Hard to comment on Starr since I never saw play and the league was so different then.
Considering the rings are equal.. I'd go with Rodgers over Favre. One thing to keep on mind though is the passing stats from 90s (heck even early 00s) to today need some sort of context given the rule changes/emphasis and the short passing game. Passing completion % up, and INT down across the board. 60% for most of favre career was considered very good, now its barely average.
