Assuming the attacks on 9/11 were done solely by Al Qaeda with no knowledge by any elements of the U.S. governement, I think it's highly likely had Al Gore been sworn in as president, the 9/11 attacks never would've happened. An Al Gore administration would've been on high alert througout those months leading up to 9/11 and probably would've prevented the attacks. As Richard Clarke claimed, the 9/11 attacks were preventable, but that future attempts by Al Qaeda were a certainty as long as they failed. It's difficult to say how things would look right now had Gore emerged victorious, but I don't think it would be anything like the bleak picture that Joe C. paints.
