The justice system as it's currently constituted fails decent citizens, yes, including cops.
If "street justice" were allowed this kind of stuff would clearly never happen because the perpetrators would get the shit kicked out of them and no fools would come to their defense. Well, maybe except Mob. You have a real problem with authority, man. Worst case I've ever seen. I did when I was a kid. Many people do but the sane ones overcome it.
Use the street justice model and you'll arrive at right and wrong pretty quickly.

Doesn't require a high degree of education, a position of power, immediate pension after 20-25 years, maybe you want to make a positive difference in society or use your powers for nefarious reasons ?

This is what happens when generations of uneducated loser fathers continue their long rich tradition of impregnating every uneducated crackwhore they can find and then leaving her to raise 5 kids from 5 different fathers in a 1 bedroom welfare project craphole with taxpayers on the hook for housing and feeding these eternal dregs of society. They make no effort to better their own lives or their children's lives and they have no one to blame but themselves. They get their welfare check, they get their drugs, their malt liquor, their lottery tickets and they are satisfied, sitting on the stoop, proudly watching their little animals act like, well, the animals they were raised to be. They'll never have dignity in life, they don't even know what dignity is. They'll never show respect, they'll never get respect. None of these eternal losers will ever become anything in life and will likely wind up dead before they are 25.
In the Midwest, new police officer's salaries start in the low $40,000's, about $20-$21 a hour.
I know for a fact that major cities are struggling to get good people to risk their lives to take these jobs. Morale is low.
So when these kind of water and plastic bucket throwing crimes against cops is left alone, it is even more difficult, the quality of people recruited is worse and worse and worse.
The caliber of policemen is being affected by the socialist Democrat + MSM war on police that has been ongoing since the Obama administration took over. Again, think of if / when you or your family members might really need a good police officer, quickly, someday.
