You have the Al Davis clan that wrecked their season every year. Until he died, they whiffed badly on top picks every year. The Browns, Bucs, Lions, Redskins ( with stupid free agent crazy signings), and Jags are all perennial basement dwellers and their owners care more about inching out an extra dollar profit every year than winning. That is why the Mavericks became contenders as soon as Perot sold to Cuban. Perrot only bought the team in an attempt to buy the land surrounding it for development. Irsay actually wants to win.

Colts are a winning organziation although mostly from Manning and Luck but I am sure he had a part in making sure they got both those #1 picks. Moreso Luck than Manning.

He hires a GM and lets them run things while he goes out and gets fucked up.
