why are ussa kids such under achievers?

i was on a video conf call yesterday with my son and 2 of my grand kids. and they were telling me that they got the presidential physical award at there school. that was both of them. one is K grade and the other i think in 2nd

i would not consider either of them an special jock etc, but my son told me that there are 600 people at there school that competed and about 20 performed high enough to win the award, and so he has two kids in the same house that got it

wtf is going on. if they did the same thing in any chineese or russian school 97% would prob get it vs only 3% there

just looked at the 09 master and saw we treated both these games as N last year. This year we have followed that methodology having 4 other COL games as n with that start time and 2 other SFO's. My preference is to stay consistant with past years
