegal immigrants were excluded.

"The phrase 'illegal immigrant' is just radioactive at the moment," says Leighton Ku, a health analyst at the liberal Center on Budget and Policy Priorities. "Efforts to provide additional benefits for the undocumented would be essentially perceived as adding fuel to the fire."

Illegal immigrants can get emergency care through Medicaid, the federal-state program for the poor and people with disabilities. But they can't get non-emergency care unless they pay. They are ineligible for most other public benefits.

Data on health care costs for illegal immigrants are sketchy because hospitals and community health centers don't ask about patients' legal status. In California, a 2004 study by the Federation for American Immigration Reform put the state's annual cost at $1.4 billion. Similar studies in Colorado and Minnesota in 2005 came up with much smaller estimates: $31 million and $17 million, respectively.

One thing is clear: Undocumented immigrants are driving up the number of people without health insurance. The Pew Hispanic Center estimates that 59% of the nation's illegal immigrants are uninsured, compared with 25% of legal immigrants and 14% of U.S. citizens. Illegal immigrants represent about 15% of the nation's 47 million uninsured people — and about 30% of the increase since 1980.

"If you want to do something that will have a meaningful impact on the problem of the uninsured, then you must talk about undocumented immigrants," says James Smith, a senior economist at the RAND Corp.

Because most illegal immigrants are relatively young and healthy, they generally don't need as much health care treatment as U.S. citizens, studies show. But while they account for less than 2% of national medical spending, their growing presence is a problem in places such as eastern North Carolina, one of the nation's poorest areas.

Statewide, illegal immigrants accounted for one in four new residents from 1990 to 2004, according to a University of North Carolina study. The state ranks ninth in the nation for illegal immigrants with more than 300,000, according to the Pew Hispanic Center.

For hospitals, "the burden of the uninsured immigrant is huge," says Jeff Spade, vice president of the North Carolina Hospital Association. "It's exploded the amount of work that they have to do."

A potent political issue

Opponents of illegal immigration see health care as a benefit that illegal immigrants don't deserve — and that taxpayers can't afford.

In a special election to fill the seat of the late Rep. Paul Gillmor, R-Ohio, last month, the National Republican Congressional Committee attacked Democrat Robin Weirauch for backing universal health insurance because it could extend taxpayer-funded health care to illegal immigrants. She lost the race.

Steven Camarota of the conservative Center for Immigration Studies says offering non-emergency Medicaid to illegal immigrants would be more expensive than leaving them uninsured and in need of occasional hospital care. In those cases, hospitals lose money, and taxpayers pick up the tab.

"Either you enforce the law and don't have so many illegals, or you shut up about the cost," he says.

While state governments, Congress, the Bush administration and presidential candidates wrestle with how to provide health coverage to uninsured Americans, illegal immigrants rely on a patchwork of federally funded community health centers, which charge little for basic services and don't seek proof of citizenship. For medicine, they often rely on free prescription samples or over-the-counter drugs.

From 2001 to 2004, spending for emergency Medicaid for illegal immigrants rose by 28% in North Carolina, said a March 2007 article in the Journal of the American Medical Association. Researchers cited increases in childbirth and prenatal care, as well as injuries and chronic disease complications.

At the state and local level, illegal immigrants already cost more in public services such as education and health care than they pay in taxes, the Congressional Budget Office reported recently. Illegal immigrants make up less than 5% of the cost in most states, but closer to 10% in some California counties. In 2000, counties along the Mexican border lost more than $800 million in health care services for which they were not paid; about 25% of that went to care for illegal immigrants, according to a report by the United States/Mexico Border Counties Coalition.

Some states, including New York, Illinois and Washington, as well as several California counties, cover illegal immigrant children with state tax dollars. "Kids are the more sympathetic group, and they're less costly," says Sonal Ambegaokar of the National Immigration Law Center, an advocacy group for low-income immigrants.

Since 2003, California's San Mateo County has used local tax dollars as well as money from hospitals and non-profit groups to provide health insurance to all low-income children, regardless of immigration status. "These children are in our schools. They're part of our community," says Beverly Thames, spokeswoman for the county health department. "It's just important that they have access to health care."

San Francisco goes further, adding adults at local expense. Some cities, including New York, encourage illegal immigrants to use public services such as health clinics without risking deportation.

Direct federal aid has been minimal, but in 2003, Congress appropriated $1 billion over four years for hospitals and other health care providers that serve illegal immigrants. More than 15,000 providers have registered for payments, according to the Centers for Medicare and Medicaid Services.

The sweeping overhauls of the nation's health care system proposed by Democrats Hillary Rodham Clinton, Barack Obama and John Edwards would not provide coverage for illegal immigrants. "Because the issue is so politically hot, people are staying away from it," says Cecilia Munoz, senior vice president at the National Council of La Raza, the nation's largest Hispanic advocacy group. Only Dennis Kucinich of Ohio, a Democratic long shot, proposes covering them.

That's likely to mean little change in undocumented immigrants' health care status, already the worst in the nation. Even among children, 53% are uninsured, according to Jeffrey Passel of the Pew Hispanic Center. That compares with 9% of U.S. citizens' children.

In North Carolina's rural Duplin County, more than one in four people are uninsured. The area's job growth is in low-wage agribusiness — "plucking chickens and gutting hogs," says Greg Bounds, chief executive officer of Goshen Medical Center, the area's largest group of community health centers. Businesses need the influx of illegal immigrants to take hard-to-fill jobs, but hospitals lose money when the workers need emergency care.

Until recently, most illegal immigrants here had one health care strategy. "They just weren't getting care before," Bounds says. "They were just suffering and dying."

'Scared to see the doctors'

For many illegal immigrants, the fear of deportation outweighs the pain of illness or injury, so they live with their afflictions rather than seeking help until their health problems become critical. That makes things worse — for them, for hospitals that eventually treat them, and for taxpayers who ultimately foot the bill.

"They're scared to see the doctors," says Genaro Diaz,a legal resident who, at 59, is a father figure to many of the mostly male farmworkers here. "They think they'll send them back to Mexico."

Now, at least some are coming to community health centers, part of a national matrix of more than 4,000 federally funded health centers that have sprung up throughout the country during the past 40 years. In 2006, those centers served 6 million uninsured patients, a 50% increase since 2001.

At Goshen Medical Center, nursing assistant Jessica Roberts recalls a woman who arrived more than eight months pregnant with her eighth child — for her first prenatal visit. "A lot of Hispanic patients are scared of coming to the doctor's office because of who they're going to meet," she says, referring to their fear of deportation.

At Duplin General Hospital, the challenge is staying afloat. Because so many patients are seniors on Medicare, low-income residents on Medicaid or uninsured people who can't pay their bills, it's difficult to turn a profit. "We're living off reserves," CEO Harvey Case says.

The University of North Carolina's four hospitals are seeing an increase in the number of undocumented immigrants who need care for major illnesses or injuries. Because they only qualify for Medicaid on an emergency basis, their funding often runs out before they're able to leave. Hospital officials sometimes work with the Mexican Consulate to arrange transportation back to their native countries. If that can't be arranged, the patients remain in the hospital for weeks or months.

"It's a real Catch-22," says Sharon Coulter James, senior vice president at the University of North Carolina Hospitals. "We would never put that patient out on the street in an unsafe environment. But there are patients who need those beds."

In an effort to help local health officials better understand the immigrants who are inundating their area, the University of North Carolina's Center for International Understanding sponsors week-long immersion programs in Mexico. Janet Hadar, director of clinical care management for UNC Hospitals, recently returned from a trip that exposed her to residents' unsanitary living conditions. "It made me much more sympathetic to this population," she says.

Revels went on the same trip. Now, she's back treating ailments large and small: skin rashes and hypertension, infections and nosebleeds. Most patients pay $6 per visit and $6 per prescription.

Slowly, she's building a steady clientele. Ignacio Hernandez complained recently of recurrent eye pain after being struck by a sweet potato in the fields. Guadalupe Cortez came for his monthly diabetes check and emerged with a bag of insulin samples. Without the clinic, "I don't know what I'd do," he says.

On some nights in 2006, "we would only see eight patients," Revels says between treating farmworkers' ailments. More recently, "I have not had one slow night."
