Maybe they ( I'll call them ) The Star Chamber only because what happened Tonight, reminds of that Movie.

maybe they thought Voight was in trouble with the Gov. and things didn't look good. So they got Tony to steal a canister, and just go another way.

Which tonight they were talking about taking the one canister and making more for the Future.
