I would think that all the usual legitimate "reasons" would apply. It may take as much or more "game" to get a random 15 year old, and a random 15 year old might be equally or more mature than a randomly chosen 22 year old.
BTW, in Colorado, for one example, a 15 year old can legally have sex with a 25 year old, a 12 year old can have sex with a 16 year old, and a 14 year old can have sex with a 18 year old, etc.
That would be worse, but only because it is against the law in the United States, and that just barely. Go to places like Spain though and you are an upstanding law abiding citizen.

I wonder how much consentual legal sex between 14 and 19 year olds goes on in Canada? Quite a lot, i bet. Some states in the USA have similar laws.
How would you have any idea whether or not this almost 14 year old young lady had "just hit puberty"? It can begin before a girl is 8.
Or how would you know that it was he that went after her, rather than vica versa, or a mix of the two?
