It's very possible a random prison guard went into the cell say 15 minutes after they found him and there weren't any notes laying around as they were already collected and he flippantly said "there were no notes in the cell."

Bottom line is we don't know because the journalist left off who "they" is. Massachusetts authorities is not the proper way to cite sources. Prison authorities would've been the more appropriate way to cite a source if that's actually the case.
